
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced on the 10th that it will be launching a 'Small Business Delivery and Courier Fee Support Project' and will begin accepting applications and applications on the 17th.
The delivery and courier fee support project is a follow-up measure to the comprehensive measures for small business owners and the self-employed announced in July of last year, and is a project to temporarily support delivery and courier fees for 25 years to ease the management burden on small business owners that has been aggravated by high prices and high interest rates.
◆ Support target and amount
The support targets for this project are ▲individuals and corporate business owners whose annual sales in 2023 or 2024 are less than 140 million won, ▲have a delivery or courier service track record, and ▲are not closed as of the date of application.
In addition, all industries except for those whose main business is delivery and courier services and those excluded from small business policy funds are eligible for support. The maximum amount of support is 300,000 won, and only one business per person can apply for support.
Delivery and courier fees are broadly recognized up to '25, taking into account '24 performance and cases where past supporting documents are not kept or are difficult to confirm.
◆ Application Procedure
Based on the ease of obtaining delivery and courier fee proof documents for small business owners, applications and reception will begin sequentially according to applicant type. The goal is to provide smooth support to eligible small business owners within this year, and the procedures will be divided into rapid payment and confirmed payment.

▲ Quick payment
- In cases where delivery fee performance is secured in advance and can be confirmed electronically through cooperation with delivery apps and delivery agencies, etc.
- Applications starting from February 17th
▲ Confirmation payment
- In addition to being eligible for expedited payment, when using any courier service, other delivery platforms, delivery agencies, quick services, errand centers, etc.
▲ Apply in April
- When a small business owner or employee delivers (ships) products directly to customers without using a delivery platform or courier service
◆ Quick payment procedure (approximately 80,000 companies)
The Ministry of SMEs and Startups has established a quick payment procedure so that small business owners who have difficulty applying online and registering supporting documents can receive support quickly and conveniently.
In order to ease the burden of documentation for small business owners, the Ministry of SMEs and Startups received cooperation from six delivery platforms and delivery agencies in providing delivery fees paid by small business owners.
Approximately 80,000 small business owners included in the DB of those eligible for rapid payment can receive subsidies by simply entering information such as their business registration number and account number without any additional supporting documents. This is expected to significantly reduce the burden of supporting documents on small business owners and make it easier to apply.
Those eligible for expedited payment can apply from February 17th, and you can check whether you are eligible for expedited payment by entering your business registration number at the application stage. Even if the subsidy is less than 300,000 won after the first application, if the delivery fee performance is confirmed by December 2025, the difference will be paid up to a maximum of 300,000 won without additional application. Confirmed payment recipients who are not included in the expedited payment recipient DB can apply in April.
◆ Confirmation payment procedure
The recipients of the confirmed payment are ▲ those who are not included in the recipients of the quick payment and can directly provide documentation by using any courier service, delivery platform, delivery agency, quick service, errand center, etc., or ▲ those who do not use a delivery platform or courier service but have the small business owner or employee directly deliver (ship) the product to the customer, making it difficult to provide documentation.
Small business owners who can provide direct documentation may submit documentation (directly input into the system) for sales of products using delivery or courier services from January 1, 2024 to December 31, 2025. Documents for verification include electronic tax invoices, courier waybills, and delivery settlement statements that verify the amount of delivery or courier fees used.
Since it is difficult for small business owners who directly deliver (ship) to directly provide documentation of their performance, we plan to devise a reasonable payment plan for delivery/courier fees by fully reflecting opinions from related associations and organizations in the industry.
In both cases, small business owners must enter the data themselves, so we plan to prepare the supporting documents by the end of March and begin accepting applications in April.
◆ Instructions
Business applications can be submitted through the dedicated website, ‘Small Business Delivery Courier Fee Support.kr’ (also accessible through ‘Small Business 24’), and for the first two days after the implementation of the rapid payment application on February 17, an odd-even system will be applied based on the last digit of the business registration number to disperse users.
