중소벤처기업부(장관 한성숙)는 19일 2026년 중앙부처 및 지자체 창업지원사업 통합공고를 발표하며 총 3조 4,645억원 규모의 예산을 편성했다고 밝혔다. 이번 공고에는 111개 기관의 총 508개 창업지원사업이 포함됐으며, 전년(3조 2,940억원) 대비 1,705억원(5.2%) 증가했다.
사업 유형별로 보면, 융자사업이 1조 4,245억원으로 전체의 41.1%를 차지하며 가장 많은 비중을 차지하고, 기술개발 8,648억원, 사업화 8,151억원 순으로 배정됐다. 이 세 가지 유형의 사업에 전체 예산의 89.6%가 투입된다.
기관별로는 중앙부처 15개가 88개 사업을 추진하며 3조 2,740억원을 배정받았다. 중기부가 3조 734억원으로 가장 큰 비중(93.9%)을 차지했고, 이어 과기부 846억원, 문체부 400억원, 농식품부 317억원 순이다. 금융위와 산림청은 2026년부터 신규 참여하며, 각각 창업기업 보증사업과 청년 산림창업 지원 사업을 추진한다. 지방자치단체는 서울, 경남, 경기 등 17개 광역시와 79개 기초지자체에서 총 1,905억원 규모, 420개 사업을 운영할 예정이다.
주요 지원사업으로는 기술개발 분야에서 중기부 ‘창업성장기술개발’ 사업 7,864억원, 과기부 ‘공공기술기반 창업탐색지원’ 326억원 등이 있으며, 사업화 분야에서는 예비·초기·도약 패키지 사업과 초격차 스타트업 프로젝트를 통해 창업기업 성장과 해외진출을 지원한다. 청년 창업 지원 예산은 2,575억원으로 전년 대비 801억원 증가했다.
중기부는 이번 통합공고와 함께 ‘창업지원사업 관리지침’을 개편, 창업기업의 자금 집행 유연성 확대, 지식재산권 비용 지원, 기술 침해 소송보험료 지원 등 제도 개선을 추진한다. 부정행위에 대한 참여 제한 기간을 기존 3년에서 5년으로 늘리고, 정부지원금으로 구축한 장비의 관리 체계도 강화한다.
조경원 창업정책관은 “통합공고 사업을 통해 창업기업이 성장하고 일자리를 창출하며 국가경제 발전에 기여할 수 있기를 기대한다”며, “규제 합리화와 부정행위 근절을 통해 경쟁력 있는 기업 성장 기반을 마련할 것”이라고 밝혔다.

The Ministry of SMEs and Startups (Minister Han Sung-sook) announced on the 19th that it has allocated a total budget of KRW 3.4645 trillion for the 2026 central government and local government startup support projects. This announcement includes 508 startup support projects across 111 organizations, representing a KRW 170.5 billion (5.2%) increase compared to the previous year (KRW 3.294 trillion).
By project type, loan projects accounted for the largest portion, at KRW 1.4245 trillion, or 41.1% of the total, followed by technology development at KRW 864.8 billion and commercialization at KRW 815.1 billion. These three project types account for 89.6% of the total budget.
By agency, 15 central government ministries were allocated 3.274 trillion won for 88 projects. The Ministry of SMEs and Startups received the largest share (93.9%) at 3.0734 trillion won, followed by the Ministry of Science and ICT (84.6 billion won), the Ministry of Culture, Sports and Tourism (40 billion won), and the Ministry of Agriculture, Food and Rural Affairs (31.7 billion won). The Financial Services Commission and the Korea Forest Service will participate for the first time starting in 2026, respectively, promoting startup guarantee programs and youth forestry entrepreneurship support programs. Local governments will operate 420 projects totaling 190.5 billion won across 17 metropolitan cities, including Seoul, South Gyeongsang Province, and Gyeonggi Province, and 79 basic local governments.
Key support projects include the Ministry of SMEs and Startups' "Startup Growth Technology Development" project, worth KRW 786.4 billion, and the Ministry of Science and ICT's "Public Technology-Based Startup Exploration Support" project, worth KRW 32.6 billion, in the technology development sector. In the commercialization sector, the government supports startup growth and overseas expansion through the Preliminary, Early, and Leap Package projects and the Ultra-Gap Startup Project. The budget for supporting youth entrepreneurship reached KRW 257.5 billion, an increase of KRW 80.1 billion from the previous year.
Along with this integrated announcement, the Ministry of SMEs and Startups will revise the "Startup Support Project Management Guidelines." These improvements include expanding startups' funding flexibility, providing support for intellectual property rights costs, and providing insurance coverage for technology infringement lawsuits. The ban on participation in misconduct will be extended from three to five years, and the management system for equipment built with government subsidies will be strengthened.
Kyung-won Cho, Director of Startup Policy, said, “We hope that the integrated announcement project will help startups grow, create jobs, and contribute to the national economy,” and added, “We will establish a foundation for competitive corporate growth by streamlining regulations and eradicating misconduct.”

Ce budget concerne 508 projets répartis dans 111 organismes, soit une augmentation de 170,5 milliards de KRW (5,2 %) par rapport à l'année précédente (3 294 milliards de KRW).
Par type de projet, les projets de prêt représentent la part la plus importante, soit 1 424,5 milliards de wons (41,1 % du total), suivis du développement technologique (864,8 milliards de wons) et de la commercialisation (815,1 milliards de wons). Ces trois types de projets représentent 89,6 % du budget total.
Quinze ministères du gouvernement central se sont vu allouer 3 274 milliards de wons pour 88 projets. Le ministère des PME et des Start-ups a reçu la part la plus importante (93,9 %), soit 3 073,4 milliards de wons, suivi du ministère des Sciences et des TIC (84,6 milliards de wons), du ministère de la Culture, des Sports et du Tourisme (40 milliards de wons) et du ministère de l’Agriculture, de l’Alimentation et des Affaires rurales (31,7 milliards de wons). La Commission des services financiers et le Service forestier coréen participeront pour la première fois à partir de 2026, en promouvant respectivement des programmes de garantie de démarrage et des programmes de soutien à l’entrepreneuriat forestier pour les jeunes. Les collectivités locales mettront en œuvre 420 projets, pour un montant total de 190,5 milliards de wons, dans 17 métropoles, dont Séoul, la province du Gyeongsang du Sud et la province du Gyeonggi, ainsi que dans 79 collectivités territoriales.
Parmi les principaux projets de soutien figurent le projet « Développement technologique pour la croissance des startups » du ministère des PME et des Startups, doté d'un budget de 786,4 milliards de wons, et le projet « Soutien à l'exploration des startups par les technologies publiques » du ministère des Sciences et des TIC, d'une valeur de 32,6 milliards de wons, dans le secteur du développement technologique. Kyung-won Cho, directeur de la politique des startups, a déclaré : « Nous espérons que ce projet d'annonce intégrée aidera les startups à se développer, à créer des emplois et à contribuer à l'économie nationale », et a ajouté : « Nous établirons les bases d'une croissance compétitive des entreprises en rationalisant la réglementation et en éradiquant les pratiques abusives. »
