중소벤처기업부(장관 오영주, 이하 중기부)는 11일 국내 중소벤처기업의 글로벌 기술협력 확대와 해외시장 진출 촉진을 위해 ‘2025년 글로벌협력형R&D’ 신규 과제를 공모한다고 밝혔다.
글로벌협력형R&D는 올해 처음 도입된 R&D 프로그램으로, 국내 중소벤처기업이 MIT(미국), 퍼듀대학교(미국), 프라운호퍼 연구소(독일), 슈타인바이스 재단(독일) 등 해외선도연구기관과 공동 연구개발을 통해 글로벌 수준의 기술경쟁력을 확보하고, 이를 바탕으로 해외시장에 진출할 수 있는 기반을 마련할 수 있도록 3년간 최대 15억원의 R&D 자금을 지원한다. 2025년 지원규모는 총 49개 과제다.
처음 시행되는 사업인 만큼, 중소벤처기업의 글로벌 연구개발 협력 수요와 정책적 지원 필요성을 고려하여 AI, 바이오, 반도체 등 10대 초격차 분야를 중점적으로 지원할 계획이다. 이를 위해 독일 프라운호퍼 연구소, 미국 퍼듀대학교 등 글로벌 선도 연구기관별 강점분야를 분석하고, 각 기관과 사전 협의를 통해 공모대상 과제에 대한 연구개발 제안서 총 215개를 도출하였다.
지원 유형은 사전기획형, 수요연계형, 자유공모형, 예비연구형 총 네가지로 구분된다.
사전기획형, 수요연계형 등 기관협력 트랙은 해외 연구기관과의 원활한 협력을 위해 최종 지원물량의 2배수 내에서 후보기업을 선별하고, 약 6개월간의 사전기획을 지원한다. 사전기획단계에서는 연구개발을 위한 전략적 협업계획 수립, 연구개발 로드맵 및 단계별 개발목표 설정, 세부 연구과제 기획 등이 진행되며, 이 중 우수한 기획과제를 대상으로 글로벌협력R&D를 본격적으로 지원한다.
아울러, 팁스, 초격차 스타트업, 아기·예비유니콘 등 중기부 주요 지원정책에 참여한 혁신기업이 글로벌 선도연구기관과 자율적으로 글로벌협력R&D를 수행할 수 있도록 자유공모형 과제도 병행 지원한다.
중기부는 R&D 수행과정뿐만 아니라, 국제 공동 연구 시 국가 간 법률, 제도의 차이로 발생할 수 있는 지적재산권, 소유권, 실시권 등 권리와 관련된 분쟁으로부터 국내 기업을 보호하고 최대한의 권리를 확보할 수 있도록 국제 IP 법률 전문기관을 지정하고, 참여 기업에 대한 IP 컨설팅, 법률자문 등을 적극적으로 지원할 계획이다.
글로벌협력형R&D에 참여하고자 하는 기업은 오는 16일부터 30일까지 범부처통합연구지원시스템 누리집을 통해 온라인으로 신청할 수 있다. 세부 공고 내용과 유형별 신청절차는 중기부 누리집에서도 확인할 수 있다.
박용순 기술혁신정책관은 “그간 우수 기술력을 보유한 국내 중소벤처기업들의 해외 기관과 협력 지원에 대한 많은 요구가 있어왔다”며 “금년 처음 추진되는 글로벌협력형R&D사업이 국내 중소벤처기업들에게 세계적인 기술경쟁력을 확보할 수 있는 기회를 제공하고, 해외 진출에 도움이 되는 계기가 되기를 희망한다”고 밝혔다.

Ministry of SMEs and Startups, '2025 Global Collaborative R&D' New Project Competition
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced on the 11th that it will solicit new projects for the '2025 Global Collaborative R&D' to expand global technological cooperation and promote overseas market entry of domestic SMEs and venture companies.
