기술보증기금(이사장 김종호, 이하 ‘기보’)은 첨단기술기업의 성장 지원과 국가 전략산업 기반 강화를 위해 ‘연구소기업 및 첨단기술기업에 대한 우대보증’을 시행했다고 28일(화) 밝혔다.
이번 우대보증은 기존 연구소기업에 한정됐던 지원대상을 첨단기술기업까지 확대함으로써, 기술혁신 역량이 높은 기업이 자생적으로 성장할 수 있는 금융지원 기반을 강화하기 위해 마련됐다.
기보는 우대보증을 통해 ▲기술사업평가등급에 따른 보증한도 차등 적용(최대 20억원) ▲보증비율 상향(최대 100%) ▲보증료 감면(최대 0.5%p) 등의 혜택을 제공해 우수 기술기업의 원활한 자금조달과 금융비용 부담 완화를 적극 지원할 예정이다.
지원대상은 연구소기업 및 첨단기술기업이다. 첨단기술기업은 「연구개발특구의 육성에 관한 특별법」에 따라 과학기술정보통신부 장관이 지정한 기업으로, 연구개발특구 입주기업 중 정보통신기술, 생명공학기술, 나노기술 등 기술집약도가 높고 기술혁신속도가 빠른 기술분야의 제품을 생산·판매하는 기업이다.
기보는 이번 제도 시행을 통해 첨단기술기업의 연구개발과 기술사업화를 촉진하고, 첨단기술 분야의 신산업 창출과 국가 전략산업의 경쟁력 제고에 기여할 것으로 기대하고 있다.
김종호 기보 이사장은 “기술혁신을 선도하는 첨단기술기업의 성장은 곧 국가 기술경쟁력의 원천”이라며, “기보는 앞으로도 우수 기술기업을 발굴하고 맞춤형 금융지원을 강화해 혁신기술기업의 글로벌 진출과 지속 성장을 적극 지원하겠다”고 밝혔다.

Kibo expands support to include advanced technology companies, launching "Preferential Guarantees for Research Institutes and Advanced Technology Companies."
The Korea Technology Finance Corporation (Korea Technology Finance Corporation, Chairman Kim Jong-ho, hereinafter referred to as “KIBO”) announced on Tuesday the 28th that it has implemented “Preferential Guarantees for Research Institutes and Advanced Technology Companies” to support the growth of advanced technology companies and strengthen the national strategic industrial foundation.
This preferential guarantee was established to strengthen the financial support base for companies with high technological innovation capabilities to grow independently by expanding the scope of support from existing research institutes to include advanced technology companies.
Through preferential guarantees, Kibo will actively support smooth financing and alleviate the financial burden of excellent technology companies by providing benefits such as ▲differentiated guarantee limit application according to technology business evaluation grade (up to KRW 2 billion), ▲increased guarantee ratio (up to 100%), and ▲reduction of guarantee fee (up to 0.5%p).
Eligible for support are research institutes and advanced technology companies. Advanced technology companies are designated by the Minister of Science and ICT pursuant to the Special Act on the Promotion of Research and Development Special Zones. They are companies located in special research and development zones that produce and sell products in fields with high technology intensity and rapid technological innovation, such as information and communication technology, biotechnology, and nanotechnology.
Kibo expects that the implementation of this system will promote research and development and technology commercialization by advanced technology companies, contribute to the creation of new industries in the advanced technology field, and enhance the competitiveness of national strategic industries.
Kim Jong-ho, Chairman of Kibo, said, “The growth of cutting-edge technology companies that lead technological innovation is the source of our nation’s technological competitiveness,” and added, “Going forward, Kibo will actively support the global expansion and sustainable growth of innovative technology companies by discovering excellent technology companies and strengthening customized financial support.”

