중소벤처기업부(장관 오영주, 이하 중기부)의 기술 창업 지원 프로그램인 ‘팁스(TIPS)’ 프로그램을 올해부터 한국엔젤투자협회와 한국벤처캐피탈협회가 공동으로 운영한다.
팁스는 중기부가 선정한 운영사가 민간의 전문성과 역량을 활용하여 창업기업을 선별하고 정부가 기술개발(R&D) 및 창업사업화 자금 등을 연계 지원하는 체계로 현재까지 지원받은 3천2백여 개 이상의 스타트업이 총 15조 원 규모의 후속투자를 유치하는 성과를 창출하는 등 중기부를 대표하는 창업지원사업이다.
5일 벤처·스타트업 업계에 따르면 팁스 주관기관에 한국엔젤투자협회와 한국벤처캐피탈협회가 선정됐다. 2013년 시작한 팁스는 그간 한국엔젤투자협회가 단독으로 일임해 왔으나 이번에 한국벤처캐피탈협회가 추가로 주관 기간에 합류했다.
이는 팁스 주관기관에 대한 재선정 논의는 지난해 국회의 지적을 시작으로 촉발됐다. 지난해 7월 허성무 더불어민주당 의원은 정부 자금을 민간 기관이 독점해 행사하고 있다고 지적한 바 있다. 이에 중기부는 같은 해 11월 발표한 ‘팁스 넥스트’ 후속 조치로, 팁스사업의 원활한 수행을 위해 전문성 및 역량을 보유한 기관을 주관기관으로 지정하여 팁스 기업을 체계적으로 지원하는 데 목적을 뒀다.
당시 중기부는 선정된 운영기관에 대해 요건 검토 후 공직 유관단체로 지정해 공공성을 확보하고 사업 운영의 책임성을 강화하겠다는 계획도 공유했다. 이에 따라 중기부는 지난해 12월 31일부터 팁스 주관기관 공모를 시작했다.
팁스 주관 기간으로 선정 된 한국엔젤투자협회와 한국벤처캐피탈협회는 팁스 연구·개발(R&D) 및 연계 사업 운영, 팁스 운영서 선정 및 관리, 팁스 기업을 위한 프로그램 운영 등의 업무를 수행할 예정이다.
팁스 예산과 지원 대상 기업이 늘어난 만큼 물량을 나눠 맡게 되는 방식이 될 전망이다. 중기부에 따르면 팁스 사업 시작 첫해 15개에 그쳤던 팁스 지원 기업 수는 2024년 기준 900개(팁스·딥테크 팁스 포함)로 60배가 증가한 상황이다. 이번 선정을 통해 주관 기관이 두 곳이 되면서 초기 스타트업을 발굴 및 투자하고 정부 R&D 예산을 매칭할 수 있도록 추천하는 운영사는 자체 전략에 따라 두 주관 기관 중 한 곳을 선택할 수 있을 전망이다.
한국엔젤투자협회와 한국벤처캐피탈협회의 운영 기간은 올해부터 2030년까지 최대 6년이다. 4년 운영 후 중간 평가를 통해 2년 연장이 결정될 전망이다. 지원 예산은 연간 25억 원 내외로 4월부터 본격적인 올해 팁스 사업을 시작할 예정이다.

