한국인공지능·소프트웨어산업협회는 이노비즈협회와 12월 18일 국회 의원회관 제5간담회실에서 중소기업의 AI 활용 촉진과 AI·소프트웨어 산업 생태계 활성화를 위한 업무협약을 체결했다고 밝혔다.
협약식에는 김동아·이주희 국회의원을 비롯해 조준희 한국인공지능·소프트웨어산업협회 회장, 정광천 이노비즈협회장과 양 기관 회원사 대표들이 참석했다.
이번 협약을 통해 양 기관은 AI·소프트웨어 기반 이노비즈기업 혁신 촉진, AI 전문인재 양성과 교육 협력체계 구축, AI 실증 및 테스트베드 기회 확대, AI·소프트웨어 산업 관련 공동 정책 제안과 정보 교류 등 다양한 협력 사업을 추진하기로 했다.
협약에 앞서 열린 국회 정책간담회에서는 양 기관 회원사 대표들이 참여해 AI·소프트웨어 산업 현장에서 겪는 애로사항과 제도 개선 과제를 국회에 전달했다. 한국인공지능·소프트웨어산업협회 회원사들은 공공 AI·소프트웨어 사업의 과업 수립과 계약 조정 체계 개선, AI 전환을 위한 개념증명 예산 제도화, 정부와 공공기관의 외부 대규모언어모델 사용 가이드라인 마련, AI 시대에 부합하는 예산 및 조달 체계 개편 필요성을 제기했다.
이노비즈협회 회원사들은 기술사업화와 투융자를 연계한 연구개발 프로그램 신설, 지역 중소기업 박사급 연구인력에 대한 세제 지원, AI 매니저 기반 기업 전환 지원 프로그램 도입 등을 건의했다.
양 기관은 이번 협약을 계기로 중소기업의 AI 활용 확대를 위한 공동 연구와 정책 제안 활동을 지속적으로 추진할 계획이다.

KOSA Signs Business Agreement with Innobiz Association
The Korea Artificial Intelligence and Software Industry Association announced that it signed a business agreement with the Innobiz Association on December 18th in the 5th conference room of the National Assembly Members’ Hall to promote the use of AI by small and medium-sized enterprises and revitalize the AI and software industry ecosystem.
The signing ceremony was attended by National Assembly members Kim Dong-ah and Lee Joo-hee, Korea Artificial Intelligence and Software Industry Association Chairman Cho Jun-hee, Innobiz Association Chairman Jeong Gwang-cheon, and representatives of member companies from both organizations.
Through this agreement, the two organizations agreed to pursue various cooperative projects, including promoting innovation in AI and software-based innovative businesses, establishing a cooperative system for training and educating AI experts, expanding opportunities for AI verification and test beds, and proposing joint policies and exchanging information related to the AI and software industries.
At a National Assembly policy meeting held prior to the agreement, representatives from member companies from both organizations shared with the National Assembly the challenges they face in the AI and software industries and the challenges they face in addressing institutional improvements. Member companies of the Korea Artificial Intelligence and Software Industry Association (KASI) raised the need for improving the task formulation and contract coordination system for public AI and software projects, institutionalizing a proof-of-concept budget for AI transition, establishing guidelines for the government and public institutions' use of external large-scale language models, and restructuring the budget and procurement system to fit the AI era.
Innobiz Association members proposed the establishment of a research and development program linking technology commercialization and investment financing, tax incentives for doctoral-level researchers at local small and medium-sized enterprises, and the introduction of an AI-manager-based corporate transformation support program.
The two organizations plan to continue joint research and policy proposal activities to expand the use of AI in small and medium-sized enterprises (SMEs) through this agreement.

KOSA、イノビズ協会と業務協約締結
韓国人工知能・ソフトウェア産業協会はイノビズ協会と12月18日国会議員会館第5懇談会室で中小企業のAI活用促進とAI・ソフトウェア産業生態系活性化のための業務協約を締結したと明らかにした。
協約式にはキム・ドンア・イ・ジュヒ国会議員をはじめ、チョ・ジュニ韓国人工知能・ソフトウェア産業協会会長、チョン・グァンチョンイノビズ協会長と両機関会員社代表らが参加した。
今回の協約を通じて、両機関はAI・ソフトウェアベースのイノビズ企業イノベーション促進、AI専門人材養成と教育協力体制の構築、AI実証及びテストベッド機会の拡大、AI・ソフトウェア産業関連共同政策提案と情報交流など多様な協力事業を推進することにした。
条約に先立って開かれた国会政策懇談会では、両機関の会員社代表が参加し、AI・ソフトウェア産業現場で経験する慰労事項と制度改善課題を国会に伝達した。韓国人工知能・ソフトウェア産業協会の会員会社は、公共AI・ソフトウェア事業の課業樹立と契約調整体系の改善、AI転換のための概念証明予算制度化、政府と公共機関の外部大規模言語モデルの使用ガイドラインの整備、AI時代に合致する予算及び調達体系の改編の必要性を提起した。
イノビズ協会会員社は技術事業化と投融者を連携した研究開発プログラムの新設、地域中小企業博士級研究人材に対する税制支援、AIマネージャーベースの企業転換支援プログラムの導入などを提案した。
両機関は今回の条約をきっかけに中小企業のAI活用拡大のための共同研究と政策提案活動を継続的に推進する計画だ。

