Is Korea’s Internet Suffering because of Naver?

Recently Naver has been criticized for a number of things. One of these things has been simply existing. MBA Blogger in his recent article outlined “Five Ways to live Without Naver“. Fellow VentureSquare contributor, Future Walker takes a look at this “anti-Naver” trend and pieces together his own argument both for and against the popular portal site.


If you look at the main idea of many of these arguments, they say that the reason that various startups can’t do well in Korea’s Internet industry is because of Naver, and that Naver is not a “real” search engine like Google with its search results being of low quality.

Do users actually want a high quality search engine?

This is the first question. Ultimately, do consumers really want a genuine search engine which processes and displays results completely accurately? Does Naver need to take all this flack over the fact that it does not offer a completely true search engine?

I think that this isn’t the case. Most users simply want results that provide them with the information that they want and not necessarily complicated and fully accurate results. People who want that type of information are already using other sites. Just as I do.

Is there jealousy over Naver?

I don’t use Naver myself. This is because it is filled with content I don’t need to read such as useless celebrity gossip and blogs which have no apparent sources. But the problem is that users like myself only makeup 0.0001% of consumers. It seems that most users are satisfied with the content that Naver offers and because of that, users go there and it is why content providers begrudgingly offer their content to the site. Just as those who bad mouth Google in the states also try their hardest to make sure their company appears as the top search result on Google. The logic that Google is a real search engine and Naver is a biased search engine is not suitable. The rules for each site are different and the needs for each company’s customers are different.

Why isn’t Google successful in Korea?

On the other hand, if Google’s service is so amazing then why haven’t they been successful in Korea? If the content from blogs on Naver is of such low quality then why are users staying away from Google? In my opinion, couldn’t it be because the size of the Korean market doesn’t match the amount of content and variety of languages which are used in the US? Also, is it not so much a problem of quality but that the scale of the Korean content market has originated here, eliminating the need for a variety of content? There are 40 million users satisfied with “low quality” content and probably only around 100,000 users who want a higher quality search service.

Why did Google Korea add a realtime search function? On Google’s English site, typing in Kang Ho-dong brings up his Wikipedia page. Is this because of Naver? If you type his name into Naver it brings up all the information you want to know about him and most users are satisfied with this information. Should Naver be put down for this? Because its not an accurate search result?

This is where the misunderstanding for developers and experts is. Users do not want a “search engine”. They are simply interested in which programs Kang Ho-dong has been in. Users don’t even know whether Naver is a search engine or not. Though it may be sad for the experts, people around us are happy with such content.

Were Kakao Talk, Cyworld and Facebook unsuccessful because of Naver?

Using the same argument, it would have been difficult for Cyworld to be successful, Facebook wouldn’t have even got a foot in the door and it would have been hard to even start Kakao Talk because of Naver. However, Kakao Talk was the first to see a chance for the mobile market and Cyworld offered a new type of community that Naver didn’t see, while Facebook is continuing to grow in Korea. So in the end, despite Naver’s existence why have these companies been successful in Korea?

A Time of Crisis for Naver

Of course Naver is now in crisis mode. I don’t even need to mention the stories of employees embezzling money and that the atmosphere in the company is not good right now. This is because Naver’s core service model, which it had a tight hold on has not been able to respond properly in the face of the social and mobile wave. This was not because employees hadn’t worked hard but the responsibility lies with the managerial staff, drunk on their own success. While simply existing is not something to criticize, one area where I believe that Naver has been fundamentally wrong is keeping innovation skills only within its company.

Naver should not be criticized for not being a real search engine but for innovating its “curation portal service” using only its internal staff. Management should be criticized for thinking it was the staff that were not working hard and instead Naver should be criticized from a strategic ecosystem standpoint for trying to do everything themselves.

The reason Naver’s future is uncertain is that its people are it’s core community and there is a high possibility of its core community packing up and leaving once the going gets tough.

Another crisis at hand is the decreasing number of PC and mobile users using standard searches — Google is even facing a crisis with this change. Previously, users used to pass time by searching Naver for articles but now that smartphones are overflowing with content and games, where is the time to read articles? People are busy watching dramas even in places without DMB service via Pooq (streaming video service) and busy playing free games. In the mobile industry, Naver is just simply another developer. The reason KTH has put up such a good defense has been because of its early reaction to the changes in the mobile market.

Now, Naver’s crisis is that instead of users getting tricked into reading saucy and controversial headlines, their friends are sharing interesting links via Facebook and Twitter.  Moreover, those users on Twitter and Facebook are no longer using Naver’s blogs or services. Naver is losing its community.

