한국인공지능·소프트웨어산업협회(KOSA)는 산업통상자원부와 한국산업기술진흥원의 지원을 받아 ‘인공지능(AI)산업 인적자원개발협의체(SC)’ 구성을 완료하고 본격 운영에 들어갔다고 23일 밝혔다.
산업별 인적자원개발협의체(Sector Council, SC)는 산업발전법에 근거한 산업계 주도의 민간 협의기구로, 업종 단체, 대표기업, 학계, 연구기관, 노동조합 등으로 구성된다. 이 협의체는 산업별 인력 수요 발굴, 교육훈련 수요 분석, 직무표준 및 자격 기준 개발 등 인적자원 정책의 핵심 기능을 수행한다.
현재 약 20개 산업별 협의체가 운영 중이며, KOSA는 2025년 8월 산업통상자원부로부터 AI 산업 인적자원개발협의체 운영기관으로 지정됐다. 이번 협의체에는 이스트소프트, 솔트룩스, 메가존클라우드, 퓨리오사에이아이, 업스테이지, SK AX, 광주과학기술원(GIST), 소프트웨어중심대학협의회, 소프트웨어정책연구소(SPRI) 등 30여 개 기업 및 기관이 참여한다.
협의체는 AI 산업 실태조사, 산업 수요 기반 AI 교육 프로그램 개발, AI 자격 제도 개발 및 확산, 중소기업 AI 인재 채용 지원, 민·관·연 인적자원 거버넌스 구축 등을 주요 과제로 추진하며, AI·AX 시대를 선도할 산업 혁신형 인재 양성 허브로 자리매김할 계획이다.
지난 10월 15일에는 사업 본격화를 위한 제1차 운영위원회가 개최됐다. 서성일 KOSA 상근부회장은 “산업 현장 수요와 정부 정책의 긴밀한 연계가 혁신의 핵심”이라며 “실태조사부터 교육, 자격 제도, 중소기업 인재 지원까지 산업 수요가 정책에 반영될 수 있도록 노력하겠다”고 말했다.

The Korea Artificial Intelligence and Software Industry Association (KOSA) announced on the 23rd that it has completed the formation of the 'Artificial Intelligence (AI) Industry Human Resource Development Council (SC)' with support from the Ministry of Trade, Industry and Energy and the Korea Institute for Advancement of Technology and has begun full-scale operation.
The Sector Council (SC) is an industry-led, private consultative body established under the Industrial Development Act. It comprises industry associations, leading companies, academia, research institutes, and labor unions. These councils perform core human resources policy functions, including identifying industry-specific workforce needs, analyzing training needs, and developing job standards and qualification criteria.
Currently, approximately 20 industry-specific councils are in operation, and KOSA was designated by the Ministry of Trade, Industry and Energy as the operating body for the AI Industry Human Resource Development Council in August 2025. This council includes approximately 30 companies and organizations, including Eastsoft, Saltlux, Megazone Cloud, Furiosa AI, Upstage, SK AX, Gwangju Institute of Science and Technology (GIST), the Software-Oriented University Council, and the Software Policy and Research Institute (SPRI).
The council will pursue key tasks such as conducting an AI industry survey, developing AI education programs based on industry demand, developing and expanding an AI qualification system, supporting the recruitment of AI talent for small and medium-sized enterprises, and establishing a public-private-research human resource governance system. The council plans to establish itself as a hub for fostering innovative industry talent to lead the AI and AX era.
On October 15th, the first Steering Committee meeting was held to launch the project in earnest. KOSA Executive Vice President Seo Seong-il stated, "Close linkage between industrial demand and government policy is key to innovation." He added, "We will strive to ensure that industrial demand is reflected in policy, from field surveys to education, qualification systems, and support for SME talent."

韓国人工知能・ソフトウェア産業協会（ＫＯＳＡ）は産業通商資源部と韓国産業技術振興院の支援を受け、「人工知能（ＡＩ）産業人的資源開発協議体（ＳＣ）」構成を完了して本格運営に入ったと２３日明らかにした。
産業別人的資源開発協議体(Sector Council, SC)は産業発展法に基づく産業界主導の民間協議機構で、業種団体、代表企業、学界、研究機関、労働組合などで構成される。この協議体は、産業別人材需要発掘、教育訓練需要分析、職務標準及び資格基準の開発など、人的資源政策の核心機能を遂行する。
現在、約20の産業別協議体が運営中であり、KOSAは2025年8月産業通商資源部からAI産業人的資源開発協議体運営機関に指定された。今回の協議体には、イーストソフト、ソルトルクス、メガゾーンクラウド、フューリオサイエイ、アップステージ、SK AX、光州科学技術院(GIST)、ソフトウェア中心大学協議会、ソフトウェア政策研究所(SPRI)など30社以上の企業および機関が参加する。
協議体は、AI産業実態調査、産業需要基盤AI教育プログラムの開発、AI資格制度の開発及び拡散、中小企業AI人材採用支援、民・官・連人的資源ガバナンス構築などを主要課題として推進し、AI・AX時代を先導する産業革新型人材養成ハブとして位置づける計画。
去る10月15日には事業本格化のための第1次運営委員会が開催された。ソ・ソンイルKOSA常勤副会長は「産業現場需要と政府政策の緊密な連携が革新の核心」とし「実態調査から教育、資格制度、中小企業人材支援まで産業需要が政策に反映されるように努力する」と話した。

