기술보증기금(이사장 김종호, 이하 ‘기보’)은 11일(목) 대전광역시청에서 대전광역시(시장 이장우, 이하 ‘대전시’)와 ‘대전시 중소기업의 실증 및 R&D경쟁력 강화를 위한 상호협력 업무협약’을 체결한다고 밝혔다.
이번 협약은 양 기관이 대덕특구를 중심으로 기술인재와 연구 인프라가 집약된 대전 지역의 혁신 역량을 활용해, 지역 중소기업의 국가 핵심전략기술 확보와 성공적 실증사업화를 위한 전주기 협력 체계를 구축하고자 추진됐다.
협약에 따라 기보는 지역 혁신성장 중소기업을 대상으로 기술평가·기술보증·투자 등 금융·비금융 지원을 연계하고, 대전시는 실증R&D 지원사업의 정책수립과 실증 인프라 제공 등 제도적 기반을 확충할 계획이다.
또한 양 기관은 이번 협약을 통해 우주·항공(Aerospace), 바이오헬스(Biohealth), 나노·반도체(Chips), 국방(Defense), 로봇(Robot) 등 미래 핵심전략기술 분야의 R&D 기업이 기술개발 및 실증단계에서 필요한 자금을 안정적으로 확보할 수 있도록 협력을 강화해 나갈 방침이다.
특히, 이번 협약의 중점 협력사업으로 ‘대전 맞춤형 R&D 연계지원 프로그램(대전형 BIRD 프로그램)’이 새로 도입된다. 이 프로그램은 ▲1단계 Pre-R&D보증(기보 1억원 보증) ▲2단계 R&D(대전시 출연금 1억원 지원) ▲3단계 Post-R&D 사업화자금 보증(기보 최대 30억원 보증) 등 총 3단계로 구성된다.
이 프로그램은 기보의 대표적인 R&D 전주기 지원모델로, 출연금과 융자를 분절적으로 지원하는 기존의 방식에서 벗어나 중소기업의 R&D 기획부터 개발, 실증, 사업화까지 전 과정을 연계 지원함으로써, 기술개발이 실질적인 사업 성과로 이어지도록 설계됐다.
박주선 기보 전무이사는 “이번 협약을 통해 미래전략기술을 보유한 지역 혁신기업이 실증단계에서 필요한 자금을 안정적으로 확보하고, 성장단계로 도약할 수 있는 기반이 마련됐다”며, “기보는 앞으로도 유관기관과의 협업을 확대해 다양한 혁신금융 기반의 R&D 사업화 지원을 강화하고, R&D 기업의 경쟁력 확보와 성공적인 시장진출을 적극 뒷받침하겠다”고 밝혔다.
한편, 기보는 2023년부터 BIRD 프로그램을 통해 민간수요 기반의 R&D 성과 활성화를 지원해 왔으며, 올해는 비수도권 지자체로의 확대를 위한 업무협약을 체결하는 등 R&D 지원 기반을 지속 강화하고 있다.

