로민은 과학기술정보통신부와 한국지능정보사회진흥원(NIA)이 주관하는 ‘2025년 공공부문 이용 SaaS 개발·검증’ 사업의 주관기업으로 최종 선정됐다고 9일 밝혔다.
로민은 이번 과제를 통해 자사의 구축형 다큐먼트 AI 플랫폼 텍스트스코프 스튜디오(Textscope® Studio)의 클라우드 기반 서비스형 소프트웨어(SaaS) 버전인 텍스트스코프 클라우드(Textscope® Cloud)를 개발하고, 공공기관에 최적화된 AI 기반 문서 자동화 시스템을 제공할 예정이다. 텍스트스코프 클라우드는 공공부문에서 발생하는 다양한 형태의 문서를 자동으로 인식하고 분석할 수 있는 문서 AI 솔루션으로 선보일 계획이다.
텍스트스코프 클라우드에는 필기체·인쇄체·타자체를 정밀하게 인식하는 AI OCR 기술을 비롯해, 문서 자동 분류, 정형 서식 인식, 생성형 AI 기반 검색 및 요약, 기관 맞춤형 AI 학습·배포(MLOps) 기능 등 로민의 핵심 기술이 클라우드 환경에 순차적으로 구현될 예정이다.
로민은 이번 사업을 통해 2025년부터 2026년까지 총 6개 주요 솔루션을 SaaS로 전환하며, 기록물관리시스템(RMS), 전자문서관리시스템(EDMS) 등과의 연계를 통해 비전자 기록물의 디지털화와 공공기관 행정문서 업무 효율성 극대화를 목표로 한다.
사업 1차년도에는 K-PaaS, KACI 등 주요 클라우드 인증을 획득하고, 2차년도에는 CSAP 보안 인증과 디지털서비스몰 등록을 완료하여 SaaS 솔루션을 통한 공공 조달시장 확대를 본격화할 방침이다.
강지홍 로민 대표는 “문서 기반 행정업무를 보다 효율적이고 정확하게 처리할 수 있는 SaaS 모델의 필요성이 높아지고 있다”며, “이번 과제를 통해 신뢰성 높은 공공문서 AI 인식 서비스를 구현하고, 공공 SaaS 도입의 모범 사례를 만들어 나가겠다”고 밝혔다.

Romin, selected as the main company for '2025 Public Sector Utilization SaaS Development and Verification'
Romin announced on the 9th that it was finally selected as the main company for the '2025 Public Sector Utilization SaaS Development and Verification' project hosted by the Ministry of Science and ICT and the National Intelligence Service (NIA).
Through this project, Romin plans to develop Textscope® Cloud, a cloud-based SaaS version of its buildable document AI platform Textscope® Studio, and provide an AI-based document automation system optimized for public institutions. Textscope Cloud is planned to be introduced as a document AI solution that can automatically recognize and analyze various types of documents generated in the public sector.
TextScope Cloud will sequentially implement Romin's core technologies in the cloud environment, including AI OCR technology that precisely recognizes handwriting, printing, and typewriting, automatic document classification, recognition of structured formats, generative AI-based search and summarization, and institution-tailored AI learning and distribution (MLOps) functions.
Through this project, Romin will convert a total of six major solutions to SaaS from 2025 to 2026, and aims to digitize non-electronic records and maximize the efficiency of public institution administrative document work through linkage with records management systems (RMS) and electronic document management systems (EDMS).
In the first year of business, we plan to obtain major cloud certifications such as K-PaaS and KACI, and in the second year, we plan to complete CSAP security certification and digital service mall registration to fully expand the public procurement market through SaaS solutions.

ロミンは科学技術情報通信部と韓国知能情報社会振興院(NIA)が主管する「2025年公共部門利用SaaS開発・検証」事業の主管企業として最終選定されたと9日明らかにした。
ロミンは今回の課題を通じて、自社の構築型ドキュメントAIプラットフォームテキストスコープスタジオ(Textscope® Studio)のクラウドベースのサービス型ソフトウェア(SaaS)バージョンであるテキストスコープクラウド(Textscope® Cloud)を開発し、公共機関に最適化されたAIベースの文書自動化システムを提供する予定だ。テキストスコープクラウドは、公共部門で発生する様々な形態の文書を自動的に認識して分析できる文書AIソリューションとして披露する計画だ。
テキストスコープクラウドには、筆記体・印刷体・他者体を精密に認識するAI OCR技術をはじめ、文書自動分類、整形書式認識、生成型AIベースの検索および要約、機関カスタマイズ型AI学習・配布（MLOps）機能など、ロミンの核心技術がクラウド環境に順次実装される予定だ。
ロミンは今回の事業を通じて、2025年から2026年までに計6つの主要ソリューションをSaaSに転換し、記録物管理システム(RMS)、電子文書管理システム(EDMS)などとの連携を通じて、非電子記録物のデジタル化と公共機関行政文書業務効率性の最大化を目指す。

Romin, sélectionnée comme entreprise principale pour « Développement et vérification SaaS pour l'utilisation du secteur public 2025 »
Romin a annoncé le 9 qu'elle avait finalement été sélectionnée comme société principale pour le projet « 2025 Public Sector Utilization SaaS Development and Verification » hébergé par le ministère des Sciences et des TIC et le Service national de renseignement (NIA).
Grâce à ce projet, Romin prévoit de développer Textscope® Cloud, une version SaaS cloud de sa plateforme d'IA documentaire modulable Textscope® Studio, et de fournir un système d'automatisation documentaire basé sur l'IA, optimisé pour les institutions publiques. Textscope Cloud devrait être lancé comme une solution d'IA documentaire capable de reconnaître et d'analyser automatiquement différents types de documents générés dans le secteur public.
TextScope Cloud mettra en œuvre séquentiellement les technologies de base de Romin dans l'environnement cloud, notamment la technologie OCR IA qui reconnaît avec précision l'écriture manuscrite, l'impression et la dactylographie, la classification automatique des documents, la reconnaissance des formats structurés, la recherche et le résumé génératifs basés sur l'IA et les fonctions d'apprentissage et de distribution IA (MLOps) adaptées à l'institution.
Grâce à ce projet, Romin convertira un total de six solutions majeures en SaaS de 2025 à 2026, et vise à numériser les documents non électroniques et à maximiser l'efficacité du travail de documentation administrative des institutions publiques grâce à la liaison avec les systèmes de gestion des documents (RMS) et les systèmes de gestion électronique des documents (EDMS).
Au cours de la première année d'activité, nous prévoyons d'obtenir des certifications cloud majeures telles que K-PaaS et KACI, et au cours de la deuxième année, nous prévoyons de terminer la certification de sécurité CSAP et l'enregistrement du centre de services numériques pour étendre pleinement le marché des marchés publics grâce aux solutions SaaS.
Kang Ji-hong, PDG de Romin, a déclaré : « Le besoin d'un modèle SaaS capable de traiter les tâches administratives basées sur des documents de manière plus efficace et plus précise augmente », et a ajouté : « Grâce à ce projet, nous mettrons en œuvre un service de reconnaissance de documents publics par IA hautement fiable et créerons un cas de bonnes pratiques pour l'introduction du SaaS public. »
