(사례1) 경기도에 소재한 중소기업 A사는 매년 70만 달러 규모의 산업용 펌프를 수출하고 있으나 아직까지 납품물량을 수주하지 못하고 있다.
(사례2) 충남에 소재한 중소기업 B사는 국내 대기업의 멕시코 현지법인에 반도체 제조장비를 납품하기로 했지만, 납품이 무기한 지연되고 있다.
중소벤처기업부(장관 오영주, 이하 중기부)가 2월 18일부터 가동한 ‘관세애로 신고센터’에 접수된 중소기업 피해사례 중 일부이다. 또한 중기부가 중소기업중앙회와 공동으로 실시한 ‘수출 중소기업 긴급 설문조사’에서도 중소기업 42.8%가 “관세로 인한 직접적인 영향이 있다”고 답했다.
지난 3월 12일 미국의 철강·알루미늄 관세 부과에 이어 4월 2일 상호관세 조치까지 시행된 이후, 예정된 수출물량을 납품하지 못하거나 무기한 연기되는 사례가 증가하고 있어 우리나라 수출 중소기업의 어려움이 점차 커지고 있는 것으로 나타났다. 이에 중기부는 수출 중소기업의 현장 의견을 듣고, 보다 실질적인 글로벌 관세 대응을 목적으로 3일 관세청과 공동으로 ‘수출 중소기업 현장 간담회’를 가졌다.
이날 10시부터 서울본부세관 대회의실에서 열린 간담회에는, 오영주 중기부 장관과 이명구 관세청 차장 등 정부 관계자가 참석했고, 미국 관세 부과로 피해가 예상되는 수출 중소기업 6개사 대표가 함께 했다.
중기부 오영주 장관은 간담회 모두발언에서 수출 중소기업의 관세 파고 돌파를 위한 새로운 정책방향 2가지를 제시했다.
첫 번째, 수출 중소기업의 긴급한 관세 대응을 위한 ‘수출 바로 프로그램’을 도입하여 이달 초 공고하고, 신청 후 1개월 내에 신속히 지원하는 패스트트랙 방식을 적용한다.
290억원 규모의 ‘수출 바로 프로그램’은 중기부 수출바우처 사업의 일환으로 시행되며, 글로벌 보호무역 기조가 두터워지는 추세에 맞춰 대체시장 발굴과 공급망 확보, 관세 분쟁 해결 등 수출 중소기업의 관세 대응에 특화했다고 밝혔다.
수출 바로 프로그램에 참여를 원하는 중소기업은 오는 10일부터 수출바우처 누리집에서 신청하면 된다.
두 번째, 관세청과는 중소기업 관세 대응을 위한 긴밀한 협력체계를 꾸려 나간다.
먼저 지방중기청과 전국의 본부세관을 핫라인으로 연결해 원산지 증명, 품목분류 등 수출 중소기업에 필요한 관세 정보를 지방중기청에서도 신속하게 제공하게 된다. 또한, 전국 세관에 배치된 공익관세사를 수출 중소기업과 연계해 전문적 관세 상담을 지원하고, 관세청이 추천한 우수 중소기업을 중기부 수출지원사업에 우선 참여시키기로 했다.
이어서 발언한 관세청 이명구 차장은 “우리 수출 중소기업이 해외 관세 정보 부족으로 시간적·경제적 불편을 겪지 않도록 중기부와의 더욱 강화된 협력관계를 이어 나가겠다”고 말했다.
이후 본격 진행된 간담회에서는 수출 중소기업이 정부에 바라는 점과 민과 관, 부처 간 협력 필요사항 등이 논의됐다. 간담회에 참석한 기업 대표들은 대체로 미국 관세 부과에 대한 정보 부족을 토로했고, 관세 대응에 특화한 전문 컨설팅 지원 등 정부의 지원정책 확대를 요구했다.
이에 중기부와 관세청은 정부가 운영 중인 온·오프라인 관세 정보 제공 현황을 소개하는 등 현장의 질문에 즉시 답변했고, 관계부처와의 협의가 필요한 부분은 향후 관련 의견을 적극 개진하기로 했다.
중기부 오영주 장관은 “오늘 발표한 관세 대응 긴급 지원사업인 ‘수출 바로 프로그램’이 수출 현장에 조금이나마 도움이 되도록 내실을 다져 신속하게 운영하겠다”라며, “앞으로도 중소기업 및 관련 업계와 긴밀히 소통하고 정부부처와의 협력도 꾸준히 발굴해 이어 나가겠다”고 말했다.
한편 중기부는 지난 3월 12일 오장관 주재로 개최한 철강·알루미늄 분야 ‘수출 중소기업 현장 간담회’를 시작으로 3월 28일부터는 중소기업 관세 대응 정책방향을 안내하는 ‘전국 릴레이 설명회’를 진행 중이다.
관세 애로가 있는 중소기업은 수출지원센터 누리집과 지방중소벤처기업청에 설치된 15곳의 수출지원센터 방문 등 온·오프라인으로 상담을 제공받을 수 있다.
아울러 4월 2일(현지 기준) 발표된 상호관세에 대응하여 중소기업중앙회와 함께 관세 피해 설문조사를 진행할 예정이며, 중소기업 피해가 접수되면 ▲지역별 관세애로 신고센터 상담 ▲긴급대응반을 통한 맞춤형 지원 ▲1:1 담당관제 운영 등 단계별 조치에 나서기로 했다.

