기술보증기금(이사장 김종호, 이하 ‘기보’)은 중소기업 기술보호를 위해 운영 중인 ‘기술임치(기술지킴이)’와 ‘TTRS(증거지킴이)’ 제도의 지원 대상을 공공연구기관, 산학협력단, 기술지주회사(이하 ‘공공연 등’)까지 확대한다고 2일(수) 밝혔다.
기술임치는 중소기업이 보유한 기술·경영상 영업 비밀이 유출되는 것에 대비해 기보에 해당 정보를 보관해두고 추후 기술 유출 등 분쟁 발생 시 기술의 보유자임을 증명할 수 있도록 돕는 제도다. TTRS는 기술거래, M&A, 공동R&D 등 기업 간 협업·협상 과정에서 발생할 수 있는 기술탈취를 예방하기 위해 상호 주고 받은 자료를 등록해 법적 분쟁 시 증거로 활용할 수 있도록 지원하는 증거지킴 서비스다.
기보는 2019년 1월 기술임치기관으로 지정된 후, 기술보호 플랫폼 ‘테크세이프’를 기반으로 두 제도를 운영하고 있다. 현재까지 누적 11400여 건의 기술임치 계약을 체결해 중소벤처기업의 기술 유출 피해를 사전에 예방하고, 공정한 기술거래 문화 정착에 앞장서고 있다.
기보는 그동안 중소기업을 대상으로 기술보호 제도를 운영해 왔으나, 이번 제도 개선으로 공공기술까지 범위를 넓혀 기술보호 수준을 한층 강화했다. 이에 따라 기술보호의 사각지대를 해소하고, 공공연 등의 R&D 노하우 기술에 대한 기술탈취도 사전에 예방할 수 있을 것으로 기대된다.
특히, 공공연 등이 보유한 기술은 국민의 세금으로 조성된 정부 R&D 예산으로 개발된 만큼, 이번 조치는 단순한 보호 차원을 넘어 국가 자산에 대한 책임 있는 관리라는 점에서도 의미가 크다.
김종호 기보 이사장은 “기보는 기술보호 종합지원기관으로서 기술탈취를 사전에 예방하고 기술보호 제도를 현장에 안착시키기 위해 지속적으로 노력해왔다”며, “이번 제도 개선은 사후 피해 지원보다 사전 예방이 중요한 기술보호의 특성을 반영한 조치”라고 밝혔다. 이어 “앞으로도 공공과 민간을 아우르는 포괄적인 기술보호 체계를 통해 기술혁신 생태계의 신뢰 기반을 강화해 나가겠다”고 강조했다.

Kibo, Expanding the Technology Protection System for Public-Public Research and Industry-Academic Cooperation Groups
The Korea Technology Finance Corporation (KTFC) (Chairman Jong-ho Kim, hereinafter referred to as “KIBO”) announced on Wednesday, the 2nd, that it will expand the support target of the “Technology Deposit (Technology Guardian)” and “TTRS (Evidence Guardian)” systems, which are operated to protect the technology of small and medium-sized enterprises, to include public research institutes, industry-academia cooperation groups, and technology holding companies (hereinafter referred to as “public performances, etc.”).

TTRS is an evidence preservation service that supports the registration of data exchanged between companies during collaboration and negotiations such as technology transactions, M&A, and joint R&D, so that it can be used as evidence in legal disputes.
Since being designated as a technology custody organization in January 2019, Kibo has been operating two systems based on the technology protection platform 'TechSafe'. As of now, it has signed a cumulative 11,400 technology custody contracts, taking the lead in preventing technology leakage damage to small and medium-sized venture companies in advance and establishing a fair technology transaction culture.
Kibo has been operating a technology protection system targeting small and medium-sized enterprises, but this system improvement has expanded the scope to include public technology, thereby further strengthening the level of technology protection. Accordingly, it is expected that blind spots in technology protection will be eliminated, and technology theft of R&D know-how technologies from public research institutes and others will be prevented in advance.
In particular, since the technologies owned by public institutions and others were developed with government R&D budgets funded by taxpayers’ money, this measure is significant not only in terms of simple protection but also in terms of responsible management of national assets.

ギボはこれまで中小企業を対象に技術保護制度を運営してきたが、今回の制度改善で公共技術まで範囲を広げ、技術保護水準を一層強化した。これにより、技術保護の死角地帯を解消し、公共演などのR&Dノウハウ技術に対する技術脱臭も事前に予防できると期待される。
特に、公共演などが保有する技術は国民の税金で造成された政府のR&D予算で開発されただけに、今回の措置は単純な保護次元を超えて国家資産に対する責任ある管理という点でも意味が大きい。
キム・ジョンホ記者理事長は「既には技術保護総合支援機関として技術脱臭を事前に予防し、技術保護制度を現場に安着させるために継続的に努力してきた」とし、「今回の制度改善は事後被害支援よりも事前予防が重要な技術保護の特性を反映した措置」と明らかにした。続いて「今後も公共と民間を結ぶ包括的な技術保護体系を通じて技術革新生態系の信頼基盤を強化していく」と強調した。

Le dépôt de technologie est un système qui aide les PME à conserver des informations confidentielles sur leurs technologies et leurs secrets de gestion afin d'éviter toute fuite et de prouver leur propriété en cas de litige futur, tel qu'une fuite technologique. TTRS est un service de préservation des preuves qui prend en charge l'enregistrement des données échangées entre entreprises lors de collaborations et de négociations, telles que les transactions technologiques, les fusions-acquisitions et les projets de R&D conjoints, afin qu'elles puissent servir de preuves en cas de litige.
Depuis sa désignation comme organisme de conservation technologique en janvier 2019, Kibo exploite deux systèmes basés sur la plateforme de protection technologique « TechSafe ». À ce jour, l'entreprise a signé 11 400 contrats de conservation technologique, prenant ainsi l'initiative de prévenir les dommages liés aux fuites technologiques pour les PME et d'instaurer une culture de transactions technologiques équitables.

En particulier, étant donné que les technologies appartenant aux institutions publiques et autres ont été développées avec les budgets de recherche et développement du gouvernement financés par l’argent des contribuables, cette mesure est importante non seulement en termes de simple protection mais aussi en termes de gestion responsable des biens nationaux.
