중소벤처기업부는 18일 제2회 과학기술관계장관회의에서 민간투자 연계 팁스 R&D 확산방안을 발표했다. 이번 방안은 민간주도 기술혁신 프로그램인 팁스의 성과를 다양한 기술과 산업으로 확산하고, 지역 혁신을 촉진하기 위한 지원체계 개편을 주요 내용으로 한다.
팁스는 민간 투자사가 혁신기업에 선투자하면 정부가 연구개발 출연금을 연계 지원하는 방식으로 운영돼 왔다. 2013년 도입 이후 약 5천 개 혁신기업에 2조2천억원의 정부 R&D 출연금을 지원하며, 민간투자 21조3천억원을 유인한 바 있다. 이 과정에서 기업공개 48건, 인수합병 96건의 성과를 창출했다.
중기부는 먼저 창업 단계 팁스 트랙을 통합해 구조를 단순화하고, 성장 단계 스케일업 팁스와 글로벌 팁스를 신설해 창업부터 글로벌 진출까지 전주기 지원체계를 구축한다. 이에 따라 팁스 R&D 지원 규모는 최대 8억원, 스케일업 팁스는 최대 30억원, 글로벌 팁스는 최대 60억원으로 확대된다. 난제 기술 해결을 위한 딥테크 챌린지 프로젝트는 과제당 최대 50억원, 다수 기업이 참여하는 생태계혁신형 프로젝트는 최대 200억원까지 지원할 계획이다.
또한 민간 후속투자에 정부가 동일 조건으로 투자하는 사업화 매칭투자를 팁스 전 단계로 확대하고, 통합 투자설명회와 글로벌 투자사 연계를 통해 민간투자 촉진을 강화한다. 운영사 역시 대폭 확대해 스케일업 이후 단계까지 발굴할 수 있도록 투자사 중심의 일반운영사와 컨소시엄 형태의 특화운영사를 병행 운영한다.
범부처 협력을 기반으로 AI, 바이오, 콘텐츠·문화, 방산, 에너지, 첨단제조 등 전략 분야 유망기업을 발굴하고, 지역 혁신을 위해 지역기업 우대 비중을 확대한다. 아울러 지역 벤처투자 활성화를 위해 지역 전용 펀드를 단계적으로 확대하고 관련 제도 개선도 추진할 방침이다.

On the 18th , the Ministry of SMEs and Startups announced a plan to expand TIPS R&D through private investment at the 2nd Science and Technology Ministerial Meeting. This plan primarily focuses on expanding the results of the TIPS program, a private-sector-led technology innovation program, to various technologies and industries and restructuring the support system to foster regional innovation.
TIPS has operated by linking private investment firms' upfront investments in innovative companies with government R&D funding. Since its introduction in 2013, the program has provided approximately KRW 2.2 trillion in government R&D funding to approximately 5,000 innovative companies, attracting KRW 21.3 trillion in private investment. This program has resulted in 48 initial public offerings and 96 mergers and acquisitions.
The Ministry of SMEs and Startups will first simplify the structure by integrating the startup-stage TIPS track and then establish a full-cycle support system from startup to global expansion by newly establishing Scale-up TIPS and Global TIPS. Accordingly, the TIPS R&D support will be expanded to up to KRW 800 million, Scale-up TIPS up to KRW 3 billion, and Global TIPS up to KRW 6 billion. Deep Tech Challenge Projects, which address challenging technologies, will receive up to KRW 5 billion per project, while ecosystem innovation projects involving multiple companies will receive up to KRW 20 billion.
Furthermore, the government will expand its matching investment program for commercialization, where it invests on the same terms as private sector follow-up investments, to all stages before TIPS. We will also strengthen the promotion of private investment through integrated investment briefings and connections with global investors. We will also significantly expand the number of operating companies, operating both general operating companies centered on investors and specialized operating companies in consortiums to support the development of projects up to the scale-up stage.
Building on inter-ministerial cooperation, we will identify promising companies in strategic sectors such as AI, bio, content and culture, defense, energy, and advanced manufacturing. We will also increase preferential treatment for local companies to foster regional innovation. Furthermore, to revitalize local venture investment, we will gradually expand dedicated regional funds and pursue related institutional improvements.

