울산창조경제혁신센터(UCCEI), 울산과학대학교(UC)는 베트남 4대도시(하노이, 다낭, 나짱, 호치민)의 주요 대학 및 기관과 손잡고 울산과학대학교 국제학부 글로벌 창업전공를 통한 유학코스(2년)와 기술창업정착코스(2년)를 결합한 VKSEE(Vietnam-Korea Startups Ecosystem Exchange Cooperation) 프로그램을 본격으로 시범가동하며 외국인 딥테크 창업을 위한 글로벌 국제도시 창업생태계로의 도약을 준비한다.
특히 울산은 제조 분야에서 축적된 기술력과 인프라를 바탕으로, AI, 빅데이터, 클라우드, 스마트 팩토리, 자율주행차, 스마트시티 등 딥테크 분야 스타트업에게 최적의 테스트베드를 제공할 수 있다는 강점을 가지고 있다.
그러나 지역 내 디지털 전문 인력 부족은 시급히 해결해야 할 과제이다. 이에 울산창조센터와 울산과학대학교는 VKSEE 프로그램을 통해 해외 우수 인재를 유치하고, 지역 산업과 연계한 딥테크 스타트업을 육성함으로써 디지털 전환을 성공적으로 이끌어낼 계획이다. 태국, 일본, 싱가포르 등 다양한 국가들의 도시간 생태계 연결을 통한 도시의 개방형 혁신을 통해 해외 외국인 스타트업을 유치할 계획이다.
VKSEE 프로그램은 단순한 교류 협력을 넘어, 베트남 청년들이 울산에 유학하고 기술 창업을 통해 정착할 수 있도록 지원하는 혁신적인 모델을 제시한다. 본 프로그램은 크게 두 가지 트랙으로 구성된다.
Ulsan Global Innovator Launchpad (UGIL): 울산과학대학교 글로벌창업학과에서 제공하는 2년 과정의 학위 프로그램이다. 베트남 학생들은 이 과정을 통해 한국어, 창업 기초 교육뿐만 아니라 OASIS 시스템을 기반으로 한 기술 창업 교육을 받게 된다. 참가 학생들에게는 학생 비자(D-2/D-4)가 발급되며, 파트타임 근무, 장학금, 특허 출원 지원, 기숙사 제공 등 다양한 혜택이 주어진다.
창업 코스: UGIL 프로그램을 성공적으로 이수한 학생들에게는 졸업 후 창업 비자(D-8-4)를 취득할 수 있도록 지원된다. 울산창조경제혁신센터는 이들에게 창업 공간, 멘토링, 법인 설립, 투자 유치, 정부 지원 사업 연계 등 스타트업 성장 전반에 필요한 맞춤형 지원을 제공한다
베트남은 젊은 인구가 풍부하고, SW 기술력을 비롯한 성장 잠재력이 높은 국가로 평가받는다. 특히 베트남 정부는 스타트업 생태계 육성에 적극적으로 나서고 있으며, 다낭, 호치민, 하노이, 나트랑 등 주요 도시를 중심으로 혁신적인 스타트업들이 빠르게 성장하고 있다. 울산창조경제혁신센터는 이러한 베트남의 잠재력을 높이 평가하고, VKSEE 프로그램을 통해 베트남의 우수 인재와 기술력을 울산으로 유치함으로써 지역 산업의 디지털 경쟁력을 강화하고자 하는 것이다.
VKSEE 프로그램은 울산과 베트남 모두에게 윈-윈(Win-Win)의 기회를 제공하는 상생 모델로 평가받는다. 울산은 디지털 전환에 필요한 핵심 인재와 기술력을 확보하고, 베트남은 청년들에게 해외 진출 및 창업 기회를 제공하며, 양국 간의 경제 협력을 확대하는 효과를 가져올 수 있다.
또한 울산스타트업 허브를 중심으로 동남권(부울경, 해오름)을 통합하는 글로벌 이민센터를 유치하여 외국인들이 지역 미래 기술 수요에 기반한 딥테크 분야에서 창업하기 좋은 환경을 조성한다는 계획이다.
울산창조경제혁신센터는 외국인 창업 비자취득을 위한 OASIS 교육, 체류 지원, 법률 및 세무 자문 등 외국인 창업가들이 겪는 어려움을 해소하고, 안정적으로 정착할 수 있도록 지원하는 역할을 수행한다.
이를 통해 울산창조경제혁신센터 김헌성 대표는 “지역 특화 산업과 연계한 딥테크 분야 외국인 스타트업을 적극적으로 유치”하고 “다양한 국적의 창업가들이 교류하고 협력하는 글로벌 스타트업 생태계로 울산을 국제적인 글로벌 혁신 도시로 성장시킨다”는 포부를 밝혔다.

