서울시여성가족재단(대표 박정숙)은 서울특별시 서부교육지원청과 협력해 마포·서대문·은평구 지역 초·중·고등학교를 대상으로 디지털 성범죄 예방 교육을 확대한다고 2일 밝혔다.
재단은 지난해 성동·광진구 지역에서 시범 사업을 통해 교육 콘텐츠를 개발하고 학교 적용 기반을 마련했다. 2024년 한 해 동안 19개 학교, 2,886명의 학생이 교육에 참여했으며, 평균 만족도 4.52점을 기록해 참여형 교육 모델의 효과를 확인했다.
올해는 서부교육지원청과의 업무협약을 통해 교육 대상 지역을 서북권으로 확장하고 실질적인 예방 활동 정착에 나섰다. 이와 함께 지난 4월에는 성동·광진교육지원청 및 성동·광진경찰서와도 협약을 체결해 동부권 내 대응 체계를 구축한 상태다.
양 기관은 올해 2월과 3월 두 차례 간담회를 통해 구체적인 실행 방안을 협의했으며, 5월부터 신청 학교를 중심으로 교육이 시작됐다. 현재까지 서북권 내 2개 학교 12개 학급에서 시범교육이 진행됐으며, 하반기에는 교육 대상 학교를 확대할 계획이다.
교육은 강의식 전달에서 벗어나 활동지, 보드게임 등 참여형 도구를 활용해 학생들이 디지털 성범죄 유형과 위험성을 직접 인지하고 대응 능력을 강화할 수 있도록 설계됐다.
또한, 피해 발생 시 신속 대응 체계도 함께 마련됐다. 재단은 ‘서울 디지털성범죄 안심지원센터’를 운영하며 상담, 불법 촬영물 삭제, 법률 지원을 원스톱으로 제공하고 있으며, 이번 협약을 통해 서북권에서도 즉각적인 피해 지원이 가능하도록 기반을 강화했다.
박정숙 서울시여성가족재단 대표는 “온라인 기반 성범죄가 점차 정교해지는 상황에서 학교와 지역사회의 긴밀한 협력이 필수적”이라며 “맞춤형 예방 교육을 통해 학생들이 일상에서 스스로 위험을 인지하고 대처할 수 있도록 서부교육지원청과 협력해 나가겠다”고 말했다.

Seoul Women and Family Foundation and Western Education Support Office Sign Business Agreement
The Seoul Women and Family Foundation (Director Park Jeong-sook) announced on the 2nd that it will expand digital sex crime prevention education to elementary, middle, and high schools in Mapo, Seodaemun, and Eunpyeong districts in cooperation with the Seoul Metropolitan Office of Education.
The foundation developed educational content and laid the foundation for school application through a pilot project in the Seongdong and Gwangjin districts last year. This year, through a business agreement with the Western Education Support Office, the education target area was expanded to the northwest and practical prevention activities were established. The two organizations discussed specific implementation plans through two meetings in February and March of this year, and education began in May, focusing on schools that applied. As of now, pilot education has been conducted in 12 classes in two schools in the northwestern region, and the target schools are planned to be expanded in the second half of the year.
The education was designed to move away from lecture-style delivery and utilize interactive tools such as activity sheets and board games so that students can directly recognize the types and risks of digital sex crimes and strengthen their response capabilities.
In addition, a rapid response system has been established in the event of damage. The foundation operates the 'Seoul Digital Sex Crime Safety Support Center' and provides one-stop counseling, deletion of illegally filmed material, and legal support, and through this agreement, the foundation has been strengthened to enable immediate damage support in the northwestern region.
Park Jeong-sook, head of the Seoul Women and Family Foundation, said, “In a situation where online sexual crimes are becoming increasingly sophisticated, close cooperation between schools and local communities is essential,” adding, “We will work with the Western Office of Education to provide customized preventive education so that students can recognize and deal with risks in their daily lives.”

両機関は今年2月と3月の2回懇談会を通じて具体的な実行方案を協議し、5月から申請学校を中心に教育が始まった。現在まで、西北圏内の２校１２校で試験教育が行われ、下半期には教育対象学校を拡大する計画だ。
教育は講義式の伝達から抜け出して活動地、ボードゲームなど参加型ツールを活用して学生がデジタル性犯罪の種類と危険性を直接認知し、対応能力を強化できるように設計された。
また、被害発生時の迅速対応体系も一緒に設けられた。財団は「ソウルデジタル性犯罪安心支援センター」を運営し、相談、違法撮影物の削除、法律支援をワンストップで提供しており、今回の条約を通じて西北圏でも即時の被害支援が可能になるように基盤を強化した。
パク・ジョンスクソウル市女性家族財団代表は「オンラインベースの性犯罪が次第に精巧になる状況で学校と地域社会の緊密な協力が必須」とし「カスタマイズされた予防教育を通じて学生が日常から自らリスクを認知して対処できるように西部教育支援庁と協力していく」と話した。

首尔女性家庭财团理事长朴贞淑表示，“在网络性犯罪日益复杂的形势下，学校与地区社会的密切合作至关重要”，并表示，“我们将与西部教育厅合作，提供定制化的预防教育，让学生能够在日常生活中认识并应对风险”。

La Fondation des femmes et de la famille de Séoul (directrice Park Jeong-sook) a annoncé le 2 qu'elle étendrait l'éducation à la prévention des crimes sexuels numériques aux écoles élémentaires, intermédiaires et secondaires des districts de Mapo, Seodaemun et Eunpyeong, en coopération avec le Bureau métropolitain de l'éducation de Séoul .
La fondation a développé du contenu pédagogique et posé les bases de son application dans les écoles grâce à un projet pilote mené l'année dernière dans les districts de Seongdong et de Gwangjin. Les deux organisations ont discuté de plans de mise en œuvre spécifiques lors de deux réunions en février et mars de cette année. La formation a débuté en mai, ciblant les écoles candidates. À ce jour, une formation pilote a été menée dans 12 classes de deux écoles de la région nord-ouest, et le nombre d'écoles ciblées devrait être élargi au second semestre.
L’enseignement a été conçu pour s’éloigner du mode d’enseignement magistral et utiliser des outils interactifs tels que des feuilles d’activités et des jeux de société afin que les étudiants puissent reconnaître directement les types et les risques de crimes sexuels numériques et renforcer leurs capacités de réponse.
De plus, un système d'intervention rapide a été mis en place en cas de dommage. La fondation gère le « Centre d'assistance et de sécurité contre les crimes sexuels numériques de Séoul » et propose un service de conseil centralisé, la suppression des images filmées illégalement et une assistance juridique. Grâce à cet accord, la fondation a été renforcée pour apporter une aide immédiate en cas de dommages dans la région du nord-ouest.
Park Jeong-sook, directrice de la Seoul Women and Family Foundation, a déclaré : « Dans une situation où les crimes sexuels en ligne deviennent de plus en plus sophistiqués, une coopération étroite entre les écoles et les communautés locales est essentielle », ajoutant : « Nous travaillerons avec le Bureau occidental de l'éducation pour fournir une éducation préventive personnalisée afin que les étudiants puissent reconnaître et gérer les risques dans leur vie quotidienne. »