Kibo Signs Business Agreement with Daejeon Metropolitan City
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced on Thursday, the 11th, that it will sign a “Mutual Cooperation Agreement for Strengthening Demonstration and R&D Competitiveness of Daejeon’s SMEs” with Daejeon Metropolitan City (Mayor Lee Jang-woo, hereinafter referred to as “Daejeon City”) at the Daejeon Metropolitan City Hall.
This agreement was pursued by both organizations to establish a full-cycle cooperation system for securing national core strategic technologies for local small and medium-sized enterprises and for successful commercialization by utilizing the innovation capabilities of the Daejeon region, which is concentrated with technical talent and research infrastructure centered around the Daedeok Innopolis.
According to the agreement, KIBO will link financial and non-financial support, including technology assessment, technology guarantee, and investment, to local innovative growth SMEs, while Daejeon City plans to expand its institutional foundation, including policymaking for demonstration R&D support projects and provision of demonstration infrastructure.
In addition, through this agreement, the two organizations plan to strengthen cooperation to ensure that R&D companies in future core strategic technology fields such as aerospace, biohealth, nano and semiconductors (Chips), defense, and robots can stably secure the necessary funds for technology development and verification stages.
In particular, the "Daejeon Customized R&D Linkage Support Program (Daejeon-type BIRD Program)" will be newly introduced as a key collaborative project under this agreement. This program consists of three stages: Stage 1: Pre-R&D Guarantee (KRW 100 million guaranteed by Kibo), Stage 2: R&D (KRW 100 million in Daejeon City funding), and Stage 3: Post-R&D Commercialization Fund Guarantee (up to KRW 3 billion guaranteed by Kibo).
This program is Kibo's representative R&D full-cycle support model. It breaks away from the existing method of providing fragmented support through subsidies and loans and supports the entire process of R&D planning, development, verification, and commercialization of small and medium-sized enterprises, thereby ensuring that technological development leads to tangible business results.
Park Joo-sun, Executive Director of Kibo, said, “Through this agreement, a foundation has been established for local innovative companies with future strategic technologies to secure stable funding for the verification stage and leap forward to the growth stage.” He added, “Going forward, Kibo will expand collaboration with related organizations to strengthen support for R&D commercialization based on various innovative finances, and actively support R&D companies in securing competitiveness and successfully entering the market.”
Meanwhile, KIBO has been supporting the activation of private demand-driven R&D performance through the BIRD program since 2023, and this year, it is continuing to strengthen its R&D support base by signing a business agreement to expand its reach to non-metropolitan local governments.

技術保証基金（理事長キム・ジョンホ、以下「棋保」）は１１日（木）大田広域市役所で大田広域市（市長イ・ジャンウ、以下「大田市」）と「大田市中小企業の実証およびＲ＆Ｄ競争力強化のための相互協力業務協約」を締結すると明らかにした。
今回の協約は、両機関が大徳特区を中心に技術人材と研究インフラが集約された大田地域の革新力を活用し、地域中小企業の国家核心戦略技術確保と成功的実証事業化のための全周期協力体系を構築しようと推進された。
条約に基づき、起報は地域革新成長中小企業を対象に技術評価・技術保証・投資など金融・非金融支援を連携し、大田市は実証R&D支援事業の政策樹立と実証インフラ提供など制度的基盤を拡充する計画だ。
また、両機関は今回の条約を通じて、宇宙・航空(Aerospace)、バイオヘルス(Biohealth)、ナノ・半導体(Chips)、国防(Defense)、ロボット(Robot)など未来の核心戦略技術分野のR&D企業が技術開発および実証段階で必要な資金を安定的に確保できるように協力を強化。
特に、今回の協約の重点協力事業として「大田カスタマイズ型R&D連携支援プログラム（対戦型BIRDプログラム）」が新たに導入される。このプログラムは▲1段階Pre-R&D保証(棋保1億ウォン保証) ▲2段階R&D(大戦時出演金1億ウォン支援) ▲3段階Post-R&D事業化資金保証(棋保最大30億ウォン保証)など計3段階で構成される。
このプログラムは、棋保の代表的なR&D全周期支援モデルで、出演金と融資を分節的に支援する既存の方式から抜け出して中小企業のR&D企画から開発、実証、事業化まで全過程を連携支援することで、技術開発が実質的な事業成果につながるように設計された。
パク・ジュソン棋保専務理事は「今回の条約を通じて未来戦略技術を保有した地域革新企業が実証段階で必要な資金を安定的に確保し、成長段階に跳躍できる基盤が設けられた」とし、「記事は今後も関連機関との協業を拡大して多様な革新金融基盤のR&D事業化支援を強化し、裏付ける」と明らかにした。
一方、ギボは2023年からBIRDプログラムを通じて民間需要基盤のR&D成果活性化を支援してきており、今年は非水道圏自治体への拡大のための業務協約を締結するなどR&D支援基盤を持続強化している。

