서울광역청년센터(센터장 신소미)와 서울스마트쉼센터(소장 한우서)가 16일 청년의 디지털 마음건강 지원을 위한 업무협약(MOU)을 체결했다고 17일 밝혔다.
이번 협약은 스마트폰 과의존 문제를 겪는 청년을 조기에 발견하고, 청년 마음건강 지원사업 등 관련 정책과 연계하기 위해 마련됐다.
서울스마트쉼센터는 과학기술정보통신부 산하 한국지능정보사회진흥원(NIA) 소속 기관으로, 전국 18개 센터를 운영하며 스마트폰 과의존 예방과 전문 상담을 제공하고 있다. 유아부터 고령층까지 내방, 전화, 가정 방문 등을 통한 맞춤형 상담과 예방 교육을 진행하며, 최근 청년 대상 연계 체계 확장에 집중하고 있다.
이번 협약을 통해 양 기관은 청년정책지원매니저 대상 인터넷·스마트폰 과의존 관련 상담 교육, 정책 종합상담 중 과의존 청년의 스마트쉼센터 상담 연계, 사례연계망협의체 공동 참여 및 사례 관리 등을 함께 추진할 계획이다.
서울광역청년센터는 지난 6월 ‘서울청년센터 양천’에서 ‘찾아가는 스마트쉼센터’ 프로그램을 시범 운영했으며, 이번 협약을 계기로 강서, 마포 등 다른 지역 청년센터로 협력을 확대해 내방객 및 가정 방문 대상자 중 청년 마음건강 지원사업 연계가 필요한 청년을 발굴하고 적시 지원 체계를 구축할 예정이다.
서울스마트쉼센터 한우서 소장은 “청년층의 스마트폰 사용 패턴이 빠르게 변화하고 있어, 청년지원기관과의 실질적 협력이 예방과 회복에 중요한 기반이 될 것”이라고 말했다.
서울광역청년센터 신소미 센터장은 “스마트폰 과의존은 단순한 생활 습관 문제를 넘어 디지털 고립과 정신건강 위기로 이어질 수 있다”며 “이번 협력을 통해 현장에서 신속히 도움을 제공할 수 있는 구조를 마련하겠다”고 밝혔다.

Seoul Metropolitan Youth Center and Seoul Smart Rest Center Sign Business Agreement
Seoul Metropolitan Youth Center (Director Shin So-mi) and Seoul Smart Rest Center (Director Han Woo-seo) announced on the 17th that they signed a business agreement (MOU) on the 16th to support the digital mental health of young people.
This agreement was created to detect young people with smartphone over-reliance problems early and to link them with related policies such as youth mental health support projects.
Seoul Smart Rest Center is an organization affiliated with the National Intelligence Service (NIA) under the Ministry of Science and ICT, and operates 18 centers nationwide to prevent smartphone over-reliance and provide professional counseling. It provides customized counseling and preventive education through in-person visits, phone calls, and home visits for people of all ages, from infants to the elderly, and has recently focused on expanding the linkage system for young people.
Through this agreement, the two organizations plan to jointly promote counseling education related to internet and smartphone over-reliance for youth policy support managers, linkage of smart rest center counseling for over-dependent youth during comprehensive policy counseling, joint participation in the case linkage network council, and case management.
The Seoul Metropolitan Youth Center piloted the 'Mobile Smart Rest Center' program at the 'Seoul Youth Center Yangcheon' in June, and with this agreement as an opportunity, it plans to expand cooperation to other regional youth centers, such as Gangseo and Mapo, to discover youth in need of youth mental health support projects among visitors and home visitors and establish a timely support system.
Seoul Smart Rest Center Director Han Woo-seo said, “Young people’s smartphone usage patterns are changing rapidly, so practical cooperation with youth support organizations will be an important foundation for prevention and recovery.”
“Over-reliance on smartphones goes beyond a simple lifestyle issue and can lead to digital isolation and mental health crises,” said Shin So-mi, director of the Seoul Youth Center. “Through this collaboration, we will establish a structure that can quickly provide help in the field.”

