기술보증기금(이하 ‘기보’)은 지난 3월 공고한 ´25년 BIRD 프로그램 대상기업으로 최종 84개 기업을 선정해 1단계(Pre-R&D) 지원을 완료했다고 11일(수) 밝혔다.
BIRD 프로그램은 기보와 중소기업기술정보진흥원(이하 ‘기정원’)이 협업해 중소벤처기업의 R&D 전 과정을 단계별로 연계 지원하는 사업이다. 2023년 도입된 이후 개발과 사업화 단계가 단절되어 성과 창출이 지연되던 기존 R&D 지원 구조를 해소하고, 사업화 성과를 앞당기는 데 기여해왔다.
기보와 기정원은 ▲1단계(Pre-R&D) R&D 기획자금을 기보에서 2억원 보증 지원 ▲2단계(R&D) R&D 수행자금을 기정원에서 최대 5억원 출연금 지원 ▲3단계(Post-R&D) R&D 사업화자금을 기보에서 최대 30억원 보증 지원하는 등 중소벤처기업의 R&D 전주기를 지원한다.
양 기관은 제도 도입 3년차인 올해까지 총 218개 기업에 436억원의 기획자금을 보증하고, 160개 기업에 약 1441억원(예정) 규모의 수행자금을 출연하며, 보증연계투자 20억원 등을 포함해 누적 1900억원 규모의 R&D 자금을 지원하며 사업화 조기성과 창출을 위해 노력해왔다.
특히 기보는 산업적 파급력과 혁신성이 높은 과제를 발굴하고, 기존 보증이력이나 재무 상태에 관계없이 지원해 개발기술이 실제 시장의 성과로 이어질 수 있도록 뒷받침했다. 그 결과, 2024년까지 1단계에 선정된 134개 기업은 지원 후 총 매출액이 845억원(평균 6억 3000만원) 증가하고, 총 고용인원도 752명(평균 5.6명) 늘어나는 등 가시적인 성과를 보였다. 이는 2024년 말 발표한 ‘중소기업 실태조사’ 결과(매출액 3억 3000만원 감소, 고용인원 3명 증가)와 비교해도 뛰어난 성과다.
또한 후속투자 574억원을 유치하고, 코스닥 기술특례 상장 3개 기업(기술성 평과 통과 1개 기업 포함), NET 및 산업포장 등 국내외 수상·인증을 받은 6개 기업을 배출하는 등 개발 수행 단계임에도 불구하고 뚜렷한 혁신성과를 나타내 향후 본격적인 사업화 추진에 따른 더욱 큰 성장이 기대된다.
이번 1단계(Pre-R&D) 선정기업은 전략기술 및 탄소중립 분야 내 매출액 20억원 이상인 기술기업을 대상으로 1차 서면평가, 2차 전문심의위원회, 3차 기술평가 및 보증심사를 거쳐 확정됐다. 총 332개 기업이 신청해 약 4대 1의 경쟁률을 보이며 R&D 전주기 지원에 대한 현장의 높은 수요를 확인할 수 있었다.
선정된 기업들은 인공지능(AI), 바이오, 반도체, 차세대 통신 등 전략기술 분야에 고루 분포해 있으며, 우주항공, 해양로봇, 탄소중립 등 그간 상대적으로 선정 사례가 많지 않았던 분야의 개발 추진기업까지 포함된 점이 눈에 띈다.
한편, 2단계(R&D) 출연금 지원 대상기업은 1단계(Pre-R&D) 선정기업 중 기정원의 선정평가를 거쳐 오는 7월 최종 확정되며, 3단계(Post-R&D) 지원은 2단계 완료기업을 대상으로 추후 별도 일정이 안내될 예정이다.
이재필 기보 이사는 “BIRD 프로그램은 융자와 출연을 유기적으로 연계해 연구개발 성과가 단절 없이 사업화까지 이어지도록 설계된 전주기 통합지원 모델”이라며, “기보는 R&D 사업화금융 전담기관으로서 혁신기술을 보유한 우수 벤처·스타트업의 스케일업 지원을 위해 촘촘하고 실질적인 금융지원 체계를 구축해 나가겠다”고 밝혔다.

