코리아스타트업포럼(의장 한상우)과 국회 스타트업 연구모임 유니콘팜은 16일 ‘AI 스타트업 글로벌 스케일업을 위한 현장 간담회’를 개최했다고 17일 밝혔다.
이번 간담회에는 김한규 유니콘팜 공동대표를 비롯해 장철민, 이해민, 고동진, 김성회, 박민규 의원 등 유니콘팜 소속 의원 6명과 한상우 코스포 의장, 최지영 코스포 상임이사, 그리고 리벨리온(대표 박성현), 서울로보틱스(대표 이한빈), 큐빅(대표 정민찬), 번개장터(대표 최재화) 등 국내 AI 분야 주요 스타트업 대표들이 참석했다.
간담회는 분당구에 위치한 리벨리온 본사에서 열렸으며, 박성현 리벨리온 대표의 기술 소개 및 시연으로 시작됐다. 리벨리온은 AI 추론연산에 특화된 NPU 개발 기술을 소개하며 국내 대표 AI 기반 시스템 반도체 개발사로서의 역량을 선보였다.
이후 김한규 의원의 인사말과 한상우 코스포 의장의 환영사가 진행됐다. 한 의장은 “AI가 국가 미래 경쟁력의 핵심이며, 스타트업이 글로벌 무대에서 역량을 발휘할 수 있도록 정책적 지원이 필요하다”고 강조했다.
스타트업 대표들은 각사의 창업 배경과 정책 제안을 공유했다. 최재화 번개장터 대표는 글로벌 진출 확대에도 불구하고 제도적 지원이 부족하다고 지적하며, 역직구 산업 활성화를 위한 세제 지원이 필요하다고 말했다. 정민찬 큐빅 대표는 개인정보 보호를 위한 합성데이터 활용에 대한 제도적 기반 마련을 촉구했다. 이한빈 서울로보틱스 대표는 글로벌 시장에서의 성과를 설명하며 해외 투자 관련 지원 확대를 요청했다. 박성현 리벨리온 대표는 스타트업이 혁신 생태계의 핵심임을 강조하며, 글로벌 투자 과정에서의 규제 완화와 성장 단계별 세심한 지원책 필요성을 언급했다.
의원들도 후속 의견을 제시했다. 김한규 의원은 스타트업의 경제적 역할을 강조하며 해외 투자 유치 지원의 중요성을 말했다. 장철민 의원은 스타트업 정책 과제 공유를 위한 플랫폼 구축을 제안했고, 박민규 의원은 국부펀드 활용 등 투자 지원책을 검토할 필요가 있다고 밝혔다. 이해민 의원은 스타트업을 국가 성장 동력으로 인식하고 단계별 지원책 마련을 촉구했다. 한상우 코스포 의장은 자유롭고 공정한 경쟁 환경 조성과 정부 차원의 현실적 지원 필요성을 재차 강조했다.
코리아스타트업포럼은 이번 간담회를 계기로 글로벌 스케일업 중인 스타트업의 투자 및 규제 애로사항을 정책 당국에 전달하고, 정책IR 세션 등 실질적 지원 방안을 마련하는 등 소통 채널을 확대해 정책 및 규제 개선을 위한 협력 체계를 강화할 계획이다.

Cospo and Unicorn Farm Hold "On-Site Meeting for AI Startup Global Scale-Up"
The Korea Startup Forum (Chairman Sang-Woo Han) and the National Assembly Startup Research Group Unicorn Farm announced on the 17th that they held an 'On-site meeting for AI startup global scale-up' on the 16th.
This meeting was attended by six members of the Unicorn Farm Association, including Kim Han-gyu, co-CEO of Unicorn Farm, as well as Jang Cheol-min, Lee Hae-min, Ko Dong-jin, Kim Seong-hoe, and Park Min-gyu, as well as Han Sang-woo, chairman of Cospo, Choi Ji-young, executive director of Cospo, and representatives of major domestic AI startups, including Rebellion (CEO Park Seong-hyeon), Seoul Robotics (CEO Lee Han-bin), Cubic (CEO Jeong Min-chan), and Beonggae Market (CEO Choi Jae-hwa).
The meeting, held at Rebellion's headquarters in Bundang-gu, began with a technology introduction and demonstration by Rebellion CEO Park Sung-hyun. Rebellion showcased its capabilities as a leading domestic AI-based system semiconductor developer by introducing its NPU development technology specialized for AI inference computation.
This was followed by opening remarks from Representative Kim Han-gyu and a welcoming address from KOSPO Chairman Han Sang-woo. Chairman Han emphasized, "AI is key to our nation's future competitiveness, and policy support is necessary to enable startups to demonstrate their capabilities on the global stage."
Startup representatives shared their founding backgrounds and policy proposals. Choi Jae-hwa, CEO of Beonggaejangteo, pointed out the lack of institutional support despite expanding global presence and emphasized the need for tax incentives to revitalize the reverse import industry. Jeong Min-chan, CEO of Cubic, urged the establishment of an institutional foundation for the use of synthetic data to protect personal information. Lee Han-bin, CEO of Seoul Robotics, explained Seoul Robotics' achievements in the global market and requested expanded support for overseas investment. Park Sung-hyun, CEO of Rebellion, emphasized the centrality of startups in the innovation ecosystem and emphasized the need for deregulation in global investment and meticulous support measures at each stage of growth.
Lawmakers also offered follow-up comments. Representative Kim Han-gyu emphasized the economic role of startups and the importance of supporting foreign investment. Representative Jang Cheol-min proposed establishing a platform for sharing startup policy initiatives, and Representative Park Min-gyu suggested the need to consider investment support measures, such as utilizing sovereign wealth funds. Representative Lee Hae-min recognized startups as a national growth engine and called for the development of phased support measures. KOSPO Chairman Han Sang-woo reiterated the need to foster a free and fair competitive environment and provide realistic support at the government level.
The Korea Startup Forum plans to use this meeting as an opportunity to share with policymakers the investment and regulatory challenges faced by startups scaling up globally, and to strengthen its cooperative system for policy and regulatory improvement by expanding communication channels and establishing practical support measures such as policy IR sessions.

