
The Korea Software Industry Association (Chairman Cho Jun-hee, KOSA) announced on the 6th that it has opened an 'AI Basic Act Subordinate Legislation Opinion Collection Window' for follow-up legislation to the 'Basic Act on the Promotion of Artificial Intelligence and Creation of Trust Foundation (hereinafter referred to as the AI Basic Act)'.
The Basic AI Act, enacted on January 21, was quickly enacted in response to the demands of the industry and the consensus of the ruling and opposition parties due to the importance of the issue, but follow-up legislative tasks remain until the law goes into effect on January 22, 2026. In particular, the concept of high-impact AI and the obligations of AI business operators are emerging as major issues.
KOSA collects opinions from various stakeholders, including companies that develop and provide AI models and civic groups, to reflect their vivid opinions in policies and establish laws that can develop the industry while ensuring safety.
We have made it possible to express opinions on AI ethics and reliability, including ▲obligation to secure AI transparency, ▲obligation to secure AI safety, ▲high-impact AI standards and business responsibilities, and ▲AI impact assessment, which are major issues. In addition, a separate opinion collection window has been established on ▲AI governance, ▲AI talent and industry development policies, etc.
KOSA plans to collect opinions from various stakeholders, including businesses, without discrimination, and deliver them to the 'AI Basic Law Subordinate Law Revision Team' and other legal and policy authorities.
Association Chairman Cho Jun-hee said, “The subordinate statutes of the Basic AI Act will be an important framework that will determine the future direction of our country’s AI industry,” and added, “We will do our best to establish a law that balances the safety and innovation of AI technology by gathering various opinions from the industry and civil society.”
He also added, “It is important to find a regulatory balance so that our companies do not lose their competitiveness in the global AI market,” and “I hope that this opinion-gathering process will become a forum for constructive discussion for industrial development and safe use of AI.”