Ulsan Center Joins Hands with Vietnam to Build Global Deep Tech Startup Ecosystem
Ulsan Center for Creative Economy and Innovation (UCCEI) and Ulsan College of Science and Technology (UCC) are joining hands with major universities and institutions in four major cities in Vietnam (Hanoi, Danang, Nha Trang, and Ho Chi Minh City) to launch the Vietnam-Korea Startups Ecosystem Exchange Cooperation (VKSEE) program, which combines a two-year study abroad course through Ulsan College of Science and Technology’s Department of International Studies’ Global Entrepreneurship major and a two-year technology entrepreneurship settlement course, in preparation for a leap forward into a global international city startup ecosystem for foreign deep-tech startups.
In particular, Ulsan has the strength of being able to provide an optimal test bed for startups in deep tech fields such as AI, big data, cloud, smart factories, self-driving cars, and smart cities based on its accumulated technological prowess and infrastructure in the manufacturing sector.
However, the lack of digital experts in the region is an urgent issue that needs to be addressed. Accordingly, Ulsan Creation Center and Ulsan Science University plan to successfully lead the digital transformation by attracting excellent overseas talent through the VKSEE program and fostering deep-tech startups linked to local industries. They plan to attract overseas foreign startups through open innovation in cities by connecting the ecosystems between cities in various countries such as Thailand, Japan, and Singapore.
The VKSEE program goes beyond simple exchange cooperation and presents an innovative model to support Vietnamese youth to study abroad and settle down in Ulsan through technology startups. The program consists of two major tracks.
Ulsan Global Innovator Launchpad (UGIL): A two-year degree program offered by the Department of Global Entrepreneurship at Ulsan National University. Vietnamese students will receive Korean language and entrepreneurship basics education as well as technical entrepreneurship education based on the OASIS system through this program. Participating students will be issued a student visa (D-2/D-4) and will be provided with various benefits such as part-time work, scholarships, patent application support, and dormitory provision.
Startup Course: Students who successfully complete the UGIL program will be supported to obtain a startup visa (D-8-4) after graduation. The Ulsan Creative Economy Innovation Center provides them with customized support for the overall startup growth, including startup space, mentoring, incorporation, investment attraction, and government support project linkage.
Vietnam is evaluated as a country with a rich young population and high growth potential, including SW technology. In particular, the Vietnamese government is actively promoting the startup ecosystem, and innovative startups are growing rapidly in major cities such as Da Nang, Ho Chi Minh, Hanoi, and Nha Trang. The Ulsan Creative Economy Innovation Center highly values this potential of Vietnam, and through the VKSEE program, it aims to attract excellent Vietnamese talent and technology to Ulsan, thereby strengthening the digital competitiveness of local industries.
The VKSEE program is evaluated as a win-win model that provides a win-win opportunity for both Ulsan and Vietnam. Ulsan can secure key talents and technologies necessary for digital transformation, Vietnam can provide young people with opportunities to advance overseas and start businesses, and it can have the effect of expanding economic cooperation between the two countries.
In addition, the plan is to create a favorable environment for foreigners to start businesses in deep tech fields based on the region's future technology demand by attracting a global immigration center that integrates the southeastern region (Busan, Ulsan, and Haeo-reum) centered around the Ulsan Startup Hub.
The Ulsan Creative Economy Innovation Center plays a role in resolving difficulties faced by foreign entrepreneurs and supporting them to settle down stably, including providing OASIS education for obtaining a foreign entrepreneurship visa, residence support, and legal and tax advice.
Through this, Ulsan Creative Economy Innovation Center Director Kim Heon-seong expressed his ambition to “actively attract foreign startups in the deep tech field linked to regional specialized industries” and “grow Ulsan into an international global innovation city with a global startup ecosystem where entrepreneurs of various nationalities interact and cooperate.”

