행복얼라이언스(사무국 행복나래㈜)가 6일 나주시청에서 나주시와 ‘행복두끼 프로젝트’ 추진을 위한 업무협약(MOU)을 체결했다. 이번 협약으로 행복두끼 프로젝트에 참여하는 지방정부는 총 144곳으로 확대됐다.
‘행복두끼 프로젝트’는 아동 결식 문제를 민관 협력으로 해결하기 위해 2020년부터 행복얼라이언스가 진행해 온 사회공헌 사업이다. 복지 사각지대에 놓인 결식우려아동을 발굴해 식사 지원과 후속 관리까지 이어지는 통합 지원 체계를 구축하며, 전국 단위 사회안전망을 강화하고 있다.
이번 협약을 통해 나주시가 구례군, 함평군, 무안군에 이어 전남 지역의 네 번째 협력 지자체로 합류했다. 나주시는 관내 결식우려아동 40명에게 총 1만 400식의 ‘행복도시락’을 제공하며, 도시락 지원이 종료된 이후에는 대상 아동을 급식지원 체계에 편입해 지속적인 돌봄을 이어갈 예정이다.
협약식에는 윤병태 나주시장, 행복나래㈜ 조민영 본부장, 행복도시락사회적협동조합 최준 사무국장이 참석했다. 세 기관은 결식우려아동 지원 확대를 위한 적극적인 협력을 약속했다.
프로젝트는 지방정부, 기업, 사회적기업의 역할 분담을 기반으로 체계적으로 운영된다. 나주시는 아동 발굴과 관리, 행복얼라이언스 멤버 기업은 도시락 지원 예산 기부, 행복도시락사회적협동조합은 도시락 제조 및 배송을 담당한다. 행복얼라이언스는 전체 운영을 총괄하며 파트너 간 협력을 조정하고 사업 효과를 극대화할 방침이다.
조민영 행복얼라이언스 사무국(행복나래㈜) 본부장은 “전남 지역에서 결식우려아동 지원이 확대되는 것은 큰 의미가 있다”며, “행복얼라이언스는 앞으로도 지역사회와 협력해 아이들의 건강한 성장을 지원하는 사회공헌 활동을 전국적으로 이어가겠다”고 말했다.

Happiness Alliance Signs Business Agreement with Naju City
On the 6th , the Happiness Alliance (Secretariat: Happiness Narae Co., Ltd.) signed a Memorandum of Understanding (MOU) with Naju City at Naju City Hall to promote the "Happiness Aki Project." This agreement expands the number of local governments participating in the Happiness Aki Project to 144.
The "Happy Axe Project" is a social contribution project launched by the Happy Alliance in 2020 to address the problem of child hunger through public-private cooperation. It identifies children at risk of hunger who are in the blind spot of social welfare and establishes an integrated support system that provides meal assistance and follow-up care, thereby strengthening the nationwide social safety net.
Through this agreement, Naju City becomes the fourth local government in South Jeolla Province to partner with the program, following Gurye County, Hampyeong County, and Muan County. Naju City will provide a total of 14,000 "Happy Lunchbox" meals to 40 children at risk of hunger within the city. After the lunchbox program ends, these children will be transferred to the school meal support system for ongoing care.
The signing ceremony was attended by Naju Mayor Yoon Byeong-tae, Happy Narae Co., Ltd. CEO Cho Min-young, and Happy Lunchbox Social Cooperative Secretary-General Choi Jun. The three organizations pledged active cooperation to expand support for children at risk of hunger.
The project will be systematically managed based on a division of roles among local governments, businesses, and social enterprises. Naju City will be responsible for identifying and managing children, Happy Alliance member companies will contribute to the lunchbox support budget, and the Happy Lunchbox Social Cooperative will be responsible for manufacturing and delivering the lunchboxes. Happy Alliance will oversee the entire operation, coordinating collaboration among partners and maximizing project effectiveness.
“It is very meaningful that support for children at risk of starvation is expanding in the Jeonnam region,” said Jo Min-young, head of the Happy Alliance Secretariat (Happy Narae Co., Ltd.). “Happy Alliance will continue to carry out social contribution activities nationwide in cooperation with local communities to support the healthy growth of children.”