KOSA与Innobiz协会签署商业协议
韩国人工智能与软件产业协会宣布，12月18日在国会议员大厅5号会议室与Innobiz协会签署了一项商业协议，旨在促进中小企业使用人工智能，并振兴人工智能和软件产业生态系统。
出席签约仪式的有国会议员金东亚和李柱熙、韩国人工智能和软件产业协会会长赵俊熙、Innobiz协会会长郑光天以及两个组织的成员公司代表。
通过这项协议，双方同意开展各种合作项目，包括促进人工智能和软件创新型企业的创新，建立人工智能专家培训和教育合作体系，扩大人工智能验证和测试平台的机会，以及提出与人工智能和软件行业相关的联合政策和信息交流。
在协议签署前的一次国会政策会议上，来自两个组织的成员公司代表向国会分享了他们在人工智能和软件行业面临的挑战，以及在制度改进方面遇到的困难。韩国人工智能和软件产业协会（KASI）的成员公司提出，需要改进公共人工智能和软件项目的任务制定和合同协调体系，建立人工智能转型概念验证预算制度，制定政府和公共机构使用外部大规模语言模型的指导方针，并重组预算和采购体系以适应人工智能时代。
Innobiz 协会成员提议建立一项将技术商业化和投资融资联系起来的研发计划，为当地中小企业的博士级研究人员提供税收优惠，并引入基于人工智能经理的企业转型支持计划。
通过这项协议，这两个组织计划继续开展联合研究和政策建议活动，以扩大人工智能在中小企业中的应用。

KOSA signe un accord commercial avec l'association Innobiz
L’Association coréenne de l’industrie de l’intelligence artificielle et des logiciels a annoncé avoir signé un accord commercial avec l’association Innobiz le 18 décembre dans la 5e salle de conférence du Palais des membres de l’Assemblée nationale afin de promouvoir l’utilisation de l’IA par les petites et moyennes entreprises et de revitaliser l’écosystème de l’industrie de l’IA et des logiciels.
La cérémonie de signature s'est déroulée en présence des membres de l'Assemblée nationale Kim Dong-ah et Lee Joo-hee, du président de l'Association coréenne de l'industrie de l'intelligence artificielle et des logiciels, Cho Jun-hee, du président de l'Association Innobiz, Jeong Gwang-cheon, et de représentants des entreprises membres des deux organisations.
Aux termes de cet accord, les deux organisations se sont engagées à poursuivre divers projets de coopération, notamment la promotion de l'innovation dans les entreprises innovantes en IA et basées sur les logiciels, la mise en place d'un système de coopération pour la formation et l'éducation des experts en IA, l'élargissement des possibilités de vérification et de bancs d'essai de l'IA, ainsi que la proposition de politiques communes et l'échange d'informations relatives aux industries de l'IA et des logiciels.
Lors d'une réunion de l'Assemblée nationale consacrée aux politiques publiques, tenue avant la conclusion de l'accord, des représentants d'entreprises membres des deux organisations ont exposé à l'Assemblée les défis auxquels ils sont confrontés dans les secteurs de l'IA et du logiciel, ainsi que les difficultés rencontrées pour apporter des améliorations institutionnelles. Les entreprises membres de la Korea Artificial Intelligence and Software Industry Association (KASI) ont souligné la nécessité d'améliorer le système de définition des tâches et de coordination des contrats pour les projets publics d'IA et de logiciels, d'institutionnaliser un budget de validation de concept pour la transition vers l'IA, d'établir des lignes directrices pour l'utilisation par le gouvernement et les institutions publiques de modèles de langage externes à grande échelle, et de restructurer le système budgétaire et d'approvisionnement pour l'adapter à l'ère de l'IA.
Les membres de l'association Innobiz ont proposé la mise en place d'un programme de recherche et développement liant la commercialisation des technologies et le financement des investissements, des incitations fiscales pour les chercheurs de niveau doctoral travaillant dans les petites et moyennes entreprises locales, et l'introduction d'un programme de soutien à la transformation des entreprises basé sur un gestionnaire IA.
Les deux organisations prévoient de poursuivre leurs activités conjointes de recherche et de proposition de politiques afin d'étendre l'utilisation de l'IA dans les petites et moyennes entreprises (PME) grâce à cet accord.
