크로스허브는 강원산학융합원의 ‘ISLMP(International Student Lifecycle Management Platform, 외국인 유학생 생애주기 관리 플랫폼)’ 사업 공동사업자로 선정됐다고 밝혔다. 이번 사업은 국토교통부, 법무부, 교육부 등 관계 부처의 규제 샌드박스를 활용해 인구소멸 지역 대학생의 학업과 근로를 병행할 수 있도록 행정 절차를 간소화하는 것을 목표로 하고 있다.
ISLMP 사업은 외국인 유학생의 학업과 근로를 연계한 지역 정착 모델로, 지방 대학·산업체·정부 간 협력 체계를 구축해 인구 감소 문제 해결과 지역경제 활성화를 도모하는 민관 협력 프로젝트다. 현행 「출입국관리법」상 외국인 유학생의 근로시간 제한(주 20시간)과 학제 고정(4년제)으로 인해 지역 정착이 어려운 문제를 개선하고, 불법 근로 문제를 해소하는 데 초점을 맞추고 있다.
이번 사업은 교육부의 ‘Study Korea 300K 프로젝트’와도 연계된다. 해당 프로젝트는 2030년까지 외국인 유학생 30만 명 유치를 목표로 하고 있으며, 인구소멸 지역 지원정책과 지역 특화 인재 양성의 필요성을 강조하고 있다.
크로스허브는 이번 사업의 공동 협력사로 참여해 통신사, 은행, 전국 400여 개 대학이 참여하는 대규모 컨소시엄을 구성할 계획이다. 사업 기간은 총 6년(4년 + 2년)으로, 해당 기간 동안 규제 샌드박스 실증 사업을 추진한다.
강원산학융합원 김환석 원장은 “이번 협약은 글로벌 신원인증 기업인 크로스허브의 기술과 시스템 통합(SI)을 활용하는 모범 사례가 될 것”이라고 말했다.
크로스허브 박정희 부사장은 “ISLMP 사업이 본격 운영되면 외국인 유학생이 온라인으로 신원 인증과 각종 증명 발급을 처리할 수 있게 된다”며 “향후 간편결제 등록, 자격증 취득 및 발급 등으로 서비스 범위를 확대할 계획”이라고 밝혔다. 박 부사장은 “2026년 상반기 강원 지역 대학 5,000명을 시작으로, 하반기 이후 전국적으로 약 26만 명의 이용자가 참여하는 모델로 발전할 것”이라고 전망했다.
강원산학융합원 스마트융합사업단 라상용 단장은 “보안·운용·핀테크 기술력에서 강점을 보유한 크로스허브와 협력해 안정적인 플랫폼을 구축할 계획”이라며 “이번 사업이 규제 완화를 통해 외국인 대상 금융상품 개발을 촉진하고, 인구소멸 지역의 인력 부족 문제 해결에 기여할 것으로 기대된다”고 밝혔다.

Gangwon University-Industry Cooperation Institute and CrossHub Form Consortium for Regulatory Sandbox Project for International Students
CrossHub announced that it has been selected as a joint project partner for the Gangwon Industry-Academia Cooperation Institute 's "ISLMP (International Student Lifecycle Management Platform)" project. This project aims to streamline administrative procedures to enable university students in depopulated areas to balance their studies and work, leveraging regulatory sandboxes from relevant ministries, including the Ministry of Land, Infrastructure and Transport, the Ministry of Justice, and the Ministry of Education.
The ISLMP project is a regional settlement model that links international students' studies and employment opportunities. This public-private partnership aims to address population decline and revitalize the local economy by establishing a collaborative system among local universities, industries, and the government. It focuses on addressing the difficulties international students face in settling in the region due to the current Immigration Control Act's restrictions on working hours (20 hours per week) and fixed school systems (four-year programs), and on addressing the issue of illegal work.
This project is also linked to the Ministry of Education's "Study Korea 300K Project." The project aims to attract 300,000 international students by 2030 and emphasizes the need for policies to support depopulating regions and foster specialized talent in these regions.
CrossHub will participate as a joint partner in this project, forming a large-scale consortium involving telecommunications companies, banks, and approximately 400 universities nationwide. The project will last for a total of six years (four years + two years), during which time a regulatory sandbox pilot project will be implemented.