VKSEEプログラムは、単純な交流協力を超えて、ベトナムの青年たちが蔚山に留学し、技術創業を通じて定着できるように支援する革新的なモデルを提示する。 「プログラム」は大きく2つのトラックで構成されています。

ベトナムは若い人口が豊富で、SW技術力をはじめとする成長潜在力の高い国家として評価される。特にベトナム政府はスタートアップ生態系の育成に積極的に乗り出しており、ダナン、ホーチミン、ハノイ、ニャチャンなど主要都市を中心に革新的なスタートアップが急速に成長している。蔚山創造経済革新センターはこのようなベトナムの潜在力を高く評価し、VKSEEプログラムを通じてベトナムの優秀人材と技術力を蔚山に誘致することで地域産業のデジタル競争力を強化しようとするものだ。

蔚山創造経済革新センターは、外国人創業ビザ取得のためのOASIS教育、滞在支援、法律および税務諮問など、外国人創業者が経験する困難を解消し、安定的に定着できるように支援する役割を遂行する。
これを通じて蔚山創造経済革新センターキム・ホンソン代表は「地域特化産業と連携したディープテク分野外国人スタートアップを積極的に誘致」し「多様な国籍の創業者が交流して協力するグローバルスタートアップエコシステムで蔚山を国際的なグローバル革新都市に成長させる」と抱負を明らかにした。

蔚山中心携手越南，共建全球深度科技创业生态系统
蔚山创造经济革新中心（UCCEI）和蔚山科学技术大学（UCC）携手越南四大城市（河内、岘港、芽庄、胡志明市）的主要大学和机构，推出越韩初创企业生态系统交流合作（VKSEE）项目。该项目结合了蔚山科学技术大学国际系全球创业专业的两年留学课程和两年技术创业定居课程，为外国深度技术初创企业进军全球国际城市初创生态系统做好准备。

VKSEE项目被评价为双赢模式，为蔚山和越南提供了双赢的机会。蔚山可以确保数字化转型所需的关键人才和技术能力，越南可以为年轻人提供出国发展和创业的机会，扩大两国经济合作。

Le Centre d'Ulsan s'associe au Vietnam pour créer un écosystème mondial de startups Deep Tech
L'Ulsan Center for Creative Economy and Innovation (UCCEI) et l'Ulsan College of Science and Technology (UCC) s'associent à des universités et institutions majeures dans quatre grandes villes du Vietnam (Hanoï, Danang, Nha Trang et Ho Chi Minh-Ville) pour lancer le programme de coopération d'échange d'écosystème de startups Vietnam-Corée (VKSEE), qui combine un cours d'études à l'étranger de deux ans par le biais de la majeure en entrepreneuriat mondial du département d'études internationales de l'Ulsan College of Science and Technology et un cours d'établissement d'entrepreneuriat technologique de deux ans, en préparation d'un bond en avant dans un écosystème international de startups urbaines pour les startups étrangères de haute technologie.
Ulsan a notamment la force de pouvoir fournir un banc d'essai optimal pour les startups dans des domaines de haute technologie tels que l'IA, le big data, le cloud, les usines intelligentes, les voitures autonomes et les villes intelligentes, en s'appuyant sur ses prouesses technologiques et son infrastructure accumulées dans le secteur manufacturier.
Cependant, la pénurie de professionnels du numérique dans la région est un problème urgent qui doit être résolu. Cours d'entrepreneuriat : les étudiants qui terminent avec succès le programme UGIL seront soutenus pour obtenir un visa d'entrepreneuriat (D-8-4) après l'obtention de leur diplôme. Le Centre d'innovation de l'économie créative d'Ulsan leur fournit un soutien personnalisé nécessaire à la croissance globale des startups, y compris l'espace de démarrage, le mentorat, la constitution en société, l'attraction d'investissements et la liaison avec les projets de soutien gouvernemental.
Le Vietnam est considéré comme un pays doté d’une importante population jeune et d’un fort potentiel de croissance, notamment en matière de technologie SW.
