중소벤처기업부(장관 오영주, 이하 중기부)는 19일 제약바이오 중소벤처기업의 성장을 체계적으로 지원하고 현장의 목소리를 정책에 반영하기 위해 ‘제약바이오벤처 자문단’(이하 자문단) Kick-off 회의를 개최했다고 밝혔다.
중기부는 지난 1월 15일 산업경쟁력강화 관계장관회의에서 발표한 ‘제약바이오벤처 혁신생태계 조성방안’을 시작으로 체계적인 제약바이오벤처 육성을 위해 부(部) 내 전담조직인 제약바이오벤처TF을 구성했다.
또한 중소기업기술정보진흥원을 구심점으로 중소벤처기업진흥공단, 기술보증기금 등 산하기관 인원으로 구성된 실무전담팀도 신설하여 대책에 반영된 지원과제의 추진체계도 마련했다.
아울러 제약바이오 산업 특성을 고려한 실효성 있는 정책 추진을 위해 현장의 다양한 목소리를 정책에 반영하고자 제약바이오 기업인, 유관 협·단체, 중견제약사, 벤처캐피탈(VC) 등 제약바이오 생태계 핵심 주체들 12명으로 자문단을 구성했다.
자문단은 먼저 급변하는 글로벌 시장 환경과 기술 트렌드에 대응하여 국내 제약바이오 벤처의 경쟁력 강화를 위한 정책방향을 논의하고, 현장의 수요에 맞게 지원정책‧사업을 구체화‧고도화할 수 있도록 전문적인 정책제언을 수행할 예정이다.
분기별로 자문위원이 제약바이오벤처 육성정책 방향을 설정하면, 월별로 자문위원들이 추천한 실무위원들이 실무회의를 통해 정책기획 방향에 따른 지원정책을 구체화한다. 실무회의에서 논의한 구체화 방안을 다음번 자문단 회의에서 점검하는 자체 정책 환류시스템을 통해 빈틈없이 정책을 추진해나갈 계획이다.
Kick-off 회의에는 오영주 장관이 참석하여 자문단 위원들에게 위촉장을 수여하고, 자문단 운영계획과 제약바이오 중소벤처 육성정책 추진현황, 국내외 제약바이오 생태계 주요 트랜드 변화 및 현장의 애로사항에 대해 심도있는 의견을 나누었다.
오영주 장관은 “제약바이오 분야는 개별 기업의 자금 지원만으로는 부족하고, 제약바이오 벤처‧스타트업, 제약회사, CMO 등 다양한 생태계 구성원들간 협력도 함께 지원해야만 한다”면서 “제약바이오 중소·벤처기업이 안정적으로 성장할 수 있는 생태계가 만들어질 수 있도록, 자문단의 다양한 제언을 바탕으로 제약바이오벤처 육성정책을 고도화해 나가겠다”고 밝혔다.
한편 오영주 장관은 회의에 앞서 출범식이 열린 한국생명공학연구원 내 입주한 제약바이오벤처를 직접 방문하여 기술개발·사업화 진행 상황과 애로사항을 청취하며 업계의 생생한 목소리를 확인했다.