Kibo, 84 companies selected for the first stage of the 'BIRD program'
The Korea Technology Finance Corporation (hereinafter referred to as the “KIBO”) announced on Wednesday, the 11th, that it has completed the first stage (Pre-R&D) support by selecting 84 companies as target companies for the ´25-year BIRD program announced in March.
The BIRD program is a project that supports the entire R&D process of small and medium-sized venture companies in stages through collaboration between KIBO and the Korea Technology Information Agency (hereinafter referred to as the “KIDA”). KIBO and KEI support the entire R&D cycle of small and medium-sized venture companies by providing ▲200 million won in guarantee support for Stage 1 (Pre-R&D) R&D planning funds from KIBO, ▲up to 500 million won in contribution support for Stage 2 (R&D) R&D execution funds from KIBO, and ▲up to 3 billion won in guarantee support for Stage 3 (Post-R&D) R&D commercialization funds from KIBO.
The two organizations have guaranteed a total of KRW 43.6 billion in planning funds to 218 companies as of this year, the third year since the introduction of the system, provided approximately KRW 144.1 billion (planned) in performance funds to 160 companies, and provided a total of KRW 190 billion in R&D funds, including KRW 2 billion in guaranteed investment, and have been working to create early commercialization results.
In particular, Kibo has discovered projects with high industrial ripple effects and innovation, and has supported them regardless of existing guarantee history or financial status, so that the development technology can lead to actual market performance. As a result, the 134 companies selected in the first stage by 2024 have shown visible results, such as an increase in total sales of 84.5 billion won (an average of 630 million won) after support, and an increase in total employment of 752 (an average of 5.6 people). This is an outstanding result compared to the results of the 'Small and Medium Business Survey' announced at the end of 2024 (sales decreased by 330 million won, employment increased by 3 people).
In addition, it has attracted 57.4 billion won in follow-up investment, produced 3 companies listed on KOSDAQ with special technology (including 1 company that passed the technology evaluation), and 6 companies that received domestic and international awards and certifications such as NET and industrial packaging, showing clear innovative results despite being in the development stage, and is expected to grow even further as full-scale commercialization proceeds in the future.
This first stage (Pre-R&D) selection company is a technology company with sales of 2 billion won or more in the strategic technology and carbon neutral fields, and was confirmed through the first written evaluation, the second expert review committee, and the third technology evaluation and guarantee review. A total of 332 companies applied, showing a competition rate of about 4 to 1, confirming the high demand in the field for R&D full-cycle support.
The selected companies are evenly distributed across strategic technology fields such as artificial intelligence (AI), bio, semiconductors, and next-generation communications, and it is notable that they include development companies in fields that have had relatively few selections so far, such as aerospace, marine robots, and carbon neutrality.
Meanwhile, the companies eligible for the Phase 2 (R&D) subsidy support will be finalized in July after going through the evaluation of the KIET among the companies selected in Phase 1 (Pre-R&D), and the Phase 3 (Post-R&D) support will be provided to companies that have completed Phase 2, with a separate schedule to be announced later.

技術保証基金（以下「起報」）は去る3月公告した25年BIRDプログラム対象企業として最終84企業を選定して1段階(Pre-R&D)支援を完了したと11日(水)明らかにした。
BIRDプログラムは棋保と中小企業技術情報振興院（以下「基定院」）が協業し、中小ベンチャー企業のR&D全過程を段階別に連携支援する事業だ。 2023年に導入されて以来、開発と事業化の段階が断絶され、成果創出が遅れていた既存のR&D支援構造を解消し、事業化の成果を早めることに寄与してきた。
棋保と既定員は、▲1段階(Pre-R&D)R&D企画資金を棋譜で2億ウォン保証支援▲2段階(R&D) R&D遂行資金を既定員で最大5億ウォン出演金支援▲3段階(Post-R&D)
両機関は、制度導入3年目の今年までに合計218社に436億ウォンの企画資金を保証し、160社に約1441億ウォン（予定）規模の遂行資金を出演し、保証連携投資20億ウォンなどを含めて累積1900億ウォン規模の研究開発資金を支援。
特にギボは産業的波及力と革新性の高い課題を発掘し、既存の保証履歴や財務状態に関係なく支援し、開発技術が実際の市場の成果につながるように裏付けた。その結果、2024年までに第1段階に選ばれた134社は、支援後総売上高が845億ウォン（平均6億3000万ウォン）増加し、総雇用人員も752人（平均5.6人）増えるなど可視的な成果を見せた。これは２０２４年末に発表した「中小企業実態調査」の結果（売上高３億３０００万ウォン減少、雇用人員３人増加）と比較しても優れた成果だ。
また、後続投資574億ウォンを誘致し、コスダック技術特例上場3社（技術性評価と通過1社を含む）、NETおよび産業包装など国内外の受賞・認証を受けた6社を排出するなど、開発遂行段階であるにもかかわらず明確な革新成果を示し、今後の本格的な事業化推進
今回の1段階(Pre-R&D)選定企業は戦略技術及び炭素中立分野内の売上高20億ウォン以上の技術企業を対象に1次書面評価、2次専門審議委員会、3次技術評価及び保証審査を経て確定した。合計332社が申請して約4対1の競争率を見せ、R&D全周期支援に対する現場の高い需要を確認することができた。
選ばれた企業は人工知能（AI）、バイオ、半導体、次世代通信など戦略技術分野に均等に分布しており、宇宙航空、海洋ロボット、炭素中立などこれまで比較的選定事例が多くなかった分野の開発推進企業まで含まれた点が目立つ。
一方、2段階(R&D)出演金支援対象企業は、1段階(Pre-R&D)選定企業のうち、既定院の選定評価を経て7月最終確定され、3段階(Post-R&D)支援は2段階完了企業を対象に、今後別途スケジュールが案内される予定だ。