Korea Angel Investment Association and Venture Capital Association jointly operate TIPS as the main organization
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) will jointly operate the 'TIPS' program, a technology startup support program, starting this year, with the Korea Angel Investment Association and the Korea Venture Capital Association.
TIPS is a startup support project representing the Ministry of SMEs and Startups, where an operator selected by the Ministry of SMEs and Startups utilizes private sector expertise and capabilities to select startups, and the government provides support in the form of technology development (R&D) and startup commercialization funds. To date, over 3,200 startups have received support, resulting in a total of 15 trillion won in follow-up investments.
According to the venture and startup industry on the 5th, the Korea Angel Investment Association and the Korea Venture Capital Association were selected as the TIPS organizers. TIPS, which began in 2013, had been managed solely by the Korea Angel Investment Association, but this time, the Korea Venture Capital Association joined in as the organizer.
This discussion on re-selecting the TIPS organization was triggered by a point made by the National Assembly last year. In July last year, Rep. Heo Seong-moo of the Democratic Party of Korea pointed out that private organizations were monopolizing government funds. In response, the Ministry of SMEs and Startups announced a follow-up measure to the “TIPS Next” announced in November of the same year, with the aim of systematically supporting TIPS companies by designating organizations with expertise and capabilities as the organization in charge for the smooth execution of the TIPS business.
At that time, the Ministry of SMEs and Startups also shared its plan to secure publicness and strengthen accountability for business operations by designating the selected operating organizations as public-related organizations after reviewing the requirements. Accordingly, the Ministry of SMEs and Startups began accepting bids for TIPS-hosting organizations on December 31 of last year.
The Korea Angel Investment Association and the Korea Venture Capital Association, which were selected as the TIPS organizers, will carry out tasks such as TIPS research and development (R&D) and operation of related businesses, selection and management of TIPS operators, and operation of programs for TIPS companies.
As the TIPS budget and the number of companies receiving support have increased, the volume is expected to be shared. According to the Ministry of SMEs and Startups, the number of TIPS-supported companies, which was only 15 in the first year of the TIPS project, has increased 60-fold to 900 (including TIPS and Deep Tech TIPS) by 2024. With this selection, there are now two main organizations, so operators who recommend discovering and investing in early-stage startups and matching the government R&D budget will be able to choose one of the two main organizations according to their own strategy.
The Korea Angel Investment Association and the Korea Venture Capital Association will operate for a maximum of six years from this year to 2030. After four years of operation, a two-year extension is expected to be decided through an interim evaluation. The support budget is approximately 2.5 billion won per year, and the full-scale TIPS project is scheduled to begin in April.

ティップスは中期部が選定した運営会社が民間の専門性と能力を活用して創業企業を選別し、政府が技術開発(R&D)及び創業事業化資金などを連携支援する体系で、現在までに支援された3200以上のスタートアップが総15兆ウォン規模の後続投資を誘致する成果。
5日ベンチャー・スタートアップ業界によると、ティップス主管機関に韓国エンジェル投資協会と韓国ベンチャーキャピタル協会が選ばれた。 2013年に始まったティップスはこれまで韓国エンジェル投資協会が単独で一任してきたが、今回韓国ベンチャーキャピタル協会が追加で主管期間に合流した。
これはティップス主管機関に対する再選議論議は昨年国会の指摘を皮切りに触発された。昨年7月、ホ・ソンムと共に民主党議員は政府資金を民間機関が独占して行事していると指摘したことがある。これに中期部は同年11月発表した「ティップスネクスト」の後続措置で、ティップス事業の円滑な遂行のために専門性及び能力を保有した機関を主管機関に指定してティップス企業を体系的に支援することに目的を置いた。
当時中期部は、選定された運営機関に対して要件検討後、公職関連団体に指定して公共性を確保し、事業運営の責任性を強化するという計画も共有した。これにより中期部は昨年12月31日からティップス主管機関公募を始めた。
ティップス主管期間に選ばれた韓国エンジェル投資協会と韓国ベンチャーキャピタル協会は、ティップス研究・開発(R&D)及び連携事業運営、ティップス運営書選定及び管理、ティップス企業のためのプログラム運営などの業務を遂行する予定だ。
ティップス予算と支援対象企業が増えた分に物量を分けて引き受けるようになる方式になる見通しだ。中期部によると、チップス事業開始初年度１５社にとどまったチップス支援企業数は、２０２４年基準で９００社（チップス・ディープテックチップスを含む）で６０倍が増加した状況だ。今回の選定を通じて、主管機関が２カ所になり、初期スタートアップを発掘・投資し、政府のＲ＆Ｄ予算をマッチングできるよう推薦する運営会社は、自らの戦略に応じて２つの主管機関のうちの１つを選択できる見通しだ。
韓国エンジェル投資協会と韓国ベンチャーキャピタル協会の運営期間は今年から2030年まで最大6年である。 ４年運営後、中間評価を通じて２年延長が決定される見通しだ。支援予算は年間25億ウォン内外で4月から本格的な今年ティップス事業を開始する予定だ。

