Ministry of SMEs and Startups announces 2024 public institution joint growth evaluation “43 best institutions selected”

The Ministry of SMEs and Startups (hereinafter referred to as the Ministry of SMEs and Startups, Minister Oh Young-joo) announced the results of the 2024 public institution joint growth evaluation on the 21st.

Since 2007, the government has been evaluating public institutions’ joint growth activities with small and medium-sized enterprises to spread a culture of mutual growth throughout the corporate ecosystem through the leading role of joint growth in public institutions, and has announced five grades (excellent, good, good, average, and needs improvement).

This evaluation targets 134 public institutions, and 43 institutions were rated as excellent, 30 institutions as excellent, 29 institutions as good, 14 institutions as average, and 18 institutions as requiring improvement.

The Ministry of SMEs and Startups said that 73 public institutions, or 54.5%, received excellent ratings or higher, and that the level of shared growth is improving across public institutions, with 33 institutions seeing their ratings rise.

In addition, he explained that eight organizations entered the top grade for the first time since participating in the evaluation, and the number of organizations evaluated as the top grade for two consecutive years increased from 20 to 29, expanding the number of public organizations leading in shared growth.

Best practices from major public institutions that received top ratings include:

◆ Support for small and medium-sized enterprises to enter the global market

Korea South-East Power Co., Ltd. has provided opportunities to develop overseas markets by installing power plant equipment and other products from small and medium-sized enterprises in overseas power plants, including the Nghi Son Power Plant in Vietnam, to support the exports of small and medium-sized enterprises cooperating with power plants, and by holding export consultations with overseas buyers (in January and November) for a total of 17 small and medium-sized enterprises.

The Seoul Olympic Memorial National Sports Promotion Foundation provides customized local content development, prototype production support, and certification acquisition consulting to help K-sports SMEs advance into the global market, while also holding three face-to-face export consultations with overseas buyers (in July, August, and November) for a total of 228 SMEs.

◆ Growing together with the local community and expanding the startup ecosystem

Korea Asset Management Corporation established “Nara ON Senior Workplace” in Busan and Jeju to create local jobs using national assets, and established a regional win-win employment model that links local small and medium-sized enterprises with senior employment.
The Korea Institute of Ocean Science and Technology has supported the regional start-up of a total of 22 companies through the Marine and Fisheries Startup Support Center, including the development of a meal kit using Tongyeong oysters, and contributed to the revitalization of the regional start-up ecosystem by attracting direct and follow-up investments worth 13.5 billion won and achieving sales of 8 billion won.

Strengthening small and medium-sized enterprise verification support and enhancing technological competitiveness

Incheon Port Authority has contributed to the development of technology for small and medium-sized enterprises in the port logistics sector by developing Incheon Port as a technology demonstration space in the port logistics sector and supporting the development of maritime navigation apps and smart lighting systems for passenger terminals and IoT (Internet of Things) technology demonstrations.
Korea East-West Power actively supported the transition of small and medium-sized enterprises to future industries by supporting the development of new and renewable energy technologies for small and medium-sized enterprises expected to suffer damage due to coal phase-out and hosting a competition (April) to discover startup ideas in the energy innovation field.

Meanwhile, the results of this evaluation will be reflected in the management evaluation of public institutions, so that public institutions that excel in the joint growth evaluation can receive preferential treatment in the management evaluation.

Minister of SMEs and Startups Oh Young-joo said, “The leading role of public institutions in achieving mutual growth with SMEs is being strengthened,” and added, “We will actively support the spread of best practices of public institutions to the corporate ecosystem through projects such as the Win-Win Honors Project and the growth and development of such cooperation models.”