今年是该制度实施的第三年，截至目前，两机构已向218家企业保证了总计436亿韩元的计划资金，向160家企业提供了约1441亿韩元（计划）的绩效资金，并提供了总计1900亿韩元的研发资金，其中包括20亿韩元的保证投资，并致力于创造早期商业化成果。

入选企业均匀分布在人工智能（AI）、生物、半导体、下一代通信等战略技术领域，值得注意的是，其中包括航空航天、海洋机器人、碳中和等迄今为止入选较少的领域的开发公司。
同时，获得第二阶段（研发）补贴支持的企业将在7月份通过KIET对第一阶段（研发前）入选企业进行评估后最终确定，第三阶段（研发后）支持将提供给已完成第二阶段的企业，具体时间表将另行公布。
Kibo首席执行官李在弼表示：“BIRD项目是一种全周期综合支持模式，旨在将贷款和投资有机结合起来，确保研发成果能够不间断地实现商业化。” 他补充道：“作为一家专业的研发商业化金融机构，Kibo将建立严密务实的金融支持体系，支持拥有创新技术的优秀企业和初创企业实现规模化发展。”

La Korea Technology Finance Corporation (ci-après dénommée « KIBO ») a annoncé mercredi 11 qu'elle avait achevé la première étape (pré-R&D) du soutien en sélectionnant 84 entreprises comme sociétés cibles pour le programme BIRD de 25 ans annoncé en mars.
Le programme BIRD est un projet qui soutient l'ensemble du processus de R&D des PME par étapes, grâce à la collaboration entre le KIBO et l'Agence coréenne d'information technologique (ci-après dénommée « KIDA »). Depuis son lancement en 2023, il a contribué à améliorer la structure de soutien à la R&D existante, qui retardait l'obtention de résultats en raison du décalage entre les phases de développement et de commercialisation, et à accélérer la commercialisation.
KIBO et KEI soutiennent l'ensemble du cycle de R&D des petites et moyennes entreprises en fournissant ▲200 millions de wons de soutien de garantie pour les fonds de planification de R&D de l'étape 1 (pré-R&D) du KIBO, ▲jusqu'à 500 millions de wons de soutien de contribution pour les fonds d'exécution de R&D de l'étape 2 (R&D) du KIBO, et ▲jusqu'à 3 milliards de wons de soutien de garantie pour les fonds de commercialisation de R&D de l'étape 3 (post-R&D) du KIBO.

Cette entreprise sélectionnée en première étape (pré-R&D) est une entreprise technologique réalisant un chiffre d'affaires de 2 milliards de wons ou plus dans les domaines stratégiques des technologies et de la neutralité carbone. Elle a été confirmée par la première évaluation écrite, la deuxième évaluation par un comité d'experts et la troisième évaluation technologique et évaluation des garanties. Au total, 332 entreprises ont postulé, affichant un taux de concurrence d'environ 4 pour 1, confirmant la forte demande dans ce secteur pour un soutien complet à la R&D.
Les entreprises sélectionnées sont réparties de manière uniforme dans des domaines technologiques stratégiques tels que l'intelligence artificielle (IA), la biotechnologie, les semi-conducteurs et les communications de nouvelle génération, et il est à noter qu'elles incluent des sociétés de développement dans des domaines qui ont eu relativement peu de sélections jusqu'à présent, comme l'aérospatiale, les robots marins et la neutralité carbone.
Entre-temps, les entreprises éligibles au soutien de la subvention de la phase 2 (R&D) seront finalisées en juillet après avoir passé l'évaluation du KIET parmi les entreprises sélectionnées dans la phase 1 (pré-R&D), et le soutien de la phase 3 (post-R&D) sera fourni aux entreprises qui ont terminé la phase 2, avec un calendrier séparé qui sera annoncé ultérieurement.
