Ministry of SMEs and Startups revises laws to strengthen traditional market self-reliance

The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as MSS ) announced that the revision to the Special Act on the Promotion of Traditional Markets and Shopping Districts (hereinafter referred to as the Traditional Market Act), which includes strengthening operating expenses support and guidance/supervision of the National Federation of Merchants (Chairman Lee Chung-hwan, hereinafter referred to as the Federation), and establishing a reporting center for fraudulent distribution of Onnuri Gift Certificates at the Small Business Market Promotion Agency (Chairman Park Sung-hyo, hereinafter referred to as the Small Business Market Promotion Agency), was passed at the Cabinet meeting on the 20th.

This revision simultaneously grants the Merchants Association the responsibility and obligation as a legal entity by supporting its operating expenses, and includes some necessary improvements such as the operation of the reward system for reporting fraudulent distribution of Onnuri gift certificates.

The main revisions are as follows.

◆ Securing professionalism through stable operation of the merchant association

It was made possible for the government and local governments (hereinafter referred to as local governments) to subsidize or support the costs necessary for the operation of merchant associations within the scope of their budgets.

The Jeon Sang-yeon is a legal organization representing traditional markets and shopping districts. This year, it celebrated its 20th anniversary, but due to insufficient operating funds, it has had difficulty smoothly carrying out projects such as revitalizing the commercial district. Accordingly, the government and local governments need to subsidize and support the costs necessary for the operation of the merchant association, and the basis for supporting operating expenses for the merchant association was established to promote sustainable growth and development of traditional markets and shopping districts.

Support for smooth operation and business promotion of branches

The legal basis for allowing the merchant association to establish branches was established to facilitate smooth operation of regional businesses, and local governments were allowed to subsidize or support the costs necessary for operating branches and conducting business within the scope of their budgets.

Strengthening government management and supervision of merchant associations

In order to strengthen the management and supervision of the Federation, the Ministry of SMEs and Startups has established a basis for guiding and supervising the Federation's affairs, such as requesting reports on business and operation-related matters or submitting data.

Establishment of Onnuri Gift Certificate Reporting Reward System

This revision of the law clarifies the legal basis for the Onnuri Gift Certificate Fraudulent Distribution Report Center and the Report Reward Review Committee, thereby activating the report reward system and contributing to the establishment of an order in the distribution of Onnuri Gift Certificates.

Lee Dae-geon, director general of the Small Business Policy Bureau at the Ministry of SMEs and Startups, said, “With this revision, we hope that the Chamber of Commerce will have a public sense of responsibility and play its role as a statutory body so that traditional markets and shopping districts, the backbone of the people’s economy, can become self-reliant and achieve sustainable growth.” He also said, “We will eradicate illegal distribution through the efficient operation of the reporting reward system so that the Onnuri Gift Certificate project can be operated in line with its original purpose of revitalizing consumption in traditional markets and shopping districts.”