Too much envy?

Of course, writers themselves won’t think of Naver as the best search service. Nevertheless, if most users are using it and as long as the rules with content providers and associating companies do not suddenly change in an unfair manner (with Naver’s dominance there is enough possibility for heavy-handedness), then Naver simply existing is not something to criticize. Perhaps I’m the only one who can feel the jealousy in many posts criticizing Naver.

Leading an Industry is to Show a Vision about Progress

There is always a leader in business. Once one starts to use their skills to try and do everything on their own, that’s when mean words begin to fly. I look at Naver as a company which is receiving criticism for this reason. I think that Naver needs to be criticized not just because it is not a “proper ” search engine but because it hardly looks to acquire other companies. During the past 10 years we have seen many startups being supported, incubated and acquired, so does Naver deserve all this criticism? The reason Google have received a lot less criticism is because of this. Google has acquired many ventures and given hope and dreams to small companies in the startup industry. Naver has only acquired ten companies.

Leading an industry is to show a vision and progress. Startups are trying hard to carry out their visions but Naver is put down for not supporting or opening its door to startups and ventures. The sad thing is that Naver is not the only problem, and that most other large domestic communications companies, manufacturers and services should also be criticized for this. As for the internet industry, Naver is not the only company that can be criticized for such problems.

 여기에 진짜 문제가 있고, 이 글을 쓴 목적이 있다. 즉, 바로 앞 블로그에 소개되었던 Netflix와 같은 Disruptive Technology가 등장할 기회가 차단되었다는 것이다. 많은 사람들이 한국 인터넷은 10년동안 정체되었다고 하는데, 나는 원인이 여기에 있다고 생각한다. 우리나라 사람들이 변화를 싫어해서가 아니다. 새로운 사이트가 등장해도 순위에서 자연스럽게 올라갈 기회를 잡을 수 없기 때문이다. 사람들이 네이버 검색을 하면 제일 먼저 보는 건 네이버 블로그, 네이버 지식인, 네이버 음악, 네이버 동영상이고, 맨 아래에 초라하게 자리잡고 있을 뿐인 웹 검색 결과에까지 도달하는 일은 거의 없다.

 나 역시 네이버가 주는 편안함 때문에 네이버를 많이 이용했지만, 그러면 그럴 수록 뭔가에 중독된 것 같은 기분과 쓸데없는 쓰레기 같은 정보를 계속 클릭하고 있다는 느낌이 가장 견디기 힘들었다. 누군가가 나를 낚으려고 여기저기 떡밥을 설치해 놓은 듯한 느낌 말이다. 그리고 클릭해서 들어간 곳에는 내가 원하던 정보는 없고, 온갖 성인광고로 도배된 사이트들 뿐이다.

몇몇 분들의 의견을 보면 한국 인터넷에 다양한 스타트업들이 만들어지지 못한 것은 네이버때문이고, 네이버의 검색 결과는 낮은 수준의 정보이고 구글처럼 진정한 검색엔진도 아니다라는 것이 핵심적인 내용이다.

과연 소비자는 높은 수준의 검색 엔진을 원하는가?

첫번째 질문이다. 과연 소비자는 몇몇 분들이 예시를 들어 친절하게 예시한대로 하나의 키워드에 대해서 공정하고 원본을 잘 알려주며 정확한 검색 결과를 원할까? 과연 네이버는 진정한 검색 엔진처럼 서비스를 제공하지 않는 것이 비난받아야하는 일일까?

난 아니라고 생각한다. 대부분의 대중 소비자가 원하는 것은 단지 적당한 수준의 정보나 컨텐츠일 뿐 꼭 그렇게 복잡하고 공정한 결과에서 걸러진 정보를 원한다고 보지는 않는다. 이미 그런 수준을 원하는 사람은 네이버에 오지 않는다. 내가 그러하듯이.

네이버에 대한 질투는 아닐까?

