중소벤처기업부(장관 오영주, 이하 중기부)는 23일 중소벤처기업의 기술사업화를 촉진하기 위해 ‘2025년 구매연계·상생협력형R&D’ 신규과제 모집을 공고한다고 밝혔다.
‘구매연계·상생협력형 R&D’는 2002년부터 도입된 중기부의 대표 기술개발 지원사업으로, 수요기업 맞춤형 기술개발부터 판로 확보까지 연계 지원하는 사업이다.
기업당 최대 6억 원의 R&D 자금(2년간)이 지원되며 올해 신규 지원 규모는 총 112개 과제다. 이 중 13개 과제는 지난 1월에 선공고를 통해 모집 완료하였으며 이번 공고를 통해 나머지 99개 과제를 추가 선정한다.
중기부는 그간 ‘성과확산 행사’ 등을 통해 수요기업·중소기업·투자기업 간 협업의 장을 마련하는 등 중장기적인 협력관계 조성을 위해 노력해왔다. 이를 통해 지원과제당 평균 매출액이 4.3억원(정부지원연구비 1억원 기준)에 달하는 등 중소기업의 실질적 매출 증대에 기여해오고 있다. 이번 지원유형은 중소기업이 수요기업 및 투자기업과 협력하는 방식에 따라 두 가지로 나뉘며 세부트랙은 아래와 같다.
▲‘구매연계형 R&D’는 대기업이나 공공기관 등 실제 구매 수요가 있는 수요처와 중소기업을 매칭하여, 기술개발 이후 구매까지 연계하는 방식이다.
특히 복수의 수요처를 확보하여 신청할 경우 가점을 부여하며, 개발 도중 기술 환경이 변해 구매가 어려워질 것으로 판단될 경우에는 중기부가 사전 점검을 실시해 개발 목표나 내용을 유연하게 조정할 수 있도록 하고 있다.
또한 ‘민관협력 오픈이노베이션’ 사업을 통해 선발된 창업기업의 경우, 이번 구매연계형 R&D 사업과 연계하여 지원받을 수 있는 기회도 주어진다.
▲‘상생협력형 R&D’는 중기부와 민간 투자기업이 공동으로 R&D 자금을 조성해, 투자기업이 필요로 하는 기술이나 제품을 중소기업이 개발하는 방식이다.
투자기업은 개발 과정에서 기술 검증, 실증 환경 제공 등을 통해 적극적으로 협력하게 된다. 대표적인 사례로는 인천국제공항공사와 중소기업((주)안세기술)은 항공기 시각 유도시스템 공동 개발을 위해, 공사에서 제공한 실증환경을 통해 850회 이상 검증하여 국제기술안전성표준을 확보(독일GS, 유럽CE 인증)하였으며, 개발된 제품은 인천국제공항에서 운영 중이다. ’24년부터는 해외 공항 진출을 위해 양 기관이 상생협력 관계로 발전하였다.
올해는 투자기업 간 형평성을 높이기 위해 투자기업 사전심사를 상대평가로 개선하고, 공공기관 동반성장평가 지표에서 과제신청보다는 과제선정의 점수에 무게를 두어 수월성 높은 과제를 유도하는 등 제도의 내실화에 집중하였다.
구매연계·상생협력형R&D에 참여하고자 하는 기업은 오는 23일부터 6월 23일까지 범부처통합연구지원시스템 누리집을 통해 온라인으로 신청할 수 있다. 세부 공고 내용과 유형별 신청절차는 중기부 누리집에서도 확인할 수 있다.
박용순 기술혁신정책관은 “중소벤처기업의 혁신성장을 위해서는 기술 개발에 그치지 않고 제품화 및 매출 증대로 이어지는 것이 중요하다”며 “구매연계·상생협력형 R&D가 중소벤처기업의 실질적인 성장을 이끄는 연결 고리가 되기를 기대한다”고 밝혔다.

The Ministry of SMEs and Startups has been working to create mid- to long-term cooperative relationships by providing a venue for collaboration between demand companies, SMEs, and investment companies through 'performance expansion events' and other means. Through this, it has contributed to increasing the actual sales of SMEs, with the average sales per support project reaching 430 million won (based on 100 million won in government-supported research funds). This type of support is divided into two types according to the way SMEs cooperate with demand companies and investment companies, and the detailed tracks are as follows.
▲'Purchase-linked R&D' is a method that matches small and medium-sized enterprises with actual purchasing demand sources such as large corporations or public institutions, and links them from technology development to purchasing.
