AI 반도체 스타트업 리벨리온(대표 박성현)이 사우디아라비아 수도 리야드에 현지 단독 법인을 설립하고, 중동 시장 공략에 속도를 낸다고 19일 밝혔다. 이는 국내 AI 반도체 스타트업으로서는 최초의 사우디 현지 법인 설립 사례다.
리벨리온은 지난해 사우디 국영 석유기업 아람코(Aramco)의 기업형 벤처캐피털(CVC)인 와에드 벤처스(Wa’ed Ventures)로부터 전략적 투자를 유치한 데 이어, 아람코와 AI 반도체 공급을 위한 업무협약(MOU)을 체결한 바 있다. 이후 아람코 데이터센터에 자사 제품을 랙(Rack) 단위로 공급하고, PoC(개념검증)를 성공적으로 진행하면서 실사용 환경에서의 성능 및 기술 호환성을 입증했다.
리벨리온은 해당 프로젝트를 통해 아람코의 엔지니어 및 현지 기술 파트너와 협력해 기술 세션과 실습을 병행하고 있으며, 이를 기반으로 장기적인 공급 계약 및 파트너십 체결을 추진하고 있다.
이와 함께 리벨리온은 사우디 내 주요 통신사를 대상으로 AI 반도체 공급 협의를 진행 중이며, 중소 ICT 기업과의 협력도 확대하고 있다. 또 글로벌 반도체 기업 마벨(Marvell Technologies)과 협업해 사우디를 포함한 중동 지역을 타깃으로 한 맞춤형 AI 인프라 사업에도 착수했다.
최근 중동 지역에서는 데이터 주권 확보와 아랍어 기반 AI 모델 개발을 목표로 한 ‘소버린 AI(Sovereign AI)’ 수요가 증가하고 있다. 사우디 정부 역시 2030년까지 대규모 데이터센터 인프라 구축을 추진 중이며, 오픈AI, G42, 오라클 등 글로벌 기업들도 아부다비 등지에 관련 시설을 조성하고 있다.
리벨리온은 이 같은 시장 흐름에 대응하기 위해 사우디 현지화 전략의 일환으로 법인을 설립했다. 대면 소통과 장기적 신뢰 구축이 중요한 지역 특성을 고려해, 현지 법인을 거점으로 한 인력 채용, 기술 지원, 영업 활동을 강화할 방침이다.
리벨리온 엄채영 신사업 전략 이사는 “사우디는 현지화 전략이 사업 성패를 좌우하는 시장”이라며 “리벨리온은 이미 다양한 기관과 협력 경험을 보유하고 있으며, 이를 바탕으로 체계적인 지원 체계를 구축해 매출 성과를 확대해 나가겠다”고 밝혔다.
박성현 대표는 “이번 법인 설립은 소버린 AI 시장 수요에 대응하고, 글로벌 반도체 시장에서의 입지를 강화하는 중요한 시작점”이라며 “사우디를 포함한 중동 지역에서의 사업 성장을 본격화할 계획”이라고 말했다.

Rebellion establishes a sole corporation in Riyadh, Saudi Arabia.
AI semiconductor startup Rebellion (CEO Park Sung-hyun) announced on the 19th that it has established a local subsidiary in Riyadh, the capital of Saudi Arabia, accelerating its expansion into the Middle Eastern market. This marks the first time a Korean AI semiconductor startup has established a local subsidiary in Saudi Arabia.
Last year, Rebellion secured strategic investment from Wa'ed Ventures, the corporate venture capital (CVC) arm of Saudi Aramco, and signed a memorandum of understanding (MOU) with Aramco to supply AI semiconductors. Rebellion subsequently supplied rack-level products to Aramco data centers and successfully completed a proof-of-concept (PoC), demonstrating performance and technological compatibility in real-world environments.
Rebellion is working with Aramco engineers and local technology partners on this project, conducting technical sessions and practical training, and is pursuing long-term supply agreements and partnerships based on these sessions.
In addition, Rebellion is currently negotiating with major Saudi telecommunications companies to supply AI semiconductors and is expanding collaboration with small and medium-sized ICT companies. Furthermore, Rebellion has launched a customized AI infrastructure project targeting the Middle East, including Saudi Arabia, in collaboration with global semiconductor company Marvell Technologies.
Recently, demand for "Sovereign AI," aimed at securing data sovereignty and developing Arabic-based AI models, has been growing in the Middle East. The Saudi government is also pursuing the construction of large-scale data center infrastructure by 2030, and global companies such as OpenAI, G42, and Oracle are also building related facilities in Abu Dhabi and other locations.
To address these market trends, Rebellion established a subsidiary in Saudi Arabia as part of its localization strategy. Considering the region's emphasis on face-to-face communication and long-term trust-building, Rebellion plans to strengthen its recruitment, technical support, and sales operations based on the local subsidiary.
Rebellion's new business strategy director, Chaeyoung Eom, said, "Saudi Arabia is a market where localization strategies determine the success or failure of a business." She added, "Rebellion already has experience working with various organizations, and based on this, we will establish a systematic support system to expand sales performance."
CEO Park Sung-hyun said, “The establishment of this corporation is an important starting point for responding to the demand of the sovereign AI market and strengthening our position in the global semiconductor market,” and added, “We plan to fully accelerate business growth in the Middle East, including Saudi Arabia.”

Rebellion, start-up spécialisée dans les semi-conducteurs à intelligence artificielle (IA), dirigée par Park Sung-hyun, a annoncé le 19 octobre la création d'une filiale locale à Riyad, capitale de l'Arabie saoudite, accélérant ainsi son expansion sur le marché du Moyen-Orient. C'est la première fois qu'une start-up coréenne spécialisée dans les semi-conducteurs à intelligence artificielle crée une filiale locale en Arabie saoudite.
L'année dernière, Rebellion a obtenu un investissement stratégique de Wa'ed Ventures, la branche capital-risque de Saudi Aramco, et a signé un protocole d'accord avec Aramco pour la fourniture de semi-conducteurs d'IA.
