중소벤처기업부(장관 오영주, 이하 중기부)는 ’25년 신설한 ‘지역혁신 선도기업육성(R&D)’사업에 참여할 중소기업을 모집한다고 밝혔다.
‘지역혁신선도기업육성(R&D)’ 사업은 비수도권 중소기업의 혁신성장을 촉진하고 지역 균형발전을 도모하기 위한 기술개발을 지원하는 사업으로, 지역과 함께 다년간 준비·기획 후 예비타당성검토 면제, 과기부의 적정성검토를 거쳐 사업을 시행하게 됐다.
그간 ‘지역특화산업육성+(R&D)’를 통해 비수도권 주력산업에 영위하는 중소기업을 대상으로 기술개발을 지원하였으며, 금년부터는 동 사업을 통해 지역중소기업의 혁신성장을 지원할 계획이다.
비수도권 주력산업을 중심으로 기술혁신을 지원하는 체계는 계승하되, 지원 성과 극대화를 위해 국가전략기술 등과 연계한 핵심품목 지정, 지역간 경쟁 도입, 산학연 협력 중심 및 사업화 집중 연계 등 지원 방식과 내용을 변경했다.
지원 대상 품목은 지역기업의 수요를 기반으로 지역과 중앙이 협력하여 지정하였으며, ‘25년에는 342개의 품목을 공고하고 최종 111개 과제를 지원할 예정이다.
선행사업에서는 예산을 지역간 거의 균등하게 배분하였으나, 동 사업은 품목을 개발할 중소기업 등을 전국단위 경쟁을 통해 선발하고 그에 따라 국비와 지방비를 매칭하여 지원한다.
중소기업이 기술개발을 자체 역량만으로 추진하는데 어려운점을 고려하여 대학·연구소 등과 협업할 수 있도록 컨소시엄형 과제를 중심으로 지원하고, 연구개발이 사업화 및 실질적인 매출과 성장으로 이어질 수 있도록 지역특화프로젝트 ‘레전드 50+’를 긴밀히 연계하여 지원할 예정이다.
구체적인 사업구성은 산·학·연 컨소시엄을 대상으로 하는 ‘주력산업생태계구축’과 개별 중소기업 중심의 ‘지역기업 역량강화’로 구분했다.
주력산업생태계구축은 혁신성·성장성을 갖춘 (예비)선도기업을 중심으로 공급망 내 중소기업간 협업 및 산학협력 기술혁신을 위해 2년간 최대 14억원을 지원한다.
지역기업역량강화는 성장잠재력을 보유한 중소기업을 대상으로 기업의 혁신역량을 강화하여 (예비)선도기업으로의 성장을 촉진하기 위해 2년간 최대 4억원을 지원한다.
주력산업을 영위하는 중소기업 중 일정 수준의 매출액 이상이면서 기술개발(R&D) 집약도 1% 이상 또는 기업부설연구소를 보유하고 있는 기업이면 참여가 가능하다.
