중소벤처기업부(장관 한성숙, 이하 ‘중기부’), 과학기술정보통신부(부총리 겸 장관 배경훈, 이하 ‘과기부’), 산업통상부(장관 김정관, 이하 ‘산업부’)는 10월 15일(수) 국가과학기술자문회의 대회의실(서울 종로구)에서 산업 전반의 AX 확산을 위한 업무협약을 체결한다고 밝혔다.
최근 AI 기술의 급격한 발전은 산업 전반에 걸쳐 새로운 패러다임을 제시하고 있으며, 산업 현장의 AI 도입은 선택이 아닌 필수 요소로 자리 잡았다.제조업 등 산업에 AI를 적용·활용하여 부가가치를 창출하고 국가와 기업 경쟁력을 확보하는 것이 무엇보다 중요하지만, 산업계가 가지고 있는 역량에 비해 아직까지 현장의 AI 도입·활용률은 높지 않아 정부의 보다 적극적인 역할이 요구되고 있다. 이러한 공감대 아래, 제조·산업 AX의 핵심 부처인 중기부, 과기부, 산업부는 부처의 전문성과 역량을 융합하고. 연계성 있는 정책으로 산업 전반의 AX 성공적인 확산을 본격 지원하기 위해 업무협약 자리를 마련하게 됐다.
주요 업무 협력 내용은 ▲산업 전반의 AX 역량 강화 및 핵심기술 내재화, ▲AI 벤처·스타트업과 중소·소상공인의 AI 기술사업화 및 현장 맞춤형 AX 기술개발 지원, ▲지역 핵심 산업군 중심의 AX 생태계 조성 지원, ▲AI 관련 국정과제의 차질 없는 이행을 위한 적극적인 지원이다. 이 외에도 각 부처 산학연 전문가들 간 기술교류회 등을 추진하여 지역과 현장, 국민이 체감할 수 있는 성과 창출을 위해 긴밀히 협력해 나갈 예정이다.
이번 협약을 계기로 세 부처는 산업 전반의 AX를 위한 전주기 지원 체계를 구축하게 된다. AX 핵심 기반 기술 확보부터 산업 적용, 스타트업·중소기업 확산까지 이어지는 부처 간 유기적 협력 구조를 통해 산업 전반의 AX 확산 속도를 높이고, 지역과 기업 규모에 관계 없이 AI를 활용할 수 있는 기반을 마련할 수 있을 것으로 기대된다.
한성숙 중기부 장관은 “인공지능이 산업과 비즈니스의 지형을 근본적으로 변화시키는 인공지능 대전환 시대에 중소기업과 소상공인들은 AI를 활용하지 않으면 살아남기 어려운, 더 절박한 상황”이라면서, “3개 부처가 함께하는 이번 협약식이 정부 인프라와 대기업의 AI기술, 경험을 벤처·스타트업, 중소·소상공인이 활용할 수 있도록 함으로써, AI 벤처·스타트업에게는 새로운 성장의 기회를, 중소·소상공인들은 미래 경쟁력을 확보할 수 있는 중요한 계기가 될 것”이라고 밝혔다.
배경훈 부총리 겸 과기부 장관은 “AI 대전환은 단순한 기술 혁신을 넘어, 국가 경쟁력과 미래 번영을 좌우하는 국가적 생존전략”이라며, “우리의 제조 DNA 강점에 AI를 접목하여 전 세계가 주목하는 기술력을 갖춰야 하고, 이를 위해 세 부처가 하나의 팀처럼 협력하여 일관된 정책을 추진하겠다”고 밝혔다. 또한, “과기부는 AX 확산의 가속화를 위해 AI 기본 역량 구축 및 내재화에 박차를 가할 것”이며, “동 업무협약은 AI 핵심기술과 인프라를 기반으로 산업 전반의 AX 확산을 앞당기고, AI 스타트업과 함께 글로벌 신시장을 여는 중요한 전환점이 될 것”이라고 강조했다.
