중소벤처기업부(장관 한성숙)는 22일 세종 중기부 청사에서 비수도권 14개 광역지방자치단체와 함께 「지역성장펀드 간담회」를 개최했다. 이번 간담회에는 14개 광역지자체의 창업·벤처담당 과장 및 팀장, 한국벤처투자 지역혁신본부장 등 40여명이 참석했다.
이번 간담회는 18일 발표된 「벤처 4대 강국 도약 종합대책」의 핵심 과제인 지역성장펀드의 향후 5년간 운영방향을 공유하고, 지방정부와 함께 지역 벤처투자 생태계 활성화 방안을 논의하기 위해 마련됐다.
지역성장펀드는 모태펀드를 기반으로 지역사회와 민간이 함께 출자해 조성되는 지역 벤처모펀드(Fund of Venture Funds)다. 모펀드는 지역에 중점 투자하는 자펀드에 출자하며, 향후 5년간 모펀드 2조원, 자펀드 3.5조원을 조성하고 비수도권 14개 광역지자체마다 최소 1개 이상의 모펀드를 신설할 계획이다.
중기부는 이번 간담회에서 논의된 지방정부의 의견을 내년 초 발표 예정인 「가칭 지역성장펀드 조성방안」에 반영할 계획이다.
김봉덕 벤처정책관은 “지역성장펀드는 벤처생태계의 지역균형과 지역 최초 유니콘 육성이라는 두 가지 목표를 갖고 있으며, 수도권에 집중된 벤처 역량을 비수도권 전역으로 확산시키는 방안을 지속적으로 발굴하겠다”고 밝혔다.

This meeting was organized to share the operational direction of the regional growth fund for the next five years, a key task of the "Comprehensive Plan for the Leap Forward to the Four Major Venture Powerhouses" announced on the 18th, and to discuss ways to revitalize the regional venture investment ecosystem with local governments.
The Regional Growth Fund is a regional venture fund created through joint investment from local communities and the private sector, based on a mother fund. The mother fund will invest in local sub-funds focused on regional investment. The fund plans to raise KRW 2 trillion in mother funds and KRW 3.5 trillion in sub-funds over the next five years, with at least one mother fund established in each of the 14 metropolitan governments outside the Seoul metropolitan area.
The Ministry of SMEs and Startups plans to reflect the opinions of local governments discussed at this meeting in the "Tentative Plan for the Creation of a Regional Growth Fund," scheduled to be announced early next year.
Kim Bong-deok, Director of Venture Policy, stated, “The Regional Growth Fund has two goals: achieving regional balance in the venture ecosystem and fostering the region’s first unicorns. We will continue to explore ways to expand the venture capabilities currently concentrated in the metropolitan area to the entire non-metropolitan area.”

中小ベンチャー企業部（長官ハン・ソンスク）は２２日、世宗中基部庁舎で非首都圏１４の広域地方自治団体とともに「地域成長ファンド懇談会」を開催した。今回の懇談会には14の広域自治体の創業・ベンチャー担当課長及びチーム長、韓国ベンチャー投資地域革新本部長など40人余りが参加した。
今回の懇談会は18日に発表された「ベンチャー4大強国跳躍総合対策」の核心課題である地域成長ファンドの今後5年間の運営方向を共有し、地方政府とともに地域ベンチャー投資生態系活性化方案を議論するために設けられた。
地域成長ファンドは、モテファンドを基盤に地域社会と民間が共に出資して造成される地域ベンチャーモーファンド（Fund of Venture Funds）だ。モーファンドは地域に重点投資するジャファンドに出資し、今後5年間、モーファンド2兆ウォン、ジャファンド3.5兆ウォンを造成し、非首都圏14の広域自治体ごとに少なくとも1つ以上のモファンドを新設する計画だ。
中期部は今回の懇談会で議論された地方政府の意見を来年初め発表予定の「仮称地域成長ファンド造成案」に反映する計画だ。
キム・ボンドクベンチャー政策官は「地域成長ファンドはベンチャー生態系の地域均衡と地域初のユニコーン育成という2つの目標を持っており、首都圏に集中したベンチャー力量を非水道圏全域に拡散させる案を持続的に発掘する」と明らかにした。

本次会议旨在分享未来五年区域增长基金的运营方向，这是18日公布的《迈向四大创业强国的综合规划》中的一项关键任务，并与地方政府探讨振兴区域创业投资生态系统的方法。
区域增长基金是由地方社区和私营部门共同投资设立的区域风险投资基金，其前身是一个母基金。母基金将投资于专注于区域投资的地方子基金。该基金计划在未来五年内募集2万亿韩元的母基金和3.5万亿韩元的子基金，并在首尔都市圈以外的14个都道府县各设立至少一个母基金。
中小企业和创业部计划将本次会议上讨论的地方政府意见纳入“区域增长基金设立暂行方案”，该方案预计将于明年初公布。
风险投资政策总监金奉德表示：“区域增长基金有两个目标：一是实现风险投资生态系统的区域平衡，二是培育本地区的首批独角兽企业。我们将继续探索如何将目前集中在都市区的风险投资能力扩展到整个非都市区。”

Le 22 , le ministère des PME et des Start-ups (ministre Han Sung-sook) a organisé une réunion sur le Fonds de croissance régionale avec 14 collectivités locales situées hors de la zone métropolitaine de Séoul, dans ses locaux de Sejong. Une quarantaine de personnes y ont participé, dont des responsables et des chefs d'équipe en charge de startups et d'entreprises issues de ces 14 collectivités locales, ainsi que le directeur du siège régional de l'innovation de Korea Venture Investment.
Cette réunion a été organisée pour partager l'orientation opérationnelle du fonds de croissance régional pour les cinq prochaines années, une tâche clé du « Plan global pour le bond en avant vers les quatre grandes puissances du capital-risque » annoncé le 18, et pour discuter des moyens de revitaliser l'écosystème régional d'investissement en capital-risque avec les gouvernements locaux.
Le Fonds de croissance régionale est un fonds de capital-risque régional créé grâce à un investissement conjoint des collectivités locales et du secteur privé, s'appuyant sur un fonds principal. Ce dernier investira dans des sous-fonds locaux axés sur l'investissement régional. Le Fonds prévoit de lever 2 000 milliards de wons (KRW) pour le fonds principal et 3 500 milliards de wons (KRW) pour les sous-fonds au cours des cinq prochaines années, avec la création d'au moins un fonds principal dans chacune des 14 métropoles situées en dehors de la région métropolitaine de Séoul.
Le ministère des PME et des Start-ups prévoit de prendre en compte les avis des collectivités locales exprimés lors de cette réunion dans le « Plan provisoire pour la création d’un fonds de croissance régional », dont la publication est prévue début de l’année prochaine.
Kim Bong-deok, directeur des politiques d'investissement, a déclaré : « Le Fonds de croissance régionale poursuit deux objectifs : assurer un équilibre régional au sein de l'écosystème du capital-risque et favoriser l'émergence des premières licornes de la région. Nous continuerons d'explorer des pistes pour étendre les capacités d'investissement actuellement concentrées dans la zone métropolitaine à l'ensemble du territoire non métropolitain. »