Ministry of SMEs and Startups Launches 'Pharmaceutical and Bio-Venture Advisory Group'
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced on the 19th that it held a Kick-off meeting of the 'Pharmaceutical and Bio-Venture Advisory Group' (hereinafter referred to as the Advisory Group) to systematically support the growth of pharmaceutical and bio-SMEs and reflect voices from the field in policies.
The Ministry of SMEs and Startups established the Pharmaceutical and Bio-Venture TF, a dedicated organization within the ministry, to systematically foster pharmaceutical and bio-ventures, starting with the ‘Plan to Create an Innovation Ecosystem for Pharmaceutical and Bio-Ventures’ announced at the Ministerial Meeting on Strengthening Industrial Competitiveness on January 15.
In addition, a dedicated working team was established with personnel from affiliated organizations such as the Korea SMEs and Startups Agency and the Korea Technology Finance Corporation, centered around the Korea SMEs and Startups Agency, and a system for promoting support tasks reflected in the measures was also established.
In addition, in order to promote effective policies that take into account the characteristics of the pharmaceutical and biotechnology industry and to reflect diverse voices from the field in policies, an advisory group of 12 key players in the pharmaceutical and biotechnology ecosystem, including pharmaceutical and biotechnology companies, related associations and organizations, mid-sized pharmaceutical companies, and venture capitals (VCs), was formed.
The advisory group will first discuss policy directions to strengthen the competitiveness of domestic pharmaceutical and bio ventures in response to the rapidly changing global market environment and technological trends, and will provide professional policy recommendations to concretize and enhance support policies and projects to meet the needs of the field.
The advisory committee sets the direction of the pharmaceutical and bio venture fostering policy every quarter, and the working committee members recommended by the advisory committee hold working meetings every month to specify the support policy according to the policy planning direction. We plan to implement the policy without any gaps through our own policy feedback system that reviews the specific measures discussed at the working meetings at the next advisory group meeting.
Minister Oh Young-joo attended the kick-off meeting, presented letters of appointment to the advisory group members, and exchanged in-depth opinions on the advisory group’s operation plan, the status of the policy to foster small and medium-sized pharmaceutical and biotech ventures, major changes in domestic and international pharmaceutical and biotech ecosystem trends, and difficulties in the field.
Minister Oh Young-joo said, “The pharmaceutical and biotechnology sectors require more than just financial support from individual companies; we must also support cooperation between various members of the ecosystem, including pharmaceutical and biotechnology ventures, startups, pharmaceutical companies, and CMOs.” He added, “We will further develop our pharmaceutical and biotechnology venture fostering policies based on the advisory group’s various suggestions so that we can create an ecosystem in which small and medium-sized pharmaceutical and biotechnology ventures can grow stably.”
Meanwhile, Minister Oh Young-joo personally visited pharmaceutical and bio ventures located in the Korea Research Institute of Bioscience and Biotechnology, where the inauguration ceremony was held prior to the meeting, and heard about the progress of technology development and commercialization and difficulties faced, thereby confirming the vivid voices of the industry.

中期部が「製薬バイオベンチャー諮問団」を発足
中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は１９日、製薬バイオ中小ベンチャー企業の成長を体系的に支援し、現場の声を政策に反映するために「製薬バイオベンチャー諮問団」（以下諮問団）キックオフ会議を開催したと明らかにした。
中期部は去る1月15日産業競争力強化関係長官会議で発表した「製薬バイオベンチャー革新生態系造成方案」を皮切りに体系的な製薬バイオベンチャー育成のために部内専任組織である製薬バイオベンチャーTFを構成した。
また、中小企業技術情報振興院を求心点として、中小ベンチャー企業振興公団、技術保証基金など算術館人員で構成された実務専門チームも新設し、対策に反映された支援課題の推進体系も設けた。
また、製薬バイオ産業の特性を考慮した実効性のある政策推進のために、現場の多様な声を政策に反映しようとする製薬バイオ企業人、遺管協・団体、中堅製薬会社、ベンチャーキャピタル(VC)など製薬バイオ生態系の核心主体12人で諮問団を構成した。
諮問団は先に急変するグローバル市場環境と技術トレンドに対応して国内製薬バイオベンチャーの競争力強化のための政策方向を議論し、現場の需要に合わせて支援政策・事業を具体化・高度化できるように専門的な政策提言を遂行する予定だ。
四半期ごとに諮問委員が製薬バイオベンチャー育成政策方向を設定すれば、月別に諮問委員が推薦した実務委員が実務会議を通じて政策企画方向による支援政策を具体化する。実務会議で議論した具体化案を次回諮問団会議で点検する独自の政策還流システムを通じて、隙間なく政策を推進していく計画だ。
Kick-off会議にはオ・ヨンジュ長官が参加し、諮問団委員に委嘱状を授与し、諮問団運営計画と製薬バイオ中小ベンチャー育成政策の推進現況、国内外の製薬バイオエコシステムの主要トレンド変化及び現場の愛労事項について深い意見を交わした。
オ・ヨンジュ長官は「製薬バイオ分野は個々の企業の資金支援だけでは不足しており、製薬バイオベンチャー・スタートアップ、製薬会社、CMOなど多様な生態系メンバー間の協力も共に支援しなければならない」とし「製薬バイオ中小・ベンチャー企業が安定的に成長できる生態系を生み出すことができるよう、諮問団の様々な高度化していく」と明らかにした。
一方、オ・ヨンジュ長官は会議に先立って発足式が開かれた韓国バイオテクノロジー研究院内に入居した製薬バイオベンチャーを直接訪問し、技術開発・事業化の進行状況と哀悼事項を聴取し、業界の鮮やかな声を確認した。