韩国人工智能及软件产业协会（KOSA） 23日宣布，在产业通商资源部和韩国技术振兴院的支持下，完成了“人工智能（AI）产业人力资源开发委员会（SC）”的组建，并开始正式运营。
行业委员会（SC）是根据《工业发展法》成立的行业主导的私人咨询机构。其成员包括行业协会、龙头企业、学术机构、研究机构和工会。这些委员会履行核心人力资源政策职能，包括确定特定行业的劳动力需求、分析培训需求以及制定工作标准和资格要求。
目前，大约有20个行业特定理事会正在运作，KOSA于2025年8月被产业通商资源部指定为AI产业人才开发理事会的运营机构。该理事会包括Eastsoft、Saltlux、Megazone Cloud、Furiosa AI、Upstage、SK AX、光州科学技术院（GIST）、软件导向大学理事会、软件政策与研究机构（SPRI）等约30家公司和组织。
该委员会将开展人工智能产业调查、根据产业需求开发人工智能教育项目、开发和扩展人工智能资格认证体系、支持中小企业招聘人工智能人才、建立官民研合一的人才管理体系等重点任务，致力于成为引领人工智能和AX时代的创新产业人才培养中心。
10月15日，首次指导委员会会议召开，正式启动该项目。KOSA执行副总裁徐成日表示：“产业需求与政府政策的紧密结合是创新的关键。” 他补充道：“我们将努力确保产业需求在政策中得到体现，从实地调研到教育、资格认证制度以及中小企业人才支持等，都应得到切实的体现。”

L'Association coréenne de l'industrie de l'intelligence artificielle et du logiciel a lancé le Conseil de développement des ressources humaines de l'industrie de l'IA.
L'Association coréenne de l'industrie de l'intelligence artificielle et du logiciel (KOSA) a annoncé le 23 qu'elle avait achevé la formation du « Conseil de développement des ressources humaines de l'industrie de l'intelligence artificielle (IA) (SC) » avec le soutien du ministère du Commerce, de l'Industrie et de l'Énergie et de l'Institut coréen pour l'avancement de la technologie et qu'elle avait commencé ses opérations à grande échelle.
Le Conseil sectoriel (CS) est un organisme consultatif privé, dirigé par l'industrie, créé en vertu de la Loi sur le développement industriel. Il regroupe des associations sectorielles, des entreprises de premier plan, des universités, des instituts de recherche et des syndicats. Ces conseils remplissent des fonctions essentielles en matière de politiques de ressources humaines, notamment l'identification des besoins en main-d'œuvre sectoriels, l'analyse des besoins de formation et l'élaboration de normes d'emploi et de critères de qualification.
Actuellement, environ 20 conseils sectoriels sont en activité et KOSA a été désigné par le ministère du Commerce, de l'Industrie et de l'Énergie comme organisme opérationnel du Conseil de développement des ressources humaines de l'industrie de l'IA en août 2025. Ce conseil comprend environ 30 entreprises et organisations, dont Eastsoft, Saltlux, Megazone Cloud, Furiosa AI, Upstage, SK AX, l'Institut des sciences et technologies de Gwangju (GIST), le Conseil de l'université orientée logiciel et l'Institut de politique et de recherche sur les logiciels (SPRI).
Le conseil s'acquittera de missions clés telles que la réalisation d'une enquête sur le secteur de l'IA, l'élaboration de programmes de formation en IA adaptés à la demande du secteur, le développement et l'expansion d'un système de qualification en IA, le soutien au recrutement de talents en IA pour les PME et la mise en place d'un système de gouvernance des ressources humaines public-privé en recherche. Le conseil entend devenir un pôle de promotion des talents innovants du secteur pour mener l'ère de l'IA et de l'AX.
Le 15 octobre, la première réunion du comité de pilotage a marqué le lancement officiel du projet. Seo Seong-il, vice-président exécutif de KOSA, a déclaré : « Un lien étroit entre la demande industrielle et les politiques gouvernementales est essentiel à l’innovation. » Il a ajouté : « Nous veillerons à ce que la demande industrielle soit prise en compte dans les politiques, des enquêtes de terrain à l’éducation, en passant par les systèmes de qualification et le soutien aux talents des PME. »
