한국자활복지개발원(원장 정해식)은 오는 10월 21일 경기도 인재개발원에서 ‘2025 찾아가는 수도권 지역자활정책포럼(경기·서울·인천)’을 개최한다고 밝혔다. 이번 포럼은 ‘자활기업의 지속가능성 확보를 위한 광역자활기업 모델 연구’를 주제로, 수도권 지역 자활기업의 발전 방향과 협력 모델을 논의하기 위해 마련됐다.
포럼에서는 광역자활기업이 자활기업 생태계에서 수행할 수 있는 역할과 지역 중심의 자립 인프라로서의 기능을 중심으로 다양한 논의가 이뤄질 예정이다.
주제발표는 강도현 사회투자재단 부설 사회적경제연구소 상임이사가 맡아, 자활기업의 지속가능성을 높이기 위한 광역 단위 자활기업 모델의 가능성을 제시한다. 이어지는 종합토론은 오창호 한신대학교 교수가 좌장을 맡고, 오영범 (사)한국자활기업협회 자활기업연구소 소장, 김현숙 사회적협동조합 너머 이사장, 이문수 (사)한국지역자활센터협회 사무총장, 서광국 한국자활복지개발원 일자리사업본부 본부장이 참여해 자활 현장의 정책적 과제와 실행 전략을 다각도로 논의할 예정이다.
정해식 한국자활복지개발원 원장은 “자활기업의 지속가능성을 확보하기 위해서는 제도적 지원을 넘어, 지역 기반 협력과 현장 실행력이 병행되어야 한다”며, “이번 포럼이 수도권 지역의 특성을 반영한 자활기업 운영 방향과 정책적 대안을 모색하는 계기가 되기를 기대한다”고 밝혔다.
‘찾아가는 지역자활정책포럼’은 한국자활복지개발원이 2023년부터 매년 권역별로 개최하고 있는 순회형 포럼으로, 광역 및 지역자활센터, 지자체, 관련 기관이 참여해 지역 단위 자활정책과 현안을 공유하는 자리다. 이번 수도권 포럼은 2025년 포럼 일정 중 여섯 번째이자 마지막 순서로, 강원·제주, 호남권, 충청권, 영남권 등 타 권역에 이어 순환 개최를 마무리하게 된다.

The Korea Institute for Self-Reliance and Welfare held the "2025 Metropolitan Area Regional Self-Reliance Policy Forum."
The Korea Institute for Self-Reliance and Welfare (Director Jeong Hae-sik) announced that it will host the "2025 Metropolitan Area Self-Reliance Policy Forum (Gyeonggi-Seoul-Incheon)" at the Gyeonggi Human Resources Development Center on October 21st. This forum, themed "Research on Metropolitan Self-Reliance Enterprise Models to Ensure Sustainability of Self-Reliance Enterprises," was organized to discuss the development direction and cooperation models for self-reliance enterprises in the metropolitan area.
The forum will feature a variety of discussions focusing on the role that regional self-reliance enterprises can play in the self-reliance enterprise ecosystem and their function as regional self-reliance infrastructure.
The keynote speech will be given by Kang Do-hyun, Executive Director of the Social Economy Research Institute under the Social Investment Foundation, who will present the potential of a regional self-reliance enterprise model to enhance the sustainability of self-reliance enterprises. The following general discussion will be moderated by Professor Oh Chang-ho of Hanshin University, and will be attended by Oh Young-beom, Director of the Self-Reliance Enterprise Research Institute of the Korea Self-Reliance Enterprise Association; Kim Hyun-sook, President of Beyond Social Cooperative; Lee Moon-soo, Secretary General of the Korea Association of Regional Self-Reliance Centers; and Seo Gwang-guk, Director of the Job Creation Division of the Korea Self-Reliance Welfare Development Institute. The panel will discuss policy challenges and implementation strategies for self-reliance from various perspectives.
Jeong Hae-sik, the director of the Korea Institute for Self-Reliance and Welfare, said, “In order to ensure the sustainability of self-reliance enterprises, regional cooperation and on-site execution capabilities must go beyond institutional support,” and added, “I hope that this forum will serve as an opportunity to explore the direction of self-reliance enterprise operation and policy alternatives that reflect the characteristics of the metropolitan area.”
The "Regional Self-Reliance Policy Forum on Wheels" is a rotating forum held annually by the Korea Institute for Self-Reliance and Welfare since 2023. It brings together metropolitan and regional self-reliance centers, local governments, and related organizations to share local self-reliance policies and current issues. This Seoul Metropolitan Area forum is the sixth and final event of the 2025 forum series, completing a rotation that began in other regions, including Gangwon-Jeju, Honam, Chungcheong, and Yeongnam.