コスポXユニコーンファーム、「AIスタートアップグローバルスケールアップのための現場懇談会」開催
コリアスタートアップフォーラム（議長ハン・サンウ）と国会スタートアップ研究会ユニコーンファームは１６日、「ＡＩスタートアップグローバルスケールアップのための現場懇談会」を開催したと１７日明らかにした。
今回の懇談会にはキム・ハンギュユニコーンファーム共同代表をはじめ、チャン・チョルミン、イ・ヘミン、コ・ドンジン、キム・ソンギュ、パク・ミンギュ議員などユニコーンファーム所属議員6人とハン・サンウコスポ議長、チェ・ジヨンコスポ常任理事、そしてリベリオン(代表パク・ソンヒョン)、ソウルロボチョン・ミンチャン）、雷の場（代表チェ・ジェファ）など国内ＡＩ分野の主要スタートアップ代表らが参加した。
懇談会は盆唐区に位置するリベリオン本社で開かれ、パク・ソンヒョンリベリオン代表の技術紹介及び実演で始まった。リベリオンはAI推論演算に特化したNPU開発技術を紹介し、国内代表AIベースのシステム半導体開発会社としての能力を披露した。
以後、キム・ハンギュ議員の挨拶とハン・サンウコスポ議長の歓迎史が進行された。ある議長は「AIが国家未来競争力の核心であり、スタートアップがグローバル舞台で力量を発揮できるように政策的支援が必要だ」と強調した。
スタートアップ代表は各社の創業背景と政策提案を共有した。チェ・ジェファ雷電場代表は、グローバル進出の拡大にもかかわらず、制度的支援が不足すると指摘し、逆直球産業活性化のための洗剤支援が必要だと述べた。チョン・ミンチャンキュービック代表は個人情報保護のための合成データ活用に対する制度的基盤の用意を促した。イ・ハンビンソウルロボティクス代表はグローバル市場での成果を説明し、海外投資関連支援の拡大を要請した。パク・ソンヒョンリベリオン代表はスタートアップがイノベーション生態系の核心であることを強調し、グローバル投資過程での規制緩和と成長段階別細心の支援策の必要性に言及した。
議員たちも後続の意見を提示した。キム・ハンギュ議員はスタートアップの経済的役割を強調し、海外投資誘致支援の重要性を語った。チャン・チョルミン議員はスタートアップ政策課題共有のためのプラットフォーム構築を提案し、パク・ミンギュ議員は局部ファンド活用など投資支援策を検討する必要があると明らかにした。イ・ヘミン議員はスタートアップを国家成長動力として認識し、段階的な支援策の策定を促した。ハン・サンウコスポ議長は、自由で公正な競争環境の構築と政府レベルの現実的な支援の必要性を改めて強調した。
コリアスタートアップフォーラムは今回の懇談会を契機にグローバルスケールアップ中のスタートアップの投資及び規制の懸念を政策当局に伝達し、政策IRセッションなど実質的な支援案を設けるなど、コミュニケーションチャネルを拡大し、政策及び規制改善のための協力体制を強化する計画だ。