中期部はまず創業段階のヒントトラックを統合して構造を簡素化し、成長段階のスケールアップヒントとグローバルチップを新設し、創業からグローバル進出まで全周期支援体系を構築する。これにより、チップスR&D支援規模は最大8億ウォン、スケールアップチップスは最大30億ウォン、グローバルチップスは最大60億ウォンに拡大される。難題技術解決のためのディープテックチャレンジプロジェクトは課題当たり最大50億ウォン、多数企業が参加するエコシステム革新型プロジェクトは最大200億ウォンまで支援する計画だ。
また、民間後続投資に政府が同一条件で投資する事業化マッチング投資をティップス全段階に拡大し、統合投資説明会とグローバル投資会社連携を通じて民間投資促進を強化する。運営会社も大幅に拡大し、スケールアップ後の段階まで発掘できるように投資会社中心の一般運営会社とコンソーシアム形態の特化運営会社を並行運営する。
部署協力を基盤に、AI、バイオ、コンテンツ・文化、放散、エネルギー、先端製造など戦略分野の有望企業を発掘し、地域革新のために地域企業優遇比重を拡大する。また、地域ベンチャー投資の活性化のために地域専用ファンドを段階的に拡大し、関連制度の改善も推進する方針だ。

Le 18 , lors de la 2e réunion ministérielle sur la science et la technologie, le ministère des PME et des Startups a annoncé un plan visant à étendre la R&D du programme TIPS grâce à des investissements privés. Ce plan vise principalement à généraliser les résultats du programme TIPS, un programme d'innovation technologique piloté par le secteur privé, à divers secteurs et technologies, et à restructurer le système de soutien afin de favoriser l'innovation régionale.
Le programme TIPS fonctionne en associant les investissements initiaux des sociétés d'investissement privées dans des entreprises innovantes aux financements publics de la R&D. Depuis son lancement en 2013, il a octroyé environ 2 200 milliards de wons de financement public à près de 5 000 entreprises innovantes, attirant ainsi 21 300 milliards de wons d'investissements privés. Ce programme a permis la réalisation de 48 introductions en bourse et de 96 opérations de fusion-acquisition.
Le ministère des PME et des Startups simplifiera d'abord la structure en intégrant le dispositif TIPS destiné aux startups, puis établira un système d'accompagnement complet, de la création à l'expansion internationale, grâce à la création des nouveaux programmes Scale-up TIPS et Global TIPS. En conséquence, le soutien à la R&D du programme TIPS sera porté à 800 millions de wons, celui du programme Scale-up TIPS à 3 milliards de wons et celui du programme Global TIPS à 6 milliards de wons. Les projets Deep Tech Challenge, qui portent sur des technologies de pointe, recevront jusqu'à 5 milliards de wons par projet, tandis que les projets d'innovation écosystémique impliquant plusieurs entreprises bénéficieront d'un financement pouvant atteindre 20 milliards de wons.
Par ailleurs, le gouvernement étendra son programme d'investissement de contrepartie pour la commercialisation, qui consiste à investir aux mêmes conditions que les investissements de suivi du secteur privé, à toutes les étapes précédant le TIPS. Nous renforcerons également la promotion de l'investissement privé grâce à des séances d'information intégrées et à des mises en relation avec des investisseurs internationaux. Enfin, nous augmenterons significativement le nombre de sociétés opérationnelles, en mettant en œuvre à la fois des sociétés d'exploitation généralistes axées sur les investisseurs et des sociétés d'exploitation spécialisées au sein de consortiums afin de soutenir le développement des projets jusqu'à leur mise à l'échelle.
En nous appuyant sur la coopération interministérielle, nous identifierons les entreprises prometteuses dans des secteurs stratégiques tels que l'IA, les biotechnologies, les contenus et la culture, la défense, l'énergie et la fabrication de pointe. Nous renforcerons également le traitement préférentiel accordé aux entreprises locales afin de favoriser l'innovation régionale. Par ailleurs, pour revitaliser l'investissement local en capital-risque, nous développerons progressivement les fonds régionaux dédiés et mettrons en œuvre les améliorations institutionnelles nécessaires.