“This agreement will serve as a model case for utilizing the technology and system integration (SI) of CrossHub, a global identity authentication company,” said Kim Hwan-seok, director of the Gangwon University-Industry Cooperation Institute.
CrossHub Vice President Park Jeong-hee stated, "Once the ISLMP project is fully operational, international students will be able to verify their identity and obtain various certificates online." He added, "We plan to expand the scope of our services to include simple payment registration, certificate acquisition, and issuance." Vice President Park predicted, "Starting with 5,000 students from universities in the Gangwon region in the first half of 2026, we will grow to approximately 260,000 users nationwide in the second half of the year."
“We plan to build a stable platform by collaborating with Crosshub, which has strengths in security, operation, and fintech technologies,” said Sangyong Ra, head of the Smart Convergence Business Unit at the Gangwon University-Industry Convergence Institute. “We expect this project to promote the development of financial products targeting foreigners through deregulation and contribute to solving the problem of labor shortages in depopulated regions.”

L'Institut de coopération université-industrie de Gangwon et CrossHub forment un consortium pour un projet de bac à sable réglementaire destiné aux étudiants internationaux.
CrossHub a annoncé avoir été sélectionné comme partenaire du projet « ISLMP (Plateforme internationale de gestion du cycle de vie des étudiants) » de l’Institut de coopération industrie-université de Gangwon . Ce projet vise à simplifier les procédures administratives pour permettre aux étudiants universitaires des zones défavorisées de concilier études et travail, en s’appuyant sur les dispositifs d’expérimentation réglementaire mis en place par les ministères concernés, notamment le ministère du Territoire, des Infrastructures et des Transports, le ministère de la Justice et le ministère de l’Éducation.
Le projet ISLMP est un modèle d'établissement régional qui met en relation les études des étudiants internationaux et les opportunités d'emploi. Ce partenariat public-privé vise à lutter contre le déclin démographique et à revitaliser l'économie locale en établissant un système de collaboration entre les universités, les entreprises et les pouvoirs publics locaux. Il s'attache à résoudre les difficultés rencontrées par les étudiants internationaux pour s'installer dans la région, difficultés liées aux restrictions de la loi actuelle sur le contrôle de l'immigration concernant le temps de travail (20 heures par semaine) et la durée fixe des cursus scolaires (programmes de quatre ans), ainsi qu'à lutter contre le travail illégal.
Ce projet est également lié au projet « Étudier la Corée 300K » du ministère de l’Éducation. Ce projet vise à attirer 300 000 étudiants internationaux d’ici 2030 et souligne la nécessité de politiques de soutien aux régions en déclin démographique et de développement des talents spécialisés dans ces régions.
CrossHub participera à ce projet en tant que partenaire, formant un vaste consortium regroupant des entreprises de télécommunications, des banques et environ 400 universités à travers le pays. Le projet s'étendra sur six ans (quatre ans et deux ans), période durant laquelle un projet pilote de bac à sable réglementaire sera mis en œuvre.
« Cet accord servira de modèle pour l’utilisation de la technologie et de l’intégration des systèmes (IS) de CrossHub, une société mondiale d’authentification d’identité », a déclaré Kim Hwan-seok, directeur de l’Institut de coopération université-industrie de Gangwon.
Le vice-président de CrossHub, Park Jeong-hee, a déclaré : « Une fois le projet ISLMP pleinement opérationnel, les étudiants internationaux pourront vérifier leur identité et obtenir divers certificats en ligne. » Il a ajouté : « Nous prévoyons d’étendre nos services pour inclure l’inscription simplifiée, l’obtention et la délivrance de certificats. » Le vice-président Park a prédit : « Avec 5 000 étudiants d’universités de la région de Gangwon au premier semestre 2026, nous devrions atteindre environ 260 000 utilisateurs à l’échelle nationale au second semestre. »
« Nous prévoyons de bâtir une plateforme stable en collaborant avec Crosshub, entreprise reconnue pour son expertise en matière de sécurité, d'exploitation et de technologies financières », a déclaré Sangyong Ra, responsable de l'unité commerciale Convergence intelligente à l'Institut de convergence université-industrie de Gangwon. « Nous espérons que ce projet favorisera le développement de produits financiers destinés aux étrangers grâce à la déréglementation et contribuera à résoudre le problème de la pénurie de main-d'œuvre dans les régions dépeuplées. »