中小企业和初创企业部成立“制药和生物风险投资咨询小组”
中小企业和风险投资部（部长吴英珠，以下简称中小企业和风险投资部） 19日表示，已召开“制药和生物风险投资咨询小组”（以下简称咨询小组）启动会议，以系统地支持制药和生物中小企业的发展，并在政策中反映来自该领域的声音。
中小企业和创业部于 1 月 15 日在加强工业竞争力部长会议上宣布了“创建制药和生物企业创新生态系统计划”，并成立了该部内的专门组织“制药和生物企业工作组”，以系统地培育制药和生物企业。
此外，还以韩国中小企业振兴院为中心，成立了由中小企业振兴院、韩国技术金融公社等附属机构人员组成的专门工作小组，并建立了推进措施中体现的支持任务的体制。
此外，为了推行考虑到制药和生物技术行业特点的有效政策，并在政策中反映来自该领域的不同声音，成立了一个由制药和生物技术生态系统中的 12 个关键参与者组成的顾问小组，其中包括制药和生物技术公司、相关协会和组织、中型制药公司和风险投资公司 (VC)。

另外，吴英珠部长在会谈前亲自访问了举行成立仪式的韩国生命科学技术研究院内的制药和生物企业，听取了技术开发和商业化的进展情况和面临的困难，证实了业界的热烈呼声。

Le ministère des PME et des startups lance le « Groupe consultatif sur les produits pharmaceutiques et les bio-entreprises »
Le ministère des PME et des startups (ministre Oh Young-joo, ci-après dénommé le ministère des PME et des startups) a annoncé le 19 qu'il tenait une réunion de lancement du « Groupe consultatif sur les produits pharmaceutiques et les bio-entreprises » (ci-après dénommé le Groupe consultatif) pour soutenir systématiquement la croissance des PME pharmaceutiques et bio-entreprises et refléter les voix du terrain dans les politiques.
Le ministère des PME et des startups a créé le Pharmaceutical and Bio-Venture TF, une organisation dédiée au sein du ministère, pour encourager systématiquement les entreprises pharmaceutiques et bio-entreprises, en commençant par le « Plan de création d'un écosystème d'innovation pour les entreprises pharmaceutiques et bio-entreprises » annoncé lors de la réunion ministérielle sur le renforcement de la compétitivité industrielle le 15 janvier.

Le groupe consultatif discutera d’abord des orientations politiques visant à renforcer la compétitivité des entreprises pharmaceutiques et biologiques nationales en réponse à l’évolution rapide de l’environnement du marché mondial et des tendances technologiques, et fournira des recommandations politiques professionnelles pour concrétiser et améliorer les politiques et projets de soutien afin de répondre aux besoins du domaine.
Le comité consultatif définit l'orientation de la politique de promotion des entreprises pharmaceutiques et biologiques sur une base trimestrielle, puis les membres actifs recommandés par le comité consultatif tiennent des réunions de travail chaque mois pour préciser la politique de soutien en fonction de l'orientation de la planification politique. Nous prévoyons de mettre en œuvre des politiques sans faille grâce à notre propre système de rétroaction sur les politiques, qui examinera les mesures concrètes discutées lors de la réunion de travail lors de la prochaine réunion du groupe consultatif.