In particular, if you apply by securing multiple demand sources, you will be given extra points, and if it is determined that the technological environment will change during development and purchase will become difficult, the Ministry of SMEs and Startups will conduct a preliminary inspection to flexibly adjust the development goals or content.
Additionally, startups selected through the 'Public-Private Collaborative Open Innovation' project will also be given the opportunity to receive support in connection with this purchase-linked R&D project.
▲'Symbiotic cooperation R&D' is a method in which the Ministry of SMEs and Startups and private investment companies jointly raise R&D funds, and small and medium-sized companies develop technologies or products needed by the investment companies.
The investment company will actively cooperate during the development process through technology verification, provision of a verification environment, etc. A representative example is Incheon International Airport Corporation and a small and medium-sized enterprise (Anse Technology Co., Ltd.) for joint development of an aircraft visual guidance system, and secured international technology safety standards (German GS, European CE certification) by verifying more than 850 times through the verification environment provided by the corporation. The developed product is currently in operation at Incheon International Airport. Since 2024, the two organizations have developed a mutually beneficial cooperative relationship for overseas airport expansion.
This year, in order to increase fairness among investment companies, we focused on improving the pre-screening of investment companies to a relative evaluation, and in the public institution joint growth evaluation index, we focused on strengthening the system by placing more weight on the score of project selection than on project application to induce projects with high ease.

中期部、「2025購買連携・共生協力型R&D」新規課題99件追加募集
中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は２３日、中小ベンチャー企業の技術事業化を促進するために「２０２５年購買連携・共生協力型Ｒ＆Ｄ」新規課題募集を公告すると発表した。
「購入連携・共生協力型R&D」は、2002年から導入された中期部の代表技術開発支援事業で、需要企業カスタマイズ型技術開発から販路確保まで連携支援する事業だ。
企業当たり最大６億ウォンのＲ＆Ｄ資金（２年間）が支援され、今年の新規支援規模は合計１１２個の課題だ。このうち13の課題は去る1月に先公告を通じて募集完了し、今回の公告を通じて残りの99件を追加選定する。
中期部はこれまで「成果拡散行事」などを通じて、需要企業・中小企業・投資企業間の協業の場を設けるなど、中長期的な協力関係づくりのために努力してきた。これにより支援課題当たりの平均売上高が４．３億ウォン（政府支援研究費１億ウォン基準）に達するなど、中小企業の実質的な売上増大に寄与してきている。今回の支援タイプは、中小企業が需要企業や投資企業と協力する方式によって二つに分けられ、詳細トラックは以下の通りである。
▲「購入連携型R&D」は、大企業や公共機関など実際の購買需要がある需要先と中小企業をマッチングし、技術開発以後の購買まで連携する方式だ。
特に、複数の需要先を確保して申請する場合に加点を付与し、開発中に技術環境が変わって購入が難しくなると判断される場合には、中期部が事前点検を行い、開発目標や内容を柔軟に調整できるようにしている。
また、「民館協力オープンイノベーション」事業を通じて選抜された創業企業の場合、今回の購買連携型R&D事業と連携して支援を受ける機会も与えられる。
▲「共生協力型R&D」は、中期部と民間投資企業が共同でR&D資金を造成し、投資企業が必要とする技術や製品を中小企業が開発する方式だ。
投資企業は開発過程で技術検証、実証環境提供などを通じて積極的に協力することになる。代表的な事例としては、仁川国際空港公社と中小企業（（株）アンセ技術）は航空機視覚誘導システム共同開発のため、工事が提供した実証環境を通じて850回以上検証し、国際技術安全性標準を確保（ドイツGS、欧州CE認証）しており、開発された製品は仁川国際空港で運営中だ。 '24年からは海外空港進出のために両機関が相生協力関係に発展した。
今年は投資企業間の公平性を高めるために投資企業事前審査を相対評価に改善し、公共機関同伴成長評価指標で課題申請よりは課題選定の点数に重みを置き、容易な課題を誘導するなど制度の内実化に集中した。
購買連携・共生協力型R&Dに参加しようとする企業は、来る23日から6月23日まで、汎部処統合研究支援システムのネットホームを通じてオンラインで申請することができる。詳細公告内容と種類別申請手続きは、中期部のネットハウスでも確認することができる。
パク・ヨンスン技術革新政策館は「中小ベンチャー企業の革新成長のためには技術開発にとどまらず製品化及び売上増大につながることが重要だ」とし「購入連携・相生協力型R&Dが中小ベンチャー企業の実質的な成長を導く連結環になることを期待する」と明らかにした。
