코리아스타트업포럼(의장 한상우, 이하 코스포)은 지난 10일 글로벌 스타트업 페스티벌 ‘컴업(COMEUP) 2025’ 현장에서 미국 ACT(앱 협회, The App Association)와 글로벌 스타트업 및 소규모 테크 기업 간 협력 강화를 위한 업무협약(MOU)을 체결했다고 23일 밝혔다.
이번 협약은 국내 스타트업이 글로벌 정책 환경과 해외 스타트업 커뮤니티에 보다 적극적으로 참여할 수 있는 협력 기반을 마련하고, 스타트업 친화적인 글로벌 생태계 조성 방안을 공동으로 모색하기 위해 추진됐다.
협약에 따라 양 기관은 디지털 경제 분야의 정책 및 제도 개선을 위한 협력을 강화하고, 정책 결정자와 스타트업을 연결하는 공동 프로그램을 추진할 계획이다. 또한 코스포와 ACT 회원사 간 글로벌 네트워크 및 비즈니스 협력을 단계적으로 확대해 나간다는 방침이다.
ACT는 전 세계 앱 기반 스타트업과 소규모 기술 기업을 대표하는 글로벌 협회로, 정책 및 규제 대응과 글로벌 네트워크 구축을 통해 디지털 혁신 생태계를 지원하고 있다. 이번 협약으로 코스포의 약 2,600개 회원사는 ACT의 글로벌 스타트업 커뮤니티에 참여할 수 있는 기회를 확보하게 됐으며, 글로벌 정책 동향 공유와 해외 스타트업과의 교류, 디지털 경제 관련 논의 참여 등 실질적인 글로벌 연계가 기대된다.
컴업 2025에서 ‘스타트업의 세계화 속 정책의 중요성’을 주제로 연사로 참여한 모건 리드 ACT 의장은 스타트업과 소규모 테크 기업의 역할을 강조하며, 코스포와의 협력을 통해 교육 확대와 정책 참여 기회, 글로벌 교류를 넓혀가겠다는 뜻을 밝혔다.
최지영 코리아스타트업포럼 상임이사는 이번 협약이 국내 스타트업의 글로벌 정책 이해도 제고와 네트워크 확장에 의미 있는 계기가 될 것이라며, 해외 진출 과정에서 요구되는 현지 규제 및 정책 대응 역량을 강화해 글로벌 시장에서의 지속 가능한 성장을 지원하겠다고 말했다.

Korea Startup Forum Signs MOU with US ACT
The Korea Startup Forum (Chairman Sangwoo Han, hereinafter referred to as KOSPO) announced on the 23rd that it signed a memorandum of understanding (MOU) with the US ACT (The App Association) at the global startup festival 'COMEUP 2025' on the 10th to strengthen cooperation between global startups and small tech companies.
This agreement was pursued to establish a cooperative foundation for domestic startups to more actively participate in the global policy environment and overseas startup communities, and to jointly explore ways to create a startup-friendly global ecosystem.
Under the agreement, the two organizations will strengthen cooperation to improve policies and systems in the digital economy and pursue joint programs connecting policymakers and startups. They also plan to gradually expand the global network and business cooperation between KOSPO and ACT member companies.

This agreement provides KOSPO's approximately 2,600 member companies with the opportunity to join ACT's global startup community. This partnership is expected to foster practical global connections, including sharing global policy trends, networking with overseas startups, and participating in discussions related to the digital economy.
Morgan Reed, Chairman of ACT, who spoke at ComeUp 2025 on the topic of “The Importance of Policy in the Globalization of Startups,” emphasized the role of startups and small tech companies and expressed his intention to expand education, policy participation opportunities, and global exchange through cooperation with COSPO.
Choi Ji-young, Executive Director of the Korea Startup Forum, said that this agreement will be a meaningful opportunity for domestic startups to improve their understanding of global policies and expand their networks, and that she will support sustainable growth in the global market by strengthening their ability to respond to local regulations and policies required in the process of expanding overseas.

Le Korea Startup Forum signe un protocole d'accord avec l'US ACT
Le Korea Startup Forum (présidé par Sangwoo Han, ci-après dénommé KOSPO) a annoncé le 23 avoir signé un protocole d'accord avec l'ACT (The App Association) américaine lors du festival mondial des startups « COMEUP 2025 » le 10 afin de renforcer la coopération entre les startups mondiales et les petites entreprises technologiques.
Cet accord visait à établir une base de coopération permettant aux jeunes entreprises nationales de participer plus activement à l'environnement politique mondial et aux communautés de jeunes entreprises à l'étranger, et d'explorer conjointement des moyens de créer un écosystème mondial favorable aux jeunes entreprises.
Aux termes de cet accord, les deux organisations renforceront leur coopération afin d'améliorer les politiques et les systèmes de l'économie numérique et mettront en œuvre des programmes conjoints reliant les décideurs politiques et les jeunes entreprises. Elles prévoient également d'étendre progressivement le réseau mondial et la coopération commerciale entre KOSPO et les entreprises membres d'ACT.
ACT, une association mondiale représentant les startups d'applications et les petites entreprises technologiques du monde entier, soutient l'écosystème de l'innovation numérique en abordant les questions politiques et réglementaires et en développant un réseau international. Cet accord offre aux quelque 2 600 entreprises membres de KOSPO l'opportunité de rejoindre la communauté mondiale de startups d'ACT. Ce partenariat devrait favoriser des échanges concrets à l'échelle internationale, notamment le partage des tendances politiques mondiales, la mise en relation avec des startups étrangères et la participation à des discussions relatives à l'économie numérique.