김정관 산업부 장관은 “인구 감소, 생산성 정체, 중국의 기술추격 등 우리 산업이 당면한 위기를 극복하기 위해서는 AI 대전환이 유일한 해법”이라고 하면서, “생존을 위한 속도 경쟁에서 살아남기 위해서는 AI와 데이터, 제조현장을 긴밀히 연결하고, 우리가 가진 장점을 지렛대 삼아 기술혁신과 제조업의 고도화를 이루어 내야만 한다”고 강조했다. 아울러, “산업부는 관계부처 및 국가AI전략위원회와 긴밀히 소통하고 협력하여 유기적이고 실효성 높은 제조AX 정책을 추진해 나가겠다”고 밝혔다.
임문영 국가인공지능전략위원회 상근 부위원장은 “AI는 우리 기업의 체질 자체를 바꾸는 핵심 기술이기 때문에 우리나라가 AI 3대 강국으로 도약하기 위해서는 각 산업 도메인의 전문성에 AI를 융합하는 것이 무엇보다 중요하다”라고 하며, “오늘 세 부처 간 MoU 체결을 계기로 향후 위원회 산하 제조TF를 구성하여 AI 기반 산업 대전환을 중점 지원해 나가겠다”고 밝혔다.

The Ministry of SMEs and Startups, the Ministry of Science and ICT, and the Ministry of Trade, Industry and Energy signed a business agreement to expand AX across industries.
The Ministry of SMEs and Startups (Minister Han Sung-sook, hereinafter referred to as “MSIT”) , the Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon, hereinafter referred to as “MSIT”), and the Ministry of Trade, Industry and Energy (Minister Kim Jeong-kwan, hereinafter referred to as “MOTIE”) announced on Wednesday, October 15th that they will sign a business agreement to expand AX across industries at the National Science and Technology Advisory Council conference room (Jongno-gu, Seoul).
The recent rapid advancement of AI technology is ushering in a new paradigm across industries, and the adoption of AI in industrial settings has become a necessity, not an option. Applying and utilizing AI in industries such as manufacturing to create added value and secure national and corporate competitiveness is paramount. However, the adoption and utilization of AI in the field remains low compared to the industry's capabilities, necessitating a more proactive government role. Based on this consensus, the Ministry of SMEs and Startups, the Ministry of Science and ICT, and the Ministry of Trade, Industry and Energy—the key ministries for manufacturing and industrial AX—have signed a memorandum of understanding (MOU) to integrate their expertise and capabilities and fully support the successful expansion of AX across industries through coordinated policies.
Key areas of cooperation include: ▲Strengthening AX capabilities and internalizing core technologies across industries; ▲Supporting AI technology commercialization and field-tailored AX technology development for AI ventures, startups, SMEs, and small and medium-sized businesses; ▲Supporting the creation of an AX ecosystem centered on key regional industries; and ▲Actively supporting the smooth implementation of AI-related national tasks. Furthermore, the government plans to closely collaborate to create tangible results for regions, the field, and the public by promoting technology exchange meetings between experts from industry, academia, and research institutions across each ministry.
Through this agreement, the three ministries will establish a full-cycle support system for AX across industries. This organic inter-ministerial collaboration, spanning from securing core AX technologies to industrial application and expansion to startups and SMEs, is expected to accelerate the adoption of AX across industries and establish a foundation for AI utilization regardless of region or company size.
Minister of SMEs and Startups Han Seong-sook said, “In the era of AI transformation where AI is fundamentally changing the industrial and business landscape, small and medium-sized enterprises and small business owners are in an increasingly desperate situation where they will have difficulty surviving if they do not utilize AI.” She added, “This agreement ceremony, which is being held jointly by three ministries, will be an important opportunity for AI ventures and startups to secure new growth opportunities and for small and medium-sized enterprises and small business owners to secure future competitiveness by enabling them to utilize government infrastructure and large corporations’ AI technology and experience.”
Deputy Prime Minister and Minister of Science and ICT Baek Kyung-hoon stated, “The AI transformation is not just a simple technological innovation; it is a national survival strategy that determines national competitiveness and future prosperity.” He added, “We must integrate AI into our manufacturing DNA strengths to acquire technological prowess that the world will pay attention to. To this end, the three ministries will work together as one team to pursue consistent policies.” He also emphasized, “The Ministry of Science and ICT will spur the establishment and internalization of basic AI capabilities to accelerate the spread of AX,” and “This business agreement will be an important turning point that will advance the spread of AX across industries based on core AI technologies and infrastructure and open up new global markets together with AI startups.”
