The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced that it will recruit companies participating in the 2025 Special Guarantee for Prospective Unicorns starting on the 7th.
The preliminary unicorn special guarantee is available to companies that have a cumulative investment performance of 5 billion won or more (3 billion won for regional star companies) and meet growth and innovation requirements, or have a corporate value of 100 billion won or more. Approximately 15 companies are planned to be selected through the first document evaluation, second technology evaluation and guarantee review, and third presentation evaluation.
In particular, the Ministry of SMEs and Startups plans to expand support for deep technology companies starting this year by creating additional points for deep technology companies and expanding the distribution of technology evaluation indicators.
In addition, starting this year, we plan to introduce a performance-linked guarantee support system for excellent companies (top 30%) in the final evaluation to accelerate their global expansion.
The performance-linked guarantee system is a guarantee support system that is linked to corporate performance rather than a one-time support system. If a company achieves certain performance, such as an increase in sales or success in attracting follow-up investment after selection, it provides additional support without a separate guarantee review.
The Special Guarantee for Pre-Unicorns is the second stage of a systematic global unicorn project to intensively foster unicorn candidates (corporate value of KRW 1 trillion or more). The Ministry of SMEs and Startups selected and supported 126 pre-unicorn companies from 2019 to 2024, and the selected pre-unicorn companies attracted follow-up investments of KRW 5 trillion or more and are showing excellent results, including 8 companies growing into unicorns, 13 companies IPOing, and 4 companies M&A.