ソウル広域青年センター(センター長シンソミ)とソウルスマートシェルセンター(所長ハンウソ)が16日青年のデジタル心健康支援のための業務協約(MOU)を締結したと17日明らかにした。
今回の条約は、スマートフォンとの依存問題を経験する青年を早期に発見し、青年心健康支援事業など関連政策と連携するために設けられた。
ソウルスマートシェルセンターは、科学技術情報通信部傘下の韓国知能情報社会振興院（NIA）所属機関で、全国18のセンターを運営してスマートフォンの過依存予防と専門相談を提供している。幼児から高齢層まで、内方、電話、家庭訪問などを通じたオーダーメード型の相談と予防教育を進め、最近青年対象連携体系の拡張に集中している。
今回の協約を通じて両機関は、青年政策支援マネージャー対象インターネット・スマートフォン課依存関連相談教育、政策総合相談中、過依存ゾーン青年のスマート避難センター相談連携、事例連携網協議体共同参加及び事例管理などを共に推進する計画だ。
ソウル広域青年センターは6月、「ソウル青年センターヤンチョン」で「訪ねていくスマートシェルセンター」プログラムをデモ運営し、今回の条約をきっかけに江西、麻浦など他の地域青年センターに協力を拡大し、来訪客および家庭訪問対象者の中で青年心健康支援事業連携が必要な青年を発足。
ソウルスマートシェルセンターハン・ウソ所長は「青年層のスマートフォン使用パターンが急速に変化しており、青年支援機関との実質的な協力が予防と回復に重要な基盤になるだろう」と話した。
ソウル広域青年センターシンソミセンター長は「スマートフォンの過依存は単純な生活習慣問題を超えてデジタル孤立と精神健康危機につながる」とし「今回の協力を通じて現場で迅速に支援を提供できる構造を設ける」と明らかにした。

首尔智能休息中心主任韩宇瑞表示，“年轻人的智能手机使用模式正在迅速改变，与青少年支援机构的务实合作将成为预防和康复的重要基础。”
首尔青少年中心主任申素美表示：“过度依赖智能手机不仅仅是简单的生活方式问题，还可能导致数字孤立和心理健康危机。通过此次合作，我们将建立一个能够快速提供现场帮助的机制。”

Le Seoul Metropolitan Youth Center (directeur Shin So-mi) et le Seoul Smart Rest Center (directeur Han Woo-seo) ont annoncé le 17 avoir signé un accord commercial (MOU) le 16 pour soutenir la santé mentale numérique des jeunes.
Cet accord a été créé pour détecter précocement les jeunes ayant des problèmes de dépendance excessive aux smartphones et pour les relier aux politiques connexes telles que les projets de soutien à la santé mentale des jeunes.
Le Centre de repos intelligent de Séoul est une organisation affiliée au Service national de renseignement (NIA), sous l'égide du ministère des Sciences et des TIC. Il gère 18 centres à travers le pays pour prévenir la dépendance excessive aux smartphones et fournir des conseils professionnels. Il propose des conseils personnalisés et une éducation préventive par le biais de visites en personne, d'appels téléphoniques et de visites à domicile pour des personnes de tous âges, des nourrissons aux personnes âgées, et s'est récemment concentré sur le développement du système de mise en relation pour les jeunes.
Grâce à cet accord, les deux organisations prévoient de promouvoir conjointement l'éducation au conseil liée à la dépendance excessive à Internet et aux smartphones pour les responsables du soutien aux politiques de jeunesse, le lien entre le conseil des centres de repos intelligents pour les jeunes trop dépendants lors du conseil politique global, la participation conjointe au conseil du réseau de liaison de cas et la gestion de cas.
Le Centre de jeunesse métropolitain de Séoul a piloté le programme « Centre de repos mobile intelligent » au « Centre de jeunesse de Séoul Yangcheon » en juin, et avec cet accord comme opportunité, il prévoit d'étendre la coopération à d'autres centres de jeunesse régionaux, tels que Gangseo et Mapo, pour découvrir les jeunes ayant besoin de projets de soutien en matière de santé mentale parmi les visiteurs et les visiteurs à domicile et établir un système de soutien rapide.
Han Woo-seo, directeur du Seoul Smart Rest Center, a déclaré : « Les habitudes d'utilisation des smartphones par les jeunes évoluent rapidement. La coopération pratique avec les organisations de soutien à la jeunesse constituera donc une base importante pour la prévention et le rétablissement. »
« La dépendance excessive aux smartphones va au-delà d'un simple problème de mode de vie et peut conduire à l'isolement numérique et à des crises de santé mentale », a déclaré Shin So-mi, directrice du Centre de la jeunesse de Séoul. « Grâce à cette collaboration, nous mettrons en place une structure capable d'apporter rapidement une aide sur le terrain. »