Ministry of SMEs and Startups and Korea Customs Service Hold 'Export SME Field Meeting'
(Case 1) Company A, a small and medium-sized enterprise located in Gyeonggi Province, exports industrial pumps worth 700,000 dollars every year, but has not yet received an order for the quantity to be supplied.
(Case 2) Company B, a small and medium-sized company located in South Chungcheong Province, agreed to supply semiconductor manufacturing equipment to a Mexican subsidiary of a major domestic company, but the delivery is being delayed indefinitely.
These are some of the damage cases suffered by small and medium-sized enterprises reported to the 'Tariff Difficulty Report Center' that the Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) launched on February 18. In addition, in the 'Emergency Survey on Exporting Small and Medium-sized Enterprises' conducted jointly by the Ministry of SMEs and Startups and the Korea Federation of SMEs, 42.8% of small and medium-sized enterprises responded that "there is a direct impact due to tariffs."
Following the imposition of steel and aluminum tariffs by the US on March 12 and the implementation of reciprocal tariff measures on April 2, the number of cases where scheduled export volumes are not delivered or are indefinitely postponed is increasing, indicating that the difficulties of our country's exporting SMEs are gradually increasing. Accordingly, the Ministry of SMEs and Startups held an 'Exporting SME Field Meeting' with the Korea Customs Service on the 3rd to hear opinions from exporting SMEs and to respond to global tariffs more practically.
The meeting, held at the Seoul Main Customs Office conference room from 10 a.m. that day, was attended by government officials including Minister of SMEs and Startups Oh Young-joo and Deputy Commissioner of the Korea Customs Service Lee Myung-koo, along with representatives of six exporting SMEs expected to suffer damage due to the imposition of U.S. tariffs.
Minister of SMEs and Startups Oh Young-joo presented two new policy directions in his opening remarks at the meeting to help exporting SMEs overcome tariff barriers.
First, we will introduce the 'Export Immediate Program' to respond to urgent tariffs for exporting SMEs, announce it early this month, and apply the fast-track method to provide prompt support within one month of application.
The 'Export Direct Program' worth 29 billion won is being implemented as part of the Ministry of SMEs and Startups' export voucher project, and it was announced that it is specialized in helping export SMEs respond to tariffs, such as finding alternative markets, securing supply chains, and resolving tariff disputes, in line with the growing trend of global protectionism.
Small and medium-sized enterprises wishing to participate in the Export Direct Program can apply on the Export Voucher website starting on the 10th.
Second, we will establish a close cooperative system with the Korea Customs Service to respond to tariffs for small and medium-sized enterprises.
First, by connecting the regional SME offices and the headquarters customs offices across the country via a hotline, the regional SME offices will quickly provide necessary customs information for exporting SMEs, such as proof of origin and product classification. In addition, public customs brokers stationed at customs offices across the country will be linked to exporting SMEs to provide professional customs consultation, and excellent SMEs recommended by the Korea Customs Service will be given priority for participation in the SME Ministry's export support project.
Next, Deputy Commissioner of the Korea Customs Service Lee Myeong-gu said, “We will continue to strengthen our cooperative relationship with the Ministry of SMEs and Startups so that our exporting small and medium-sized enterprises do not experience time-related and economic inconveniences due to a lack of overseas customs information.”
In the subsequent full-scale discussion, the expectations of exporting SMEs from the government and the need for cooperation between the public, private, and government ministries were discussed. The company representatives who attended the discussion generally expressed a lack of information on the imposition of US tariffs and requested the expansion of government support policies, such as specialized consulting support for tariff response.
Accordingly, the Ministry of SMEs and Startups and the Korea Customs Service immediately answered questions from the field by introducing the current status of online and offline customs information provision operated by the government, and decided to actively express related opinions in the future regarding areas that require consultation with relevant ministries.
Minister of SMEs and Startups Oh Young-joo said, “We will strengthen the substance of the ‘Export Immediate Program,’ an emergency support program for tariff response announced today, and operate it quickly so that it can be of some help to export sites,” and “We will continue to communicate closely with SMEs and related industries and steadily explore cooperation with government ministries.”
Meanwhile, the Ministry of SMEs and Startups is currently holding a ‘National Relay Briefing Session’ to provide guidance on the direction of tariff response policies for SMEs, starting with the ‘SME Export Field Meeting’ in the steel and aluminum sectors held on March 12th, chaired by Minister Oh.
Small and medium-sized enterprises facing tariff difficulties can receive consultation online and offline, including by visiting the Export Support Center website and 15 Export Support Centers established in regional SME and Startup Administrations.
In addition, in response to the reciprocal tariffs announced on April 2 (local time), we plan to conduct a tariff damage survey together with the Korea Federation of SMEs, and when damage to SMEs is received, we will take step-by-step measures such as ▲consulting with regional tariff difficulty reporting centers ▲customized support through the emergency response team ▲operation of 1:1 person in charge control.