Global Collaborative R&D is an R&D program introduced for the first time this year. It provides up to KRW 1.5 billion in R&D funds over three years to enable domestic small and medium-sized venture companies to secure global-level technological competitiveness through joint research and development with leading overseas research institutes such as MIT (USA), Purdue University (USA), Fraunhofer Institute (Germany), and Steinweiss Foundation (Germany), and to lay the foundation for advancing into overseas markets based on this. The total number of projects to be supported in 2025 is 49.
As this is the first project to be implemented, we plan to focus on supporting 10 major super gap fields such as AI, bio, and semiconductors, considering the global R&D cooperation needs of SMEs and the need for policy support. To this end, we analyzed the strengths of leading global research institutes such as the Fraunhofer Institute in Germany and Purdue University in the U.S., and through prior consultations with each institution, we derived a total of 215 R&D proposals for the target tasks.
There are four types of support: pre-planning, demand-linked, open call, and preliminary research.
The institutional cooperation track, such as pre-planning and demand-linked, selects candidate companies within twice the final support volume to ensure smooth cooperation with overseas research institutes, and supports pre-planning for approximately 6 months. In the pre-planning stage, strategic collaboration plans for research and development are established, research and development roadmaps and stage-by-stage development goals are set, and detailed research project planning is carried out. Among these, global collaborative R&D is fully supported for excellent planning projects.
In addition, we will also support open competition-type projects so that innovative companies that have participated in the major support policies of the Ministry of SMEs and Startups, such as TIPS, Super Gap Startups, and Baby/Planned Unicorns, can autonomously conduct global collaborative R&D with leading global research institutes.
The Ministry of SMEs and Startups plans to designate an international IP law expert organization to protect domestic companies from disputes related to intellectual property rights, ownership rights, implementation rights, etc. that may arise due to differences in laws and systems between countries during international joint research as well as during the R&D process, and to actively support participating companies in IP consulting and legal advice.
Companies wishing to participate in global collaborative R&D can apply online through the website of the Integrated Research Support System for Inter-Ministry from the 16th to the 30th. 中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は１１日、国内中小ベンチャー企業のグローバル技術協力拡大と海外市場進出促進のために「２０２５年グローバル協力型Ｒ＆Ｄ」新規課題を公募すると明らかにした。
グローバル協力型R&Dは今年初めて導入されたR&Dプログラムで、国内中小ベンチャー企業がMIT(米国)、パデュー大学(アメリカ)、フラウンホーパー研究所(ドイツ)、シュタインバイス財団(ドイツ)など海外先導研究機関と共同研究開発を基盤とする水準を持ち、グローバルレベルの技術競争力を確保し、 3年間最大15億ウォンのR&D資金を支援する。 ２０２５年の支援規模は合計４９の課題だ。
初めて施行される事業だけに、中小ベンチャー企業のグローバル研究開発協力需要と政策的支援の必要性を考慮して、AI、バイオ、半導体など10大超格差分野を重点的に支援する計画だ。このため、ドイツ・フラウンホッパー研究所、米国パーデュ大学などグローバル先導研究機関別の強み分野を分析し、各機関と事前協議を通じて公募対象課題に対する研究開発提案書合計215個を導出した。