記事、先端技術企業まで支援拡大…「研究小企業-先端技術企業優遇保証」施行
技術保証基金（理事長キム・ジョンホ、以下「起報」）は、先端技術企業の成長支援と国家戦略産業基盤強化のために「研究小企業および先端技術企業に対する優遇保証」を施行したと28日（火）明らかにした。
今回の優遇保証は、既存の研究所企業に限られた支援対象を先端技術企業まで拡大することで、技術革新力量の高い企業が自生的に成長できる金融支援基盤を強化するために設けられた。
ギボは優遇保証を通じて、▲技術事業評価等級による保証限度差等適用(最大20億ウォン)
支援対象は研究所企業及び先端技術企業である。先端技術企業は「研究開発特区の育成に関する特別法」により科学技術情報通信部長官が指定した企業で、研究開発特区入居企業のうち情報通信技術、バイオテクノロジー、ナノ技術など技術集約度が高く技術革新速度が速い技術分野の製品を生産・販売する企業だ。
起報は今回の制度施行を通じて先端技術企業の研究開発と技術事業化を促進し、先端技術分野の新産業創出と国家戦略産業の競争力向上に寄与すると期待している。
キム・ジョンホ記者理事長は「技術革新を先導する先端技術企業の成長はまもなく国家技術競争力の源泉」とし、「記事は今後も優秀技術企業を発掘し、カスタマイズ型金融支援を強化して革新技術企業のグローバル進出と持続成長を積極的に支援する」と明らかにした。

韩国科技金融公司（韩国科技金融公司，董事长金钟浩，以下简称“KIBO”）于28日星期二宣布，已实施“科研院所和先进技术公司优惠担保”，以支持先进技术公司的发展，并加强国家战略产业基础。
设立这项优惠担保的目的是为了加强对具有高技术创新能力的企业自主发展的财政支持基础，将现有研究机构的支持范围扩大到包括先进技术企业。
Kibo 将通过优惠担保积极支持优秀科技公司的顺利融资，并减轻其财务负担，具体措施包括：▲根据技术业务评估等级差异化地适用担保限额（最高可达 20 亿韩元），▲提高担保比例（最高可达 100%），以及▲降低担保费（最高可达 0.5%）。
研究机构和先进技术公司符合资助条件。先进技术公司由科学和信息通信技术部长根据《促进研发特区特别法》指定。这些公司位于特殊研发区内，生产和销售信息通信技术、生物技术和纳米技术等技术密集度高、技术创新速度快的领域的产品。

Kibo étend son soutien aux entreprises de technologies de pointe en lançant des « garanties préférentielles pour les instituts de recherche et les entreprises de technologies de pointe ».
La Korea Technology Finance Corporation (Korea Technology Finance Corporation, président Kim Jong-ho, ci-après dénommée « KIBO ») a annoncé mardi 28 qu'elle avait mis en œuvre des « garanties préférentielles pour les instituts de recherche et les entreprises de haute technologie » afin de soutenir la croissance des entreprises de haute technologie et de renforcer les fondements industriels stratégiques nationaux.
Cette garantie préférentielle a été mise en place pour renforcer le soutien financier apporté aux entreprises dotées de fortes capacités d'innovation technologique afin de leur permettre de se développer de manière indépendante, en élargissant le champ d'application du soutien des instituts de recherche existants aux entreprises de technologies de pointe.
Grâce à des garanties préférentielles, Kibo soutiendra activement le financement et allègera le fardeau financier des excellentes entreprises technologiques en offrant des avantages tels que ▲une application de limite de garantie différenciée selon le niveau d'évaluation de l'entreprise technologique (jusqu'à 2 milliards de KRW), ▲un ratio de garantie accru (jusqu'à 100 %) et ▲une réduction des frais de garantie (jusqu'à 0,5 %p).
Les instituts de recherche et les entreprises de haute technologie sont éligibles à ce soutien. Ces dernières sont désignées par le ministre des Sciences et des TIC en vertu de la loi spéciale relative à la promotion des zones spéciales de recherche et développement. Il s'agit d'entreprises implantées dans des zones spéciales de recherche et développement qui produisent et commercialisent des produits dans des domaines à forte intensité technologique et à innovation technologique rapide, tels que les technologies de l'information et de la communication, les biotechnologies et les nanotechnologies.
Kibo prévoit que la mise en œuvre de ce système favorisera la recherche et le développement ainsi que la commercialisation des technologies par les entreprises de haute technologie, contribuera à la création de nouvelles industries dans le domaine des technologies de pointe et renforcera la compétitivité des industries stratégiques nationales.
Kim Jong-ho, président de Kibo, a déclaré : « La croissance des entreprises technologiques de pointe qui mènent l'innovation technologique est la source de la compétitivité technologique de notre nation », et a ajouté : « À l'avenir, Kibo soutiendra activement l'expansion mondiale et la croissance durable des entreprises technologiques innovantes en découvrant les entreprises technologiques d'excellence et en renforçant le soutien financier personnalisé. »