中期部・関税庁、「輸出中小企業現場懇談会」開催

中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）が２月１８日から稼働した「関税愛で申告センター」に受け付けられた中小企業被害事例の一部だ。また、中期部が中小企業中央会と共同で実施した「輸出中小企業緊急アンケート調査」でも、中小企業４２．８％が「関税による直接的な影響がある」と答えた。
去る3月12日米国の鉄鋼・アルミニウム関税賦課に続き4月2日相互関税措置まで施行された後、予定された輸出物量を納品できなかったり、無期限延期される事例が増加しており、韓国輸出中小企業の困難が次第に大きくなっていることが分かった。これに中期部は輸出中小企業の現場意見を聞き、より実質的なグローバル関税対応を目的に３日、関税庁と共同で「輸出中小企業現場懇談会」を行った。
この日10時からソウル本部税関大会議室で開かれた懇談会には、オ・ヨンジュ中基部長官と李明区関税庁次長など政府関係者が参加し、米国関税賦課で被害が予想される輸出中小企業6社代表が共にした。
中期部オ・ヨンジュ長官は懇談会ともに発言で輸出中小企業の関税掘り突破のための新たな政策方向２つを提示した。
まず、輸出中小企業の緊急な関税対応のための「輸出まさにプログラム」を導入し、今月初めに公告し、申請後1ヶ月以内に迅速に支援するファーストトラック方式を適用する。
290億ウォン規模の「輸出まさにプログラム」は中期部輸出バウチャー事業の一環として施行され、グローバル保護貿易基調が厚くなる傾向に合わせて代替市場発掘とサプライチェーン確保、関税紛争解決など輸出中小企業の関税対応に特化したと明らかにした。
輸出すぐにプログラムに参加したい中小企業は来る10日から輸出バウチャーネットで申請すればよい。
第二に、関税庁とは中小企業関税対応のための緊密な協力体制を築いていく。
まず地方中期庁と全国の本部税関をホットラインで連結し、原産地証明、品目分類など輸出中小企業に必要な関税情報を地方中期庁でも迅速に提供することになる。また、全国税関に配置された公益関税会社を輸出中小企業と連携して専門的関税相談を支援し、関税庁が推薦した優秀中小企業を中期部輸出支援事業に優先参加させることにした。
続いて発言した関税庁イ・ミョング区次長は「韓国輸出中小企業が海外関税情報不足で時間的・経済的不便を経験しないように中期部とのさらに強化された協力関係を続けていく」と話した。
以後本格進行された懇談会では、輸出中小企業が政府に望む点と民と官、省庁間の協力必要事項などが議論された。懇談会に出席した企業代表は、概して米国関税賦課に対する情報不足を吐露し、関税対応に特化した専門コンサルティング支援など政府の支援政策拡大を要求した。
これに中期部と関税庁は政府が運営中のオン・オフライン関税情報提供現況を紹介するなど現場の質問に直ちに回答し、関係省庁との協議が必要な部分は今後関連意見を積極的に開拓することにした。
中期部オ・ヨンジュ長官は「今日発表した関税対応緊急支援事業である「輸出まさにプログラム」が輸出現場に少しでも役立つように内実を固めて迅速に運営する」とし、「今後も中小企業や関連業界と緊密に疎通して政府省庁との協力も着実に発掘し続けてきた。
一方、中期部は去る3月12日五長官駐在で開催した鉄鋼・アルミニウム分野「輸出中小企業現場懇談会」を皮切りに、3月28日からは中小企業関税対応政策方向を案内する「全国リレー説明会」を進行中だ。
関税の苦労がある中小企業は、輸出支援センターヌリ集と地方中小ベンチャー企業庁に設置された15ヶ所の輸出支援センター訪問など、オン・オフラインで相談を受けることができる。