チョン・ヘシク韓国自活福祉開発院院長は「自活企業の持続可能性を確保するためには制度的支援を超え、地域基盤協力と現場実行力が並行しなければならない」とし、「今回のフォーラムが首都圏地域の特性を反映した自活企業運営方向と政策的代替案を模索するきっかけになることを期待する」と明らかにした。
「訪れる地域自活政策フォーラム」は、韓国自活福祉開発院が2023年から毎年圏域別に開催している巡回型フォーラムで、広域及び地域自活センター、自治体、関連機関が参加して地域単位自活政策と懸案を共有する場だ。今回の首都圏フォーラムは、2025年のフォーラム日程の6番目で最後の順序で、江原・済州、湖南圏、忠清圏、永南圏など他の圏域に続いて循環開催を終えることになる。

韩国自主福祉研究院（院长：郑海植）宣布，将于10月21日在京畿道人才开发院举办“2025首都圈自主政策论坛（京畿-首尔-仁川）”。本次论坛以“研究首都圈自主企业模式，确保自主企业可持续发展”为主题，旨在探讨首都圈自主企业的发展方向及合作模式。

“车轮上的区域自立政策论坛”是由韩国自立福祉研究所自2023年起每年轮流举办的论坛。该论坛汇集了首都圈和区域自立中心、地方政府及相关组织，分享地方自立政策和当前热点问题。本次首尔首都圈论坛是2025年系列论坛的第六场也是最后一场，此前已在江原道-济州道、湖南道、忠清道和岭南道等其他地区轮流举办。

L'Institut coréen pour l'autonomie et le bien-être a organisé le « Forum politique sur l'autonomie régionale des zones métropolitaines 2025 ».
L'Institut coréen pour l'autonomie et le bien-être (directeur : Jeong Hae-sik) a annoncé l'organisation du « Forum sur les politiques d'autonomie de la zone métropolitaine 2025 (Gyeonggi-Séoul-Incheon) » au Centre de développement des ressources humaines de Gyeonggi, le 21 octobre. Ce forum, intitulé « Recherche sur les modèles d'entreprises autonomes métropolitaines pour assurer la pérennité des entreprises autonomes », visait à discuter des orientations de développement et des modèles de coopération pour les entreprises autonomes de la zone métropolitaine.
Le forum comportera une variété de discussions axées sur le rôle que les entreprises autonomes régionales peuvent jouer dans l’écosystème des entreprises autonomes et leur fonction en tant qu’infrastructure d’autosuffisance régionale.
Le discours d'ouverture sera prononcé par Kang Do-hyun, directeur exécutif de l'Institut de recherche sur l'économie sociale de la Fondation pour l'investissement social, qui présentera le potentiel d'un modèle d'entreprise autonome régionale pour améliorer la durabilité des entreprises autonomes. La discussion générale qui suivra sera animée par le professeur Oh Chang-ho de l'Université Hanshin, en présence de Oh Young-beom, directeur de l'Institut de recherche sur l'entreprise autonome de l'Association coréenne des entreprises autonomes ; Kim Hyun-sook, présidente de Beyond Social Cooperative ; Lee Moon-soo, secrétaire général de l'Association coréenne des centres régionaux d'autosuffisance ; et Seo Gwang-guk, directeur de la division Création d'emplois de l'Institut coréen de développement du bien-être autonome. Le panel abordera les défis politiques et les stratégies de mise en œuvre de l'autosuffisance sous différents angles.
Jeong Hae-sik, directeur de l'Institut coréen pour l'autonomie et le bien-être, a déclaré : « Afin de garantir la durabilité des entreprises autonomes, la coopération régionale et les capacités d'exécution sur place doivent aller au-delà du soutien institutionnel », et a ajouté : « J'espère que ce forum servira d'occasion d'explorer l'orientation du fonctionnement des entreprises autonomes et les alternatives politiques qui reflètent les caractéristiques de la zone métropolitaine. »
Le « Forum régional sur les politiques d'autonomie » est un forum itinérant organisé chaque année par l'Institut coréen pour l'autonomie et le bien-être depuis 2023. Il rassemble les centres d'autonomie métropolitains et régionaux, les collectivités locales et les organisations concernées afin de partager les politiques locales d'autonomie et les enjeux actuels. Ce forum de la zone métropolitaine de Séoul est le sixième et dernier événement de la série 2025, complétant une série de forums entamée dans d'autres régions, notamment Gangwon-Jeju, Honam, Chungcheong et Yeongnam.