나는 네이버를 거의 사용하지 않는다. 나한테는 쓸데없는 기사들뿐이고 연예인 가십기사나 원본도 알수 없는 펌질 블로그 덩어리들만 있으며 내가 읽을 필요가 없는 내용들만 있기 때문이다. 하지만 문제는 나같은 소비자가 한국 소비자중에서 0.001 %도 되지 않는다는데에 있다. 대부분의 소비자는 네이버가 제공하는 컨텐츠의 수준에 만족한다고 생각한다. 그렇기 때문에 그곳에 소비자가 있고 그렇기 때문에 CP들도 울며 겨자먹기로 컨텐츠를 공급하는 것이다. 구글을 욕하면서도 구글의 검색엔진에 맨처음 올라가려고 노력하는 미국의 수많은 컨텐츠, 신문 사이트들처럼. 구글은 공정한 검색엔진이고 네이버는 편파적인 검색엔진이라는 논리는 적절하지 않다. 각자의 게임의 룰이 다르고 소비자가 원하는 다양성이 다를 뿐이다. 

왜 구글 검색은 한국에서 안 되는가?

반대로 그렇게 구글의 서비스 모델이 훌륭하다면 왜 한국에서는 성공하지 못하는가? 네이버 블로그에 지식인에 있는 컨텐츠가 그렇게 수준 낮은 것들만 있다면 왜 소비자는 구글을 사용하지 않을까? 내 주장은 이렇다. 한국 소비자 규모의 시장의 한계상 미국 만큼의 그리고 다양한 언어권 컨텐츠만큼의 다양성이 필요하지 않기때문은 아닐까? 즉 네이버의 수준이 문제가 아니라 한국어라는 컨텐츠 시장이 가지는 규모의 한계로 국민성에 기인하여 특별히 그렇게 다양한 컨텐츠가 필요없는 것은 아닐까? 네이버가 제공하는 그렇게 수준 낮다고 주장하는 컨텐츠에 만족하는 소비자가 4990만명이 있고, 아마 수준높은 검색 엔진을 원하는 본인같은 소비자가 10만명 정도만 있는 것은 아닐까? 

왜 구글 코리아에는 실시간 검색 기능을 추가했을까? 구글 영문판에서 강호동을 검색하면 위키피디아가 제일 먼저 나오는데 이게 네이버때문인가? 네이버에서 강호동을 검색하면 내가 강호동에 대해서 알아야 할 모든 내용이 정리되어서 나온다. 그리고 그 내용에 대부분의 소비자가 만족한다. 왜 네이버가 이것으로 비판받아야 하는가? 진정한 검색 결과가 아니라서? 

기술자나 전문가라고  얘기하는 사람들의 오해가 바로 여기에 있다. 소비자는 “검색엔진”을 원하는 것이 아니다. 그냥 강호동이 출연한 프로그램이름이 무엇인지에 관심이 있을 뿐이다. 소비자는 네이버가 검색엔진인지 아닌지도 모른다. 전문가 입장에서는 슬프지만 우리 주변 사람들은 지식인에 나오는 내용으로 만족한다. 

카카오톡, 싸이월드, 페이스북은 네이버때문에 성공하지 못했는가?

같은 논리라면 한국에서 싸이월드는 성공하기 어려웠을 것이고, 페이스북은 한국에서 씨알도 안 먹히는 서비스이고, 카카오톡은 네이버때문에 시작도 하기 어려웠을 것이다. 하지만 카카오톡은 모바일이란 새로운 플랫폼에서 먼저 시장의 기회를 읽었기때문에, 싸이월드는 네이버가 보지 못한 소셜커뮤니티라는 컨셉을 제시했기때문에, 페이스북 또한 심지어 싸이월드를 베꼈다는 오해를 받았지만 한국에서 성장하고 있다. 과연 이들이 네이버가 한국에 있었는데로 성공하고 있는 이유는 무엇인가?

네이버는 지금 위기이다

물론 네이버는 이제 위기의 기운이 감돌고 있다. 굳이 직원이 횡령을 한다는 기사나 직원들 분위기가 안 좋다는 기사를 언급할 필요도 없다. 바로 네이버가 갖고 있던 핵심적인 서비스 모델 자체가 모바일에 소셜에 변화의 바람에 제대로 대응하지 못하고 있기때문이다. 직원들이 열심히 하지 않은게 아니라 성공했던 모습에 취해있던 임원진의 책임이다. 또한 근본적으로 네이버가 잘못한 것은 네이버가 존재한 것이 잘못이 아니라 시장 혁신의 능력에서 내부에서만 키워왔다는 것이 비판받을 진정한 요소라고 본다. 

네이버가 진정한 검색 엔진이 아니라는 비판보다는 그 메뉴판 같은 서비스 모델을 지금으로 치면 “큐레이션 포탈 서비스” 모델을 내부 인력만으로 혁신시킨 것을 비판받아야 할 것이고, 이를 직원들이 열심히 하기 않았기때문이라고 생각하는 임원진이 비판받아야 할 것이다.  생태계 전략 관점에서 네이버가 비판 받아야 할 것은 바로 혼자서 모든 것을 할 수 있다는 오만을 비판받아야 할 것이다. 