Minister of Trade, Industry and Energy Kim Jeong-kwan said, “AI transformation is the only solution to overcome the crises our industry is facing, such as population decline, stagnant productivity, and China’s technological pursuit,” and emphasized, “To survive in the race for speed for survival, we must closely connect AI, data, and manufacturing sites, and leverage our strengths to achieve technological innovation and advancement of the manufacturing industry.” He also stated, “The Ministry of Trade, Industry and Energy will closely communicate and cooperate with relevant ministries and the National AI Strategy Committee to promote an organic and highly effective manufacturing AX policy.”
Lim Moon-young, standing vice-chairman of the National Artificial Intelligence Strategy Committee, said, “AI is a core technology that will change the very constitution of our companies, so in order for our country to leap forward as one of the top three AI powerhouses, it is most important to integrate AI with the expertise of each industrial domain.” He added, “With today’s MoU signing among the three ministries as an opportunity, we will form a manufacturing task force under the committee in the future to focus on supporting AI-based industrial transformation.”

中期部、課記部 – 産業部と「産業全般 AX拡散」業務協約締結
中小ベンチャー企業部（長官ハン・ソンスク、以下「中期部」） 、科学技術情報通信部（副首相兼長官、バックグラウンドフン、以下「課記部」）、産業通商部（長官キム・ジョングァン、以下「産業部」）は10月15日（水）国家科学技術顧問会議の大会議室業務協約を締結すると明らかにした。
近年、AI技術の急激な発展は産業全般にわたって新たなパラダイムを提示しており、産業現場のAI導入は選択ではなく必須要素となった。積極的な役割が求められている。このような共感帯のもと、製造・産業AXの核心省庁である中期部、課記部、産業部は省庁の専門性と力量を融合。連携性のある政策で産業全般のAX成功的な拡散を本格支援するために業務協約の場を設けることになった。
主な業務協力内容は▲産業全般のAX能力強化及び核心技術内在化、▲AIベンチャー・スタートアップと中小・小商工人のAI技術事業化及び現場カスタマイズ型AX技術開発支援、▲地域核心産業群中心のAX生態系造成支援、▲AI関連国政課題の支障のない履行。このほか、各省庁産学研の専門家間の技術交流会などを推進し、地域や現場、国民が体感できる成果創出のため緊密に協力していく予定だ。
今回の条約をきっかけに、三省庁は産業全般のＡＸのための全周期支援体系を構築することになる。 AXコア基盤技術の確保から産業適用、スタートアップ・中小企業拡散まで続く省庁間の有機的協力構造により、産業全般のAX拡散速度を高め、地域や企業規模にかかわらずAIを活用できる基盤を設けることが期待される。
韓成熟中基部長官は「人工知能が産業とビジネスの地形を根本的に変化させる人工知能大転換時代に中小企業と小商工人たちはAIを活用しなければ生き残りにくい、より切迫した状況」とし、「3つの省庁が共にする今回の協約食が政府インフラと大企業の、中小・小商工人が活用できるようにすることで、AIベンチャー・スタートアップには新たな成長の機会を、中小・小商工人は未来競争力を確保できる重要なきっかけになるだろう」と明らかにした。
バックグンフン副首相兼課記部長官は「AI大転換は単純な技術革新を超え、国家競争力と未来繁栄を左右する国家的生存戦略」とし、「私たちの製造DNAの強みにAIを組み込んで、全世界が注目する技術力を備えなければならず、このために三部署が一貫した」言った。また、「科技部はＡＸ拡散の加速化のためにＡＩ基本能力の構築及び内在化に拍車をかけるだろう」であり、「同業務協約はＡＩ核心技術とインフラを基盤として産業全般のＡＸ拡散を進め、ＡＩスタートアップとともにグローバル新市場を開く重要な転換点になるだろう」と強調した。
キム・ジョングァン産業部長官は「人口減少、生産性渋滞、中国の技術追撃など、我が産業が当面の危機を克服するためにはAI大転換が唯一の解決法」としながら、「生存のためのスピード競争で生き残るためにはAIとデータ、製造現場を密接に結びつけ、私たちが持っているメリットを支え、技術革新強調した。また、「産業部は関係省庁および国家AI戦略委員会と緊密にコミュニケーションし協力し、有機的で実効性の高い製造AX政策を推進していく」と明らかにした。
イム・ムニョン国家人工知能戦略委員会の常勤副委員長は「AIは韓国企業の体質自体を変える核心技術であるため、韓国がAI3大強国に跳躍するためには、各産業ドメインの専門性にAIを融合することが何より重要だ」とし、「今日、3省庁間のMoU締結を契機に、今後の支援出て行く」と明らかにした。

韩国产业通商资源部长官金正宽表示：“人工智能转型是克服我国产业面临的诸多危机（例如人口减少、生产力停滞以及中国对技术的追求）的唯一出路。”他强调：“为了在这场生存之战中脱颖而出，我们必须将人工智能、数据和制造基地紧密连接起来，充分发挥自身优势，实现制造业的技术创新和进步。”他还表示：“产业通商资源部将与相关部委和国家人工智能战略委员会密切沟通合作，推进有机且高效的制造业人工智能政策。”