TIPS 是中小企业部代表创业企业支援项目，由中小企业部选定的运营者利用民间的专业知识和能力来选定创业企业，政府则以技术开发（R&D）和创业企业商业化资金的形式提供支持。迄今为止，已有 3,200 多家创业企业获得支持，后续投资总额达到 15 万亿韩元。
5日据风险创业业界透露，韩国天使投资协会与韩国风险投资协会被选定为TIPS主办机构。 TIPS于2013年启动，一直由韩国天使投资协会独自运营，但此次韩国风险投资协会作为附加主办方加入。
重新选择TIPS组织的讨论是由去年国会的评论引发的。去年7月，民主党议员许成茂指出，民间组织正在垄断政府资金。因此，中小企业和创业部于同年11月宣布了“TIPS Next”的后续措施，旨在通过指定具有专业知识和能力的机构作为牵头机构，系统地支持TIPS公司，确保TIPS业务的顺利实施。
当时，中小企业部还表示，计划在审查选定的运营机构的条件后，将其指定为公共相关机构，以确保公共性并加强企业运营的问责制。因此，中小企业和创业部于去年12月31日开始接受TIPS托管机构的招标。
被选定为TIPS主办方的韩国天使投资协会与韩国风险投资协会将承担TIPS研究开发（R&D）及相关事业的运营、TIPS运营商的选拔与管理、面向TIPS企业的项目运营等任务。
随着TIPS预算和获得支持的公司数量的增加，预计其数量将被划分和处理。据中小企业和创业板部透露，TIPS事业实施第一年，获得TIPS支持的企业仅有15家，而到2024年，这一数字将增加60倍，达到900家（包括TIPS和深度科技TIPS）。此次遴选后，将有两大主体机构，负责推荐初创企业、发现、投资早期初创企业，并与政府研发预算进行匹配的运营商，可以根据自身战略选择其中一主体机构。

TIPS est un projet de soutien aux startups du ministère des PME et des startups, dans le cadre duquel un opérateur sélectionné par le ministère des PME et des startups utilise l'expertise et les capacités du secteur privé pour sélectionner les startups, et le gouvernement fournit un soutien sous forme de développement technologique (R&D) et de fonds de commercialisation des startups. À ce jour, plus de 3 200 startups ont reçu un soutien, ce qui a généré un total de 15 000 milliards de wons d'investissements de suivi.
Selon le secteur du capital-risque et des startups, la Korea Angel Investment Association et la Korea Venture Capital Association ont été sélectionnées comme organisations d'accueil du TIPS. TIPS, qui a débuté en 2013, était géré uniquement par la Korea Angel Investment Association, mais cette fois, la Korea Venture Capital Association s'est jointe en tant qu'organisateur supplémentaire.

À cette époque, le ministère des PME et des startups avait également partagé son plan visant à garantir la publicité et à renforcer la responsabilité des opérations commerciales en désignant les organisations opérationnelles sélectionnées comme organisations à caractère public après avoir examiné leurs exigences. En conséquence, le ministère des PME et des startups a commencé à accepter les offres pour les agences d'hébergement TIPS le 31 décembre de l'année dernière.
La Korea Angel Investment Association et la Korea Venture Capital Association, qui ont été sélectionnées comme organisateurs du TIPS, réaliseront des tâches telles que la recherche et le développement (R&D) du TIPS et l'exploitation d'entreprises connexes, la sélection et la gestion des opérateurs du TIPS et l'exploitation de programmes pour les entreprises du TIPS.
À mesure que le budget du TIPS et le nombre d’entreprises bénéficiant d’un soutien augmentent, le volume devrait être divisé et géré. Selon le ministère des PME et des startups, le nombre d'entreprises soutenues par le TIPS, qui n'était que de 15 au cours de la première année d'activité du TIPS, a été multiplié par 60 pour atteindre 900 (y compris les TIPS et les TIPS de haute technologie) d'ici 2024. Avec cette sélection, il y aura désormais deux organisations principales, permettant aux opérateurs qui recommandent des startups pour découvrir et investir dans des startups en phase de démarrage et les associer aux budgets de R&D du gouvernement de choisir l'une des deux organisations principales en fonction de leurs propres stratégies.
La période opérationnelle de la Korea Angel Investment Association et de la Korea Venture Capital Association est de six ans maximum, de cette année à 2030. Après quatre ans de fonctionnement, une prolongation de deux ans devrait être décidée à l'issue d'une évaluation intermédiaire. Le budget de soutien est d'environ 2,5 milliards de wons par an et le projet TIPS à grande échelle devrait débuter en avril.