ハッピーアライアンス、ナジュ市と業務協定締結
ハッピーアライアンス（事務局幸福国）が６日、ナジュ市役所でナジュ市と「幸せ福プロジェクト」推進のための業務協約（ＭＯＵ）を締結した。今回の条約で幸福厚プロジェクトに参加する地方政府は計144カ所に拡大した。
「幸福厚プロジェクト」は、児童欠食問題を民館協力で解決するため、2020年から幸せアライアンスが進めてきた社会貢献事業だ。福祉死角地帯に置かれた欠食憂慮児童を発掘し、食事支援と後続管理まで続く統合支援体系を構築し、全国単位社会安全網を強化している。
今回の条約を通じて、ナジュ市が九礼郡、咸平郡、武安郡に続き、全南地域の4番目の協力自治体に合流した。ナジュ市は館内欠食憂慮児童40人に計1万400食の「幸せお弁当」を提供し、弁当支援が終了した後には対象児童を給食支援体系に編入して持続的な世話を続ける予定だ。
条約式にはユン・ビョンテナジュ市長、ハッピーウォン㈱チョ・ミンヨン本部長、ハッピートライアル社会的協同組合チェ・ジュン事務局長が参加した。 3つの機関は、欠食の懸念に子供の支援を拡大するための積極的な協力を約束した。
プロジェクトは地方政府、企業、社会的企業の役割分担に基づいて体系的に運営される。出てくる児童の発掘と管理、幸福アライアンスメンバー企業は弁当支援予算寄付、幸福弁当社会的協同組合は弁当製造及び配送を担当する。ハッピーアライアンスは、全体運営を総括し、パートナー間の協力を調整し、事業効果を最大化する方針だ。
チョ・ミンヨンハッピーアライアンス事務局（幸福奈良（株））本部長は「全南地域で欠食憂慮児童支援が拡大することは大きな意味がある」とし、「幸福アライアンスは今後も地域社会と協力して子供たちの健康な成長を支援する社会貢献活動を全国的に続けていく」と話した。

幸福联盟与罗州市签署商业协议
6日，幸福联盟（秘书处：幸福奈良江株式会社）在罗州市政府与罗州市签署了合作备忘录，以推进“幸福秋计划”。该协议使参与“幸福秋计划”的地方政府数量增加到144个。
“快乐斧头计划”是快乐联盟于2020年发起的一项社会贡献项目，旨在通过公私合作解决儿童饥饿问题。该计划识别出社会福利体系中存在营养不良风险的儿童，并建立一套提供膳食援助和后续关怀的综合支持体系，从而加强全国性的社会安全网。
通过这项协议，罗州市成为全罗南道继求礼郡、咸平郡和务安郡之后，第四个与该项目合作的地方政府。罗州市将为市内40名面临饥饿风险的儿童提供共计14000份“快乐午餐盒”餐食。午餐盒项目结束后，这些儿童将被转入学校供餐系统，接受后续的照护。
罗州市市长尹炳泰、Happy Narae有限公司首席执行官赵敏英以及Happy Lunchbox社会合作社秘书长崔俊出席了签约仪式。三家机构承诺将积极合作，扩大对面临饥饿风险儿童的援助。
该项目将根据地方政府、企业和社会企业之间的分工进行系统管理。罗州市政府将负责识别和管理受助儿童，快乐联盟成员企业将为午餐盒项目提供资金支持，快乐午餐盒社会合作社将负责午餐盒的生产和配送。快乐联盟将监督整个项目的运营，协调各合作伙伴之间的协作，并最大限度地提高项目效率。

L'Alliance du Bonheur signe un accord commercial avec la ville de Naju
Le 6 , l'Alliance du Bonheur (Secrétariat : Happiness Narae Co., Ltd.) a signé un protocole d'accord avec la ville de Naju à l'hôtel de ville de Naju afin de promouvoir le « Projet Bonheur Aki ». Cet accord porte à 144 le nombre de collectivités locales participant au Projet Bonheur Aki.
Le projet « Happy Axe » est un projet de contribution sociale lancé par Happy Alliance en 2020 pour lutter contre la faim chez les enfants grâce à une coopération public-privé. Il identifie les enfants à risque de malnutrition qui échappent aux dispositifs de protection sociale et met en place un système de soutien intégré offrant une aide alimentaire et un suivi, renforçant ainsi le filet de sécurité sociale national.
Grâce à cet accord, la ville de Naju devient la quatrième collectivité locale de la province de Jeolla du Sud à s'associer au programme, après les comtés de Gurye, Hampyeong et Muan. La ville de Naju distribuera 14 000 repas « Happy Lunchbox » à 40 enfants vulnérables face à la faim. À l'issue de ce programme, ces enfants bénéficieront d'un suivi régulier grâce au système de repas scolaires.
Le maire de Naju, Yoon Byeong-tae, le PDG de Happy Narae Co., Ltd., Cho Min-young, et le secrétaire général de la coopérative sociale Happy Lunchbox, Choi Jun, ont assisté à la cérémonie de signature. Les trois organisations se sont engagées à coopérer activement afin d'accroître leur soutien aux enfants menacés par la faim.
Le projet sera géré de manière systématique selon une répartition des rôles entre les collectivités locales, les entreprises et les entreprises sociales. La ville de Naju sera chargée d'identifier et d'accompagner les enfants, les entreprises membres de Happy Alliance contribueront au budget alloué aux boîtes à lunch, et la coopérative sociale Happy Lunchbox assurera leur fabrication et leur distribution. Happy Alliance supervisera l'ensemble des opérations, coordonnera la collaboration entre les partenaires et optimisera l'efficacité du projet.
« Il est très encourageant de constater que le soutien aux enfants menacés de famine se développe dans la région de Jeonnam », a déclaré Jo Min-young, directrice du secrétariat de Happy Alliance (Happy Narae Co., Ltd.). « Happy Alliance poursuivra ses actions sociales à l’échelle nationale, en collaboration avec les communautés locales, afin de favoriser le développement sain des enfants. »