支援タイプは、事前企画型、需要連携型、自由公募型、予備研究型の4つに分けられる。
事前企画型、需要連携型など機関協力トラックは海外研究機関との円滑な協力のため、最終支援物量の2倍数内で候補業を選別し、約6ヶ月間の事前計画を支援する。事前企画段階では、研究開発のための戦略的コラボレーション計画の策定、研究開発ロードマップおよび段階別開発目標の設定、詳細な研究課題の企画などが行われ、このうち優秀な企画課題を対象にグローバル協力研究開発を本格的に支援する。
また、ティップス、超格差スタートアップ、赤ちゃん・予備ユニコーンなど中期部の主要支援政策に参加したイノベーション企業がグローバル先導研究機関と自律的にグローバル協力R&Dを遂行できるよう、自由公募型課題も並行支援する。
中期部は、R&D遂行過程だけでなく、国際共同研究時に国家間の法律、制度の違いで発生する可能性のある知的財産権、所有権、実施権などの権利に関する紛争から国内企業を保護し、最大限の権利を確保できるように国際IP法律専門機関を指定し、参加企業に対するIPコンサルティング、法律諮問などを積極的に行う。
グローバル協力型R&Dに参加しようとする企業は、来る16日から30日まで、汎部処統合研究支援システムのネットハウスを通じてオンラインで申請することができる。詳細公告内容と種類別申請手続きは、中期部のネットハウスでも確認することができる。

中小企业部‘2025全球合作研发’新项目竞赛
中小企业和风险投资部（部长吴英珠，以下简称中小企业和风险投资部） 11日表示，将为扩大全球技术合作、促进国内中小企业和风险企业进军海外市场，公开征集“2025全球合作研发”新项目。
全球合作研发是今年首次推出的研发计划。为帮助韩国中小型风险企业通过与麻省理工学院（美国）、普渡大学（美国）、弗劳恩霍夫研究所（德国）、施泰因维斯基金会（德国）等海外顶尖研究机构进行联合研发，确保全球水平的技术竞争力，并以此为基础奠定进军海外市场的基础，韩国政府将在3年内提供最高15亿韩元的研发资金。 2025年支持的项目总数为49个。
由于这是首次实施的项目，我们计划重点支持人工智能、生物、半导体等十大关键超高差距领域，同时考虑到中小型风险企业的全球研发合作需求和政策支持需求。为此，我们分析了德国弗劳恩霍夫研究所、美国普渡大学等全球领先研究机构的优势，并通过与各机构事先协商，最终获得了共计215项针对竞赛任务的研究开发方案。
支持类型包括预先规划、需求挂钩、公开招募和初步研究四种。

中小企业部计划指定国际知识产权法律专家组织，保护国内企业在国际联合研究及研发过程中，避免因各国法律、制度差异而产生的知识产权、所有权、实施权等纠纷，并为参与企业提供知识产权咨询和法律咨询等积极支持。
希望参与全球合作研发的企业可于16日至30日通过综合研究支持系统网站在线申请。详细的公告信息和按类型划分的申请程序也可以在中小企业和初创企业部网站上找到。
技术革新政策局局长朴用淳表示，“对于支持拥有优秀技术实力的国内中小企业与海外机构之间的合作，请求非常多”，“希望今年首次推进的全球合作研发项目，能够为国内中小企业提供确保全球技术竞争力的机会，并成为帮助其进军海外市场的契机”。

Le ministère des PME et des startups (ministre Oh Young-joo, ci-après dénommé ministère des PME et des startups) a annoncé le 11 qu'il solliciterait de nouveaux projets pour la « R&D collaborative mondiale 2025 » afin d'élargir la coopération technologique mondiale et de promouvoir l'entrée sur le marché étranger des PME et des sociétés de capital-risque nationales.
La R&D collaborative mondiale est un programme de R&D introduit pour la première fois cette année. Il fournit jusqu'à 1,5 milliard de KRW en fonds de R&D sur trois ans pour permettre aux petites et moyennes entreprises nationales de garantir une compétitivité technologique au niveau mondial grâce à la recherche et au développement conjoints avec des instituts de recherche étrangers de premier plan tels que le MIT (États-Unis), l'Université Purdue (États-Unis), l'Institut Fraunhofer (Allemagne) et la Fondation Steinweiss (Allemagne), et de jeter les bases pour progresser sur les marchés étrangers sur cette base. Il existe quatre types de soutien : la pré-planification, le soutien lié à la demande, l’appel ouvert et la recherche préliminaire.
Le volet de coopération institutionnelle, comprenant le type de pré-planification et le type lié à la demande, sélectionne les entreprises candidates dans un volume de soutien final deux fois supérieur pour assurer une coopération harmonieuse avec les instituts de recherche étrangers et soutient la pré-planification pendant environ 6 mois. Au stade de la pré-planification, un plan de collaboration stratégique pour la recherche et le développement est établi, une feuille de route de recherche et développement et des objectifs de développement étape par étape sont définis, et une planification détaillée du projet de recherche est planifiée. Parmi ceux-ci, des projets de planification exceptionnels sont ciblés et la R&D collaborative mondiale est pleinement soutenue.
