중소벤처기업부(장관 한성숙, 이하 중기부)와 한국벤처캐피탈협회(회장 김학균, 이하 협회)는 ‘벤처캐피탈 자율규제 참여기업 모집’을 공고하고, 9월 17일(수)부터 10월 10일(금)까지 참여기업 신청을 받는다고 밝혔다.
그간 벤처투자 관련 제도와 규제는 정부 주도로 운영되어 왔으나, 투자 생태계 성장과 벤처캐피탈의 영향력 확대에 따라 민간 중심의 예방적 자율규제 체계를 도입하여 벤처투자 시장의 건전성을 제고할 필요성이 대두되어 왔다.
협회는 자체 윤리준칙 및 내부통제기준 규정을 제정하는 등 벤처캐피탈이 지켜야하는 자율규제 가이드라인을 확립하여 건전하고 신뢰성 있는 벤처투자 문화가 형성될 수 있도록 노력해 왔다.
중기부는 협회와 함께 민간의 자발적인 자율규제 적용을 확산하기 위해 금년부터 자율규제 평가 제도를 신설했다. 평가는 자발적으로 참여한 벤처캐피탈*을 대상으로, ▲자율규제 거버넌스 구축, ▲윤리준칙, ▲이해상충방지를 위한 내부통제기준, ▲벤처투자조합 수탁업무 처리기준, ▲자금세탁방지 업무 등을 협회가 점검하여 총 6개 등급(S, A+, A~D)을 부여한다.
중기부는 우수한 평가를 받은 벤처캐피탈에 대해 2026년 이후 모태펀드 출자사업에서 우대(가점 부여)하고, 최우수 2개사에는 장관표창을 수여한다. 또한, 평가 우수 벤처캐피탈 명단을 공개하여 투명하고 책임 있는 벤처투자 문화를 확산할 계획이다.
중기부 김봉덕 벤처정책관은 “자율규제 평가는 벤처캐피탈 업계가 스스로의 신뢰를 높이는 중요한 계기”라며 “책임 있는 투자문화가 정착되고 우수 벤처캐피탈이 시장의 모범으로 자리 잡도록 민간의 자율적 노력을 정부가 적극적으로 지원할 계획”이라 밝혔다.
협회 김학균 회장은 “이번 자율규제 평가는 업계의 자발적인 책임의식에 따라 마련된 자율적 규범이라는 점에서 의미가 크다.”라며, “민간 주도의 자율규제가 벤처투자 시장의 투명성과 신뢰성을 높일 것”이라고 밝혔다.

The Ministry of SMEs and Startups is recruiting companies to participate in its self-regulation of venture capital.
The Ministry of SMEs and Startups (Minister Han Sung-sook, hereinafter referred to as the Ministry of SMEs and Startups) and the Korea Venture Capital Association (Chairman Kim Hak-gyun, hereinafter referred to as the Association) announced that they are 'recruiting companies to participate in the venture capital self-regulation' and will be accepting applications from participating companies from Wednesday, September 17 to Friday, October 10.
While venture investment-related systems and regulations have traditionally been government-led, the growth of the investment ecosystem and the expanding influence of venture capital have necessitated the introduction of a private-sector-led, preventative self-regulatory system to enhance the soundness of the venture investment market.
The Association has been working to foster a sound and trustworthy venture investment culture by establishing self-regulatory guidelines that venture capital firms must adhere to, including establishing its own code of ethics and internal control standards.
The Ministry of SMEs and Startups, in collaboration with the Korea Venture Capital Association, established a self-regulation evaluation system this year to promote voluntary self-regulation in the private sector. The evaluation targets venture capital firms* that voluntarily participate. The association assesses their self-regulation governance, code of ethics, internal control standards for conflicts of interest prevention, standards for handling venture capital fund trustee business, and anti-money laundering practices. The evaluation then assigns a total of six grades (S, A+, A~D).
The Ministry of SMEs and Startups will provide preferential treatment (additional points) to venture capital firms with excellent evaluations in the Mother Fund investment program from 2026 onward, and award the top two firms with Ministerial Commendations. Furthermore, the Ministry plans to promote a transparent and responsible venture investment culture by disclosing a list of highly evaluated venture capital firms.
Kim Bong-deok, director general of venture policy at the Ministry of SMEs and Startups, said, “The self-regulatory evaluation is an important opportunity for the venture capital industry to increase its own confidence,” and added, “The government plans to actively support the private sector’s autonomous efforts to establish a responsible investment culture and establish excellent venture capital firms as role models in the market.”
Kim Hak-gyun, the association's president, said, "This self-regulatory evaluation is significant in that it is a voluntary standard established based on the industry's voluntary sense of responsibility." He added, "Private-led self-regulation will enhance the transparency and reliability of the venture investment market."

Le ministère des PME et des Startups (ministre Han Sung-sook, ci-après dénommé le ministère des PME et des Startups) et l'Association coréenne du capital-risque (président Kim Hak-gyun, ci-après dénommée l'Association) ont annoncé qu'ils « recrutent des entreprises pour participer à l'autorégulation du capital-risque » et accepteront les candidatures des entreprises participantes du mercredi 17 septembre au vendredi 10 octobre.
Alors que les systèmes et réglementations liés aux investissements en capital-risque ont traditionnellement été pilotés par les gouvernements, la croissance de l'écosystème d'investissement et l'influence croissante du capital-risque ont nécessité la mise en place d'un système d'autorégulation préventive piloté par le secteur privé afin de renforcer la solidité du marché des investissements en capital-risque.
L'Association s'efforce de promouvoir une culture d'investissement en capital-risque saine et digne de confiance en établissant des lignes directrices d'autorégulation auxquelles les sociétés de capital-risque doivent se conformer, notamment en établissant son propre code de déontologie et ses propres normes de contrôle interne.
Le ministère des PME et des Start-ups, en collaboration avec l'Association coréenne du capital-risque, a mis en place cette année un système d'auto-évaluation afin de promouvoir l'autorégulation volontaire dans le secteur privé. Cette évaluation s'adresse aux sociétés de capital-risque* qui y participent volontairement. L'association évalue leur gouvernance, leur code de déontologie, leurs normes de contrôle interne en matière de prévention des conflits d'intérêts, leurs normes de gestion des fonds de capital-risque et leurs pratiques de lutte contre le blanchiment d'argent. L'évaluation attribue ensuite six notes (S, A+, A à D).
Le ministère des PME et des Start-ups accordera un traitement préférentiel (points supplémentaires) aux sociétés de capital-risque ayant obtenu d'excellentes évaluations dans le cadre du programme d'investissement Mother Fund à partir de 2026, et décernera une distinction ministérielle aux deux meilleures sociétés. Par ailleurs, le ministère prévoit de promouvoir une culture d'investissement en capital-risque transparente et responsable en publiant une liste des sociétés de capital-risque les mieux notées.
Kim Bong-deok, directeur général de la politique d'investissement au ministère des PME et des Startups, a déclaré : « L'auto-évaluation est une opportunité importante pour le secteur du capital-risque d'accroître sa confiance », et a ajouté : « Le gouvernement prévoit de soutenir activement les efforts autonomes du secteur privé pour établir une culture d'investissement responsable et faire émerger d'excellentes sociétés de capital-risque qui serviront de modèles sur le marché. »
