기술보증기금(이하 ‘기보’)은 중소벤처기업의 R&D 사업화 성과 창출을 촉진하기 위해 인증·실증형 R&D 특례보증을 신설해 시행한다고 23일(금) 밝혔다.
이번 특례보증은 중소벤처기업부의「중소기업 기술혁신개발사업」중 ‘인증·실증달성형 과제’에 선정된 수행기업이 연구개발 과제를 성공적으로 마무리하고, 후속 사업화를 신속히 추진할 수 있도록 지원하기 위해 도입됐다.
인증·실증달성형 과제는 R&D 수행기업이 자체 자금을 활용해 먼저 객관적인 인증·실증 달성을 목표로 연구개발을 수행한 뒤, 그 성과에 따라 정부가 출연금으로 연구개발비를 보전하는 R&D 프로그램이다. 중소벤처기업부는 올해 45개의 인증·실증형 R&D 과제를 선정하여 지원할 예정이다.
기보는 해당 과제를 수행하는 중소기업에 대해 정부지원 연구개발비의 50% 이내에서 최대 3억원까지 특례보증을 지원하며, ▲보증비율 상향(100%) ▲보증료 감면(최대 1.0%p) 등 우대혜택을 제공한다. 이후 지원기업 중 인증·실증 성공 판정을 받은 기업에는 최대 30억원의 후속 사업화자금도 연계 지원할 계획이다.
또한, 기보는 중소기업기술정보진흥원(이하 ‘기정원’), IBK기업은행(이하 ‘은행’)과 민간 주도 중소기업 R&D 확산을 위한 업무협약을 통해 실효성 있는 금융지원을 제공한다. 기정원은 과제 수행기업을 선정해 선지급 출연금 비율을 50%로 확대 지급하고, 은행은 중도상환 수수료 면제를 적용하는 등 기업의 금융비용 부담을 완화한다.
기보는 이번 협업과 특례보증을 통해 R&D 전주기에서 민간 주도의 기술혁신이 확산되고, 중소기업의 기술사업화 성공률이 높아질 것으로 기대하고 있다.
김종호 기보 이사장은 “이번 특례보증은 혁신기업 스스로가 사업화 성과를 극대화 할 수 있도록 연구개발부터 인증·실증, 후속 사업화까지 R&D 전주기를 지원하는 제도”라며, “기보는 앞으로도 유관기관과의 긴밀한 협업을 통해 민간 주도의 맞춤형 R&D 지원체계를 강화하고, 중소벤처기업의 R&D 성과창출을 위해 지속적으로 노력하겠다”고 밝혔다.

Kibo, introduction of special guarantee for R&D based on certification and demonstration
The Korea Technology Finance Corporation (hereinafter referred to as the “KIBO”) announced on Friday the 23rd that it will establish and implement a special R&D guarantee for certification and demonstration purposes in order to promote the creation of R&D commercialization results for small and medium-sized venture companies.
This special guarantee was introduced to support companies selected for the “Certification and Demonstration Achievement Project” among the “SME Technology Innovation Development Project” of the Ministry of SMEs and Startups to successfully complete their research and development projects and quickly pursue follow-up commercialization.
The certification/verification achievement type project is an R&D program in which R&D performing companies use their own funds to first conduct research and development with the goal of achieving objective certification/verification, and then the government compensates for the R&D expenses with subsidies based on the results. The Ministry of SMEs and Startups plans to select and support 45 certification/verification type R&D projects this year.
Kibo will provide special guarantees of up to KRW 300 million, within 50% of the government-supported R&D expenses, to small and medium-sized enterprises carrying out the relevant projects, and will provide preferential benefits such as ▲increased guarantee ratio (100%) and ▲guarantee fee reduction (up to 1.0%p). In addition, it plans to provide follow-up commercialization funds of up to KRW 3 billion to companies that are judged to have been successful in certification and verification among the supported companies.
In addition, KIBO provides effective financial support through a business agreement with the Korea Technology Information Agency for Small and Medium Businesses (hereinafter referred to as the “KIIT”) and IBK Industrial Bank of Korea (hereinafter referred to as the “Bank”) for the expansion of private-sector-led R&D for small and medium-sized businesses. KIIT selects companies that perform projects and increases the ratio of advance payment contributions to 50%, and the bank applies exemption of early repayment fees, thereby easing the financial burden on companies.
Kibo expects that through this collaboration and special guarantee, private-sector-led technological innovation will spread throughout the entire R&D cycle and the success rate of technology commercialization by small and medium-sized enterprises will increase.