Kibo与大田广域市签署商业协议
韩国科技金融公司（韩国科技金融公司，董事长金钟浩，以下简称“KIBO”）于11日星期四宣布，将在大田市政府大楼与大田市（市长李章宇，以下简称“大田市”）签署“加强大田中小企业示范和研发竞争力互惠合作协议”。
双方达成此项协议的目的是建立一个全周期合作体系，以确保地方中小企业获得国家核心战略技术，并利用大田地区的创新能力（该地区集中了以大德创新城为中心的技术人才和研究基础设施），实现技术的商业化成功。
根据协议，KIBO 将为当地创新型中小企业提供包括技术评估、技术保障和投资在内的财政和非财政支持，而大田市计划扩大其制度基础，包括制定示范研发支持项目的政策和提供示范基础设施。
此外，通过这项协议，双方计划加强合作，以确保航空航天、生物健康、纳米和半导体（芯片）、国防、机器人等未来核心战略技术领域的研发企业能够稳定地获得技术开发和验证阶段所需的资金。

Kibo signe un accord commercial avec la ville métropolitaine de Daejeon
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé jeudi 11 qu'elle signerait un « accord de coopération mutuelle pour le renforcement de la démonstration et de la compétitivité en matière de R&D des PME de Daejeon » avec la ville métropolitaine de Daejeon (maire Lee Jang-woo, ci-après dénommée « ville de Daejeon ») à l'hôtel de ville de Daejeon.
Cet accord a été conclu par les deux organisations afin d'établir un système de coopération à cycle complet pour garantir l'accès des petites et moyennes entreprises locales aux technologies stratégiques nationales essentielles et pour assurer leur commercialisation réussie en tirant parti des capacités d'innovation de la région de Daejeon, qui concentre des talents techniques et une infrastructure de recherche autour du Daedeok Innopolis.
Selon l'accord, KIBO apportera un soutien financier et non financier, notamment en matière d'évaluation technologique, de garantie technologique et d'investissement, aux PME locales innovantes en pleine croissance, tandis que la ville de Daejeon prévoit d'élargir son cadre institutionnel, notamment par l'élaboration de politiques pour des projets de démonstration de recherche et développement et la mise en place d'infrastructures de démonstration.
En outre, grâce à cet accord, les deux organisations prévoient de renforcer leur coopération afin de garantir que les entreprises de R&D dans les futurs domaines technologiques stratégiques clés tels que l'aérospatiale, la biosanté, les nanotechnologies et les semi-conducteurs (puces), la défense et la robotique puissent obtenir de manière stable les fonds nécessaires aux étapes de développement et de vérification technologiques.
En particulier, le « Programme de soutien à la recherche et au développement sur mesure de Daejeon (Programme BIRD de type Daejeon) » sera introduit comme projet de collaboration clé dans le cadre de cet accord. Ce programme comprend trois phases : Phase 1 : Garantie de pré-R&D (100 millions de KRW garantis par Kibo), Phase 2 : R&D (100 millions de KRW financés par la ville de Daejeon), et Phase 3 : Garantie du Fonds de commercialisation post-R&D (jusqu’à 3 milliards de KRW garantis par Kibo).
Ce programme est le modèle phare de soutien à la R&D de Kibo, couvrant l'ensemble du cycle. Il rompt avec la méthode actuelle de soutien fragmenté par le biais de subventions et de prêts et accompagne le processus complet de planification, de développement, de validation et de commercialisation de la R&D des PME, garantissant ainsi que le développement technologique se traduise par des résultats commerciaux concrets.

Parallèlement, KIBO soutient depuis 2023 l'activation de la performance de R&D axée sur la demande privée par le biais du programme BIRD, et cette année, elle continue de renforcer sa base de soutien à la R&D en signant un accord commercial pour étendre sa portée aux gouvernements locaux non métropolitains.