네이버의 미래가 위험한 이유는 네이버도 사람들이 모이는 커뮤니티가 그 핵심 역량이라면 그 커뮤니티 업계의 구루로 인정되고 있는 사람들이 네이버 생태계를 떠나기 시작할 때가 진정 그 위기가 시작될 것이고 내가 느끼기에 그러한 가능성이 보이고 있는 것 뿐이다.

또한 위기인 이유는  PC 사용자가 줄어들고 있고 모바일에서는 기존의 검색(네이버에서는 사실 메뉴판 선택이었지만)이란 행위 자체가 줄어드는데 있고, 이러한 변화는 심지어 구글에게도 위기이다. 기존에 시간때우기로 갔던 신문사 기사를 보기위해 네이버를 갔었지만 이제는 스마트폰에 시간을 보낼 컨텐츠와 게임이 넘쳐난다. 신문기사 볼 시간이 어디있는가? DMB 지역에 상관없이 Pooq으로 드라마 보기도 바쁘고 넘쳐나는 공짜 게임 하기도 바쁘다. 네이버도 모바일에는 한낮 앱 개발사의 하나일 뿐이다. 그리고 이런 변화를 일찌감치 대응한 KTH가 모바일에서 선방하고 있는 이유이기도 하다.

네이버의 위기는 이제 사람들이 PC에서 네이버 홈페이지에서 낚시 신문기사를 읽는 대신 친구들이 걸러준 기사를 페이스북에서 읽고 트위터에서 읽는데에 있다. 그리고 그런 트위터나 페이스북의 주요 구루들이 더 이상 네이버 블로그나 서비스를 사용하지 않는데에 있다. 즉 네이버는 핵심 커뮤니티 구루 마저도 잃고 있는 것이다. 

사촌이 땅을 사면 배가 아프다.

물론 필자도 네이버가 검색 서비스로서 최선의 모델이라고 생각하지 않는다. 하지만 대부분의 소비자가 그것을 사용하고 있다면 그리고 그것이 누구처럼 갑자기 CP등의 협력사들과의 게임을 룰을 갑자기 바꾸는 형태의 공평하지 않는 접근만 하지 않는다면(네이버가 시장 지배적 사업자로서의 횡포의 가능성은 물론 충분하다) 네이버의 존재 자체가 비판받을 일은 아니라고 생각한다. 사실 네이버를 비판하는 글의 일부는 아마도 1등에 대한 질투가 배어있다고 느끼는 것은 나만의 오해일까?

생태계의 리더쉽이란 진화에 대한 비전제시 능력이다.

어느 업계나 리더가 있다. 리더란 자기 혼자의 능력으로 다 먹겠다고 나서는 순간 욕을 먹기 시작한다. 네이버가 비판 받는 건 바로 그러한 이유때문이라고 본다. 네이버가 검색 엔진이 아니라서 아니라 네이버가 M&A를 안 하기 때문에 비판받아야 한다고 생각한다(물론 인수할 회사가 없었다고 얘기하시겠지만). 과거 10년동안 업계에 있던 다양한 스타트업들의 시도를 뒤에서 육성하고 지원하고 적절하게 M&A해주는 모습을 보여주었다면 과연 네이버가 이렇게까지 비난을 받을까? 구글이 그렇게 미국 및 전세계 검색 시장에서 독점을 해도 비판을 덜 받았던 이유도 그것에 있다. 구글은 최소한 지금까지 수십개의 벤처들을 인수하며 생태계의 작은 기업들에게 꿈과 희망을 주어왔다. 나만 모르는 건가? 네이버가 인수한 회사가 10개는 되는건지?

생태계 리더쉽이란 진화에 대한 비전제시 능력이다. 비전을 볼 수 있고, 그러한 비전을 실현하는데 업계에 다양한 스타트업들을 지원하는 플랫폼 개방과 벤처 지원들을 안 하는 것이 네이버가 진정 비판받을 점이고, 슬픈 건 이것이 네이버만의 문제가 아니라 사실 국내 대부분의 규모있는 통신사, 제조사, 서비스 회사가 비판 받아야 할 내용이다. 즉 네이버 뿐만 아니라 한국의 인터넷 생태계에서 이 문제로 비판에서 자유로울 회사는 많지 않다.