棋保、認証・実証型R&D特例保証導入
技術保証基金（以下「起報」）は、中小ベンチャー企業のR&D事業化成果創出を促進するため、認証・実証型R&D特例保証を新設して施行すると23日(金)明らかにした。
今回の特例保証は、中小ベンチャー企業部の「中小企業技術革新開発事業」のうち「認証・実証達成型課題」に選定された遂行企業が研究開発課題を成功裏に終え、後続の事業化を迅速に推進できるよう支援するために導入された。
認証・実証成型課題は、R&D遂行企業が自ら資金を活用し、まず客観的な認証・実証達成を目標に研究開発を行った後、その成果に応じて政府が出演金で研究開発費を保全するR&Dプログラムだ。中小ベンチャー企業部は今年４５の認証・実証型Ｒ＆Ｄ課題を選定して支援する予定だ。
寄報は、当該課題を遂行する中小企業に対し、政府支援研究開発費の50％以内から最大3億ウォンまで特例保証を支援し、▲保証比率上方（100％）▲保証料減免（最大1.0％p）など優遇恩恵を提供する。以後、支援企業のうち認証・実証成功判定を受けた企業には、最大30億ウォンの後続事業化資金も連携支援する計画だ。
また、記事は中小企業技術情報振興院（以下「既定院」）、IBK企業銀行（以下「銀行」）と民間主導中小企業R&D拡散のための業務協約を通じて実効性のある金融支援を提供する。既定院は課題遂行企業を選定し、先払給出年金比率を５０％に拡大支給し、銀行は中途償還手数料免除を適用するなど企業の金融費用負担を緩和する。
起報は今回の協業と特例保証を通じて、R&D全周期で民間主導の技術革新が広がり、中小企業の技術事業化成功率が高まると期待している。

Kibo，引入基于认证和示范的研发特别保障
韩国技术金融公社（以下简称“KIBO”）23日（周五）宣布，为促进中小型风险企业研发成果商业化，将设立并实施认证示范用专项研发担保。
此项特别担保旨在支持入选中小企业技术创新发展项目“中小企业技术创新发展项目”中的“认证示范成果项目”的企业顺利完成研发项目，并迅速实现后续商业化。
认证/验证成果项目是指研发执行企业首先利用自有资金进行研究开发，以实现目标认证/验证为目标，政府根据成果给予研发费用补贴的研发项目。中小企业和初创企业部今年计划遴选并支持45个认证和示范研发项目。
Kibo向实施相关项目的中小企业提供政府资助研发费用50%以内的、最高3亿韩元的特别担保，并提供▲提高担保率（100%）、▲降低担保费（最高1.0%p）等优惠政策。之后，计划对获得支持的企业中，获得认证并验证成功的企业，提供最高30亿韩元的后续商业化资金。
此外，KIBO还通过与韩国中小企业技术振兴院（以下简称“KIBO”）及韩国IBK企业银行（以下简称“银行”）签订业务协议，为扩大民间主导的中小企业研发提供有效的资金支持。韩国开发研究院将选定实施项目的企业，将预付款缴纳比例提高至50%，银行也将通过免除提前还款手续费等方式，减轻企业的财务负担。
Kibo希望通过此次合作和特别保障，让民间主导的技术创新贯穿到整个研发周期，提高中小企业技术商业化的成功率。

Kibo, introduction d'une garantie spéciale pour la R&D basée sur la certification et la démonstration
La Korea Technology Finance Corporation (ci-après dénommée « KIBO ») a annoncé vendredi 23 qu'elle établirait et mettrait en œuvre une garantie spéciale de R&D à des fins de certification et de démonstration afin de promouvoir la création de résultats de commercialisation de R&D pour les petites et moyennes entreprises.
Cette garantie spéciale a été introduite pour aider les entreprises sélectionnées pour le « Projet de certification et de démonstration de réalisation » parmi le « Projet de développement de l'innovation technologique des PME » du Ministère des PME et des Startups à mener à bien leurs projets de recherche et développement et à poursuivre rapidement la commercialisation de suivi.
Le projet de certification/vérification est un programme de R&D dans lequel les entreprises effectuant des travaux de R&D utilisent d'abord leurs propres fonds pour mener des recherches et développements dans le but d'obtenir une certification/vérification objective, puis le gouvernement subventionne les dépenses de R&D en fonction des résultats. Le ministère des PME et des Startups prévoit de sélectionner et de soutenir 45 projets de certification et de démonstration de R&D cette année.
Kibo fournit des garanties spéciales allant jusqu'à 300 millions de KRW, dans la limite de 50 % des dépenses de R&D soutenues par le gouvernement, aux petites et moyennes entreprises réalisant les projets concernés, et offre des avantages préférentiels tels qu'un taux de garantie accru (100 %) et une réduction des frais de garantie (jusqu'à 1,0 %p). Par la suite, nous prévoyons de fournir des fonds de commercialisation de suivi pouvant atteindre 3 milliards de wons aux entreprises qui ont été certifiées et vérifiées comme ayant réussi parmi les entreprises soutenues.
En outre, KIBO fournit un soutien financier efficace grâce à un accord commercial avec l'Agence coréenne d'information technologique pour les petites et moyennes entreprises (ci-après dénommée « KIBO ») et IBK Industrial Bank of Korea (ci-après dénommée la « Banque ») pour développer la R&D dirigée par le secteur privé pour les petites et moyennes entreprises. L'Institut coréen de développement sélectionnera les entreprises qui réalisent des projets et augmentera le ratio des contributions de paiement anticipé à 50 %, et les banques allégeront le fardeau financier des entreprises en exonérant les frais de remboursement anticipé.
Kibo espère que grâce à cette collaboration et à cette garantie spéciale, l'innovation technologique menée par le secteur privé se propagera tout au long du cycle de R&D et que le taux de réussite de la commercialisation de la technologie par les petites et moyennes entreprises augmentera.