韩国创业论坛（会长韩相佑）和国会创业研究小组独角兽农场于 17 日宣布，他们于 16 日举行了“人工智能创业公司全球规模化现场会议”。

与会创业公司代表分享了各自的创业背景和政策建议。Beonggaejangteo首席执行官崔在华指出，尽管公司业务不断拓展全球版图，但仍缺乏制度支持，并强调需要税收优惠政策来振兴逆向进口产业。Cubic首席执行官郑敏灿呼吁建立合成数据使用方面的制度基础，以保护个人信息安全。首尔机器人公司首席执行官李汉彬介绍了公司在全球市场取得的成就，并请求政府加大对海外投资的支持力度。Rebellion首席执行官朴成铉强调了创业公司在创新生态系统中的核心地位，并指出需要放松全球投资管制，并在创业公司发展的各个阶段提供细致的支持措施。
议员们还发表了后续评论。金汉圭议员强调了初创企业的经济作用以及支持外商投资的重要性。张哲民议员提议建立一个平台，用于分享初创企业政策倡议。朴敏圭议员则建议考虑投资支持措施，例如利用主权财富基金。李海民议员认为初创企业是国家增长的引擎，并呼吁制定分阶段的支持措施。韩国创业促进协会（KOSPO）会长韩相佑重申，需要营造自由公平的竞争环境，并在政府层面提供切实可行的支持。
韩国创业论坛计划利用此次会议的机会，与政策制定者分享创业公司在全球范围内扩大规模所面临的投资和监管挑战，并通过扩大沟通渠道和建立政策投资者关系会议等切实支持措施，加强其在政策和监管改进方面的合作体系。

Cospo et Unicorn Farm organisent une réunion sur site pour l'expansion mondiale des startups spécialisées en IA.
Le Korea Startup Forum (présidé par Sang-Woo Han) et le groupe de recherche sur les startups de l'Assemblée nationale Unicorn Farm ont annoncé le 17 qu'ils avaient tenu une « réunion sur place pour le développement mondial des startups d'IA » le 16.
Cette réunion a rassemblé six membres de l'Association Unicorn Farm, dont Kim Han-gyu, co-PDG d'Unicorn Farm, ainsi que Jang Cheol-min, Lee Hae-min, Ko Dong-jin, Kim Seong-hoe et Park Min-gyu, ainsi que Han Sang-woo, président de Cospo, Choi Ji-young, directrice exécutive de Cospo, et des représentants des principales startups chinoises spécialisées dans l'IA, notamment Rebellion (PDG Park Seong-hyeon), Seoul Robotics (PDG Lee Han-bin), Cubic (PDG Jeong Min-chan) et Beonggae Market (PDG Choi Jae-hwa).
La réunion, qui s'est tenue au siège de Rebellion dans le quartier de Bundang-gu, a débuté par une présentation et une démonstration technologiques réalisées par le PDG de Rebellion, Park Sung-hyun. Rebellion a mis en avant son expertise en tant que développeur chinois de semi-conducteurs pour systèmes basés sur l'IA, en présentant sa technologie de développement NPU spécialisée dans le calcul d'inférence pour l'IA.
La cérémonie a été suivie des allocutions d'ouverture du député Kim Han-gyu et du discours de bienvenue du président de la KOSPO, Han Sang-woo. Ce dernier a souligné : « L'IA est essentielle à la compétitivité future de notre pays, et un soutien politique est indispensable pour permettre aux jeunes entreprises de démontrer leurs capacités à l'échelle mondiale. »
Des représentants de startups ont présenté l'histoire de leurs entreprises et leurs propositions politiques. Choi Jae-hwa, PDG de Beonggaejangteo, a souligné le manque de soutien institutionnel malgré leur expansion internationale et a insisté sur la nécessité d'incitations fiscales pour revitaliser le secteur de l'importation inversée. Jeong Min-chan, PDG de Cubic, a plaidé pour la création d'un cadre institutionnel encadrant l'utilisation des données synthétiques afin de protéger les informations personnelles. Lee Han-bin, PDG de Seoul Robotics, a exposé les succès de son entreprise sur le marché mondial et a demandé un soutien accru aux investissements à l'étranger. Park Sung-hyun, PDG de Rebellion, a souligné le rôle central des startups dans l'écosystème de l'innovation et a insisté sur la nécessité d'une déréglementation des investissements internationaux et de mesures d'accompagnement ciblées à chaque étape de leur croissance.
Les parlementaires ont également formulé des observations complémentaires. Le député Kim Han-gyu a souligné le rôle économique des start-ups et l'importance de soutenir les investissements étrangers. Le député Jang Cheol-min a proposé la création d'une plateforme de partage des initiatives politiques en faveur des start-ups, et le député Park Min-gyu a suggéré d'envisager des mesures de soutien à l'investissement, telles que le recours aux fonds souverains. Le député Lee Hae-min a reconnu le rôle moteur des start-ups dans la croissance nationale et a appelé à l'élaboration de mesures de soutien progressives. Le président de la KOSPO, Han Sang-woo, a réaffirmé la nécessité de promouvoir un environnement concurrentiel libre et équitable et d'apporter un soutien concret au niveau gouvernemental.
Le Korea Startup Forum prévoit d'utiliser cette réunion comme une occasion de partager avec les décideurs politiques les défis en matière d'investissement et de réglementation auxquels sont confrontées les startups qui se développent à l'échelle mondiale, et de renforcer son système de coopération pour l'amélioration des politiques et de la réglementation en élargissant les canaux de communication et en établissant des mesures de soutien pratiques telles que des sessions de relations investisseurs sur les politiques.