中小企业部与关税厅举办“出口中小企业现场会”
（案例一）A公司是位于京畿道的一家中小企业，每年出口价值70万美元的工业泵，但至今尚未接到所需供货数量的订单。

以上是2月18日向中小企业风险投资部（部长吴英珠，以下简称中小企业部）运营的“关税困难报告中心”报告的部分中小企业受害事例。此外，在中小企业风险投资部与韩国中小企业联合会联合实施的“出口中小企业紧急调查”中，42.8%的中小企业回答“受到关税的直接影响”。
继3月12日美国对钢铝征收关税、4月2日实施对等关税措施后，未能按时交付原定出口量或无限期推迟的情况不断增多，表明我国中小出口企业面临的困难在逐步增大。为此，中小企业部3日与关税厅举行了“出口中小企业现场会议”，听取出口中小企业的意见，以更加切实的方式应对全球关税。

中小企业风险投资部长吴英珠表示，“我们将强化今天宣布的关税应对紧急支援项目‘出口即时计划’的内容，并尽快启动，为出口现场提供帮助”，“今后也将继续与中小企业及相关产业密切沟通，并切实探讨与政府部门的合作”。
另外，中小企业及创业部目前正在召开“全国接力报告会”，指导中小企业关税应对政策的方向，首先是3月12日由吴部长主持召开的钢铁和铝领域“中小企业出口现场会议”。
面临关税困难的中小企业可以通过线上和线下方式获得咨询，包括访问出口支持中心网站和在地方中小企业和初创企业管理局设立的15个出口支持中心。

Le ministère des PME et des startups et le service des douanes coréen organisent une « réunion sur le terrain des PME exportatrices »

Français Voici quelques-uns des cas de dommages subis par les petites et moyennes entreprises signalés au « Centre de signalement des difficultés tarifaires » géré par le ministère des PME et des startups (ministre Oh Young-joo, ci-après dénommé le ministère des PME et des startups) le 18 février. En conséquence, le ministère des PME et des startups a organisé le 3 une « réunion sur le terrain des PME exportatrices » avec le service des douanes coréen pour entendre les avis des PME exportatrices et répondre aux tarifs mondiaux de manière plus pratique.
La réunion, qui s'est tenue dans la salle de conférence du bureau principal des douanes de Séoul à partir de 10 heures du matin ce jour-là, a réuni des responsables gouvernementaux, dont le ministre des PME et des startups Oh Young-joo et le commissaire adjoint du service des douanes coréen Lee Myung-koo, ainsi que des représentants de six PME exportatrices qui devraient subir des dommages en raison de l'imposition de tarifs douaniers américains.

En outre, nous avons décidé de fournir des conseils professionnels en matière de douane en mettant en relation les courtiers en douane publics en poste dans les bureaux de douane de tout le pays avec les PME exportatrices, et de donner la priorité aux excellentes PME recommandées par le service des douanes coréen pour participer au projet de soutien à l'exportation du ministère des PME et des startups.
Ensuite, le commissaire adjoint du service des douanes coréen, Lee Myeong-gu, a déclaré : « Nous continuerons à renforcer notre relation de coopération avec le ministère des PME et des startups afin que nos petites et moyennes entreprises exportatrices ne subissent pas de désagréments liés au temps et aux coûts en raison d'un manque d'informations douanières à l'étranger. »
Lors de la réunion plénière qui a suivi, les attentes des PME exportatrices vis-à-vis du gouvernement et la nécessité d'une coopération entre les secteurs public et privé et entre les ministères ont été discutées. Les représentants des entreprises présents à la réunion ont généralement exprimé un manque d’informations sur l’imposition des tarifs douaniers américains et ont appelé à des politiques de soutien gouvernementales élargies, telles qu’un soutien de conseil spécialisé pour répondre aux tarifs.
En conséquence, le ministère des PME et des startups et le service des douanes coréen ont immédiatement répondu aux questions du terrain en présentant l'état actuel de la fourniture d'informations douanières en ligne et hors ligne gérée par le gouvernement, et ont décidé d'exprimer activement des opinions connexes à l'avenir concernant les domaines qui nécessitent une consultation avec les ministères concernés.