国家人工智能战略委员会常任副主席林文荣表示：“人工智能是一项核心技术，它将彻底改变我们企业的构成。因此，为了使我国跻身世界三大人工智能强国之列，最重要的是将人工智能与各产业领域的专业知识相结合。” 他补充道：“今天三个部门签署的谅解备忘录为我们提供了一个契机，未来我们将在委员会下成立一个制造业工作组，专注于支持基于人工智能的产业转型。”

Le ministère des PME et des Start-ups, le ministère des Sciences et des TIC et le ministère du Commerce, de l'Industrie et de l'Énergie ont signé un accord commercial visant à étendre AX à tous les secteurs d'activité.
Le ministère des PME et des Startups (ministre Han Sung-sook, ci-après dénommé « MSIT ») , le ministère des Sciences et des TIC (vice-Premier ministre et ministre Bae Kyung-hoon, ci-après dénommé « MSIT ») et le ministère du Commerce, de l'Industrie et de l'Énergie (ministre Kim Jeong-kwan, ci-après dénommé « MOTIE ») ont annoncé le mercredi 15 octobre qu'ils signeraient un accord commercial visant à étendre AX à d'autres secteurs d'activité dans la salle de conférence du Conseil consultatif national des sciences et des technologies (Jongno-gu, Séoul).
Les progrès rapides et récents de l'intelligence artificielle (IA) instaurent un nouveau paradigme dans tous les secteurs d'activité, et son adoption en milieu industriel est devenue une nécessité, et non plus une option. Il est primordial d'appliquer et d'utiliser l'IA dans des secteurs tels que la production manufacturière afin de créer de la valeur ajoutée et de garantir la compétitivité nationale et des entreprises. Cependant, l'adoption et l'utilisation de l'IA sur le terrain restent faibles par rapport aux capacités de l'industrie, ce qui exige un rôle plus proactif de la part des pouvoirs publics. Forts de ce constat, le ministère des PME et des Startups, le ministère des Sciences et des TIC et le ministère du Commerce, de l'Industrie et de l'Énergie – ministères clés pour la production manufacturière et l'IA industrielle – ont signé un protocole d'accord afin d'intégrer leurs expertises et leurs compétences et de soutenir pleinement le développement réussi de l'IA dans tous les secteurs grâce à des politiques coordonnées.
Les principaux axes de coopération sont les suivants : ▲ Renforcer les capacités en matière d’intelligence artificielle et intégrer les technologies clés dans tous les secteurs ; ▲ Soutenir la commercialisation des technologies d’IA et le développement de technologies d’intelligence artificielle adaptées aux besoins spécifiques des entreprises, startups, PME et ETI ; ▲ Contribuer à la création d’un écosystème d’intelligence artificielle centré sur les industries régionales clés ; et ▲ Appuyer activement la mise en œuvre des projets nationaux liés à l’IA. Par ailleurs, le gouvernement prévoit une collaboration étroite afin d’obtenir des résultats concrets pour les régions, le secteur et le public, notamment en favorisant les échanges technologiques entre experts de l’industrie, du monde universitaire et des instituts de recherche de chaque ministère.
Grâce à cet accord, les trois ministères mettront en place un système de soutien complet pour l'intelligence artificielle (IA) dans tous les secteurs d'activité. Cette collaboration interministérielle, qui couvre l'acquisition des technologies clés d'IA, leur application industrielle et leur déploiement auprès des startups et des PME, devrait accélérer l'adoption de l'IA dans tous les secteurs et jeter les bases de son utilisation, indépendamment de la région ou de la taille de l'entreprise.
La ministre des PME et des Start-ups, Han Seong-sook, a déclaré : « À l'ère de la transformation par l'IA, qui bouleverse en profondeur le paysage industriel et commercial, les petites et moyennes entreprises et les dirigeants de petites entreprises se trouvent dans une situation de plus en plus critique et auront du mal à survivre s'ils ne recourent pas à l'IA. » Elle a ajouté : « Cette cérémonie de signature d'accord, organisée conjointement par trois ministères, offrira aux entreprises et aux startups spécialisées en IA une occasion unique de saisir de nouvelles opportunités de croissance, et aux PME et aux dirigeants de petites entreprises de garantir leur compétitivité future en leur permettant d'utiliser les infrastructures gouvernementales et l'expertise technologique des grandes entreprises en matière d'IA. »
Le vice-Premier ministre et ministre des Sciences et des TIC, Baek Kyung-hoon, a déclaré : « La transformation par l’IA n’est pas une simple innovation technologique ; c’est une stratégie de survie nationale qui détermine la compétitivité et la prospérité future du pays. » Il a ajouté : « Nous devons intégrer l’IA à nos atouts industriels pour acquérir une expertise technologique qui attirera l’attention du monde entier. À cette fin, les trois ministères travailleront de concert pour mettre en œuvre des politiques cohérentes. » Il a également souligné : « Le ministère des Sciences et des TIC encouragera la mise en place et l’internalisation des compétences fondamentales en IA afin d’accélérer le déploiement de l’IA », et « Cet accord commercial constituera un tournant majeur qui favorisera la diffusion de l’IA dans tous les secteurs d’activité grâce à des technologies et infrastructures d’IA essentielles, et ouvrira de nouveaux marchés internationaux en collaboration avec les jeunes entreprises spécialisées en IA. »
Le ministre du Commerce, de l'Industrie et de l'Énergie, Kim Jeong-kwan, a déclaré : « La transformation par l'IA est la seule solution pour surmonter les crises auxquelles notre industrie est confrontée, telles que le déclin démographique, la stagnation de la productivité et le retard technologique de la Chine. » Il a souligné : « Pour survivre dans cette course effrénée à la rapidité, nous devons étroitement intégrer l'IA, les données et les sites de production, et tirer parti de nos atouts pour parvenir à l'innovation technologique et au progrès de l'industrie manufacturière. » Il a également affirmé : « Le ministère du Commerce, de l'Industrie et de l'Énergie communiquera et coopérera étroitement avec les ministères concernés et le Comité national de la stratégie en matière d'IA afin de promouvoir une politique de transformation numérique (IA) intégrée et hautement efficace dans le secteur manufacturier. »
Lim Moon-young, vice-président du Comité national de stratégie en intelligence artificielle, a déclaré : « L’IA est une technologie fondamentale qui transformera en profondeur nos entreprises. Pour que notre pays puisse se hisser parmi les trois premières puissances mondiales en IA, il est essentiel d’intégrer l’IA à l’expertise de chaque secteur industriel. » Il a ajouté : « La signature aujourd’hui d’un protocole d’accord entre les trois ministères nous offre l’opportunité de créer prochainement, au sein du comité, un groupe de travail sur la production industrielle afin de soutenir la transformation industrielle par l’IA. »
